Mount Vernon has the oldest housing on this side of Westchester: 33.8%
predates 1940 and another 12.1% went up in the 1940s, so nearly half the city
predates 1950. Only 32.0% of units are single-unit buildings and 57.1% of
households rent.
Old frame stock, mostly small multifamily, mostly tenanted. That changes both
what the work is and who it pays back.
The houses we insulate in Mount Vernon
The median Mount Vernon building went up in 1953. Two out of three units are
in a building with more than one apartment, detached houses are 27.3% of the
stock, and 42.9% of households own. That is pre-1930 balloon-framed two- and
three-family frame houses on narrow lots, brick rowhouses, pre-war elevator
co-ops and 1950s brick apartment blocks.
In the pre-1930 houses the finding that matters most is not the attic. It is
the interstitial floor cavity between the units. Joist bays run from the
exterior wall into the interior partitions with nothing blocking them, and the
stud bays behind the siding run sill to attic because the building is balloon
framed. Together they make a continuous path from cellar to roof, and it
carries more than heat: an unsealed cavity between two dwelling units carries
smoke, fire and combustion gases, so blocking it restores compartmentation as

Below that, the cellar ceiling over the unconditioned basement is bare in
almost every building we walk, with the boiler and hot water tank in a space
nobody lives in and an uninsulated rim joist above them. Over the top unit,
the flat roof is a 6 to 10 inch joist cavity with no ventilation path, so it
cannot be vented: dense-pack it, or rigid board above the deck at the next
re-roofing, never vented batts. In the pre-1940 stock we check for
knob-and-tube first.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air
moving through a gap. Pack a leaky attic with cellulose and you have a leaky
attic with cellulose in it — the air still moves, it just moves through
something fluffier.
In a Mount Vernon two- or three-family the order is fixed: block the stud bays
at the plates, close the floor cavities between units, seal the stairwell
chase at each floor, then insulate. In the older steam-heated buildings the
riser chases are the largest opening of all — a continuous shaft floor
to roof, where the chase, not the pipe, is the leak. Sealing it at each floor
is often the highest-value hour of the job.
If a quote specifies a depth of insulation and never mentions air sealing, it
is half a job.

$2,000 more toward ENERGY STAR windows afterwards. The

With 57.1% of households renting, EmPower+ deserves more
attention here than Comfort Home does. Households at or below 80% of
area median income get the work at no cost up to
$14,000 downstate; at moderate incomes it is half the cost up
to $7,000. It is how New York delivers federal HEAR money, and many

The federal Section 25C tax credit ended for anything placed in service after
31 December 2025. There is no federal insulation credit on a
2026 job.
Who the savings go to, and which measures pay the owner anyway
In a tenanted building the money and the comfort do not always land in the
same place. On one boiler and one meter, the owner pays the heat and every
measure comes back to the owner. Where the units are separately metered, the
tenant gets the bill savings — and two categories of work still pay the
owner directly.
The first is anything that stops the boiler running: on a single-boiler
building, sealing the riser chases, the cellar ceiling and the rim joist cuts
the fuel the owner buys. The second is freeze protection. Pipes in uninsulated
cellars, wall chases and unheated stairwells are the owner’s emergency call
and the owner’s water damage, and sealing those runs is cheap next to one
burst riser. Ice damming on a flat roof is the same argument: a repair bill
before it is a comfort problem.
Code and climate in Mount Vernon
Nearly half of Mount Vernon was built before 1950, decades before New York had
an energy code. Westchester is climate zone 4, and the
rulebook is the 2025 Energy Conservation Construction Code of New York
State, in force since 31 December 2025 and based on
the 2024 IECC.
New construction and additions get R-49 ceilings,
R-30 wood-framed walls (R-20 cavity plus R-5 continuous is
the usual alternative), R-30 floors, and R-15 continuous or R-19 cavity in
basement walls. Those figures changed at the end of 2025 — anyone
quoting R-60 as New York code is quoting Connecticut’s. None of it
applies to a building already standing. The code expressly does not
require an existing building to be altered; it only requires that altering an
assembly not leave less insulation than was there before. The Department of
Energy separately recommends R-60 for a retrofit attic in this zone, which is
guidance, not law.
