Insulation Contractors in Hopatcong, NJ

There is no other town in Sussex County where the gas main matters so little, and that one number rewrites the whole conversation: the state’s gas rebate program is off the table for nineteen houses out of twenty here, and every dollar of heat that leaks out of a Hopatcong roof was bought at oil or electric prices, not gas prices.

The original building is a one-story or story-and-a-half cottage with a shallow roof, minimal wall insulation, and a footing that is part block wall, part pier, part slab poured against rock. Later owners pushed the roof out into dormers, closed in a porch, finished the space under the eaves and hung baseboard in the new rooms. Every one of those moves added a junction and none added an air barrier.

The failures repeat house to house. The floor at the downhill end sits over an open crawl and is the coldest surface in the building. The 38.9% built in the 1960s and 70s is the I-80 generation: splits, bi-levels and raised ranches stepped into a slope, with a garage cut into the downhill side and bedrooms above it. Their attics were insulated once, and decades of settling have left a blanket well short of the depth on the original invoice, with the eaves wind-washed and every top plate, chase and recessed can still open. The bedroom over the garage is cold because the joist bays under its floor are open to the garage and to the outdoors at the header.

Only 7.2% of Hopatcong predates 1940 and 10.8% is 1980s and 90s, so the true old house and the modern house are both rarities. In a pre-1940 house near Roseville or Glasser we assume balloon framing and knob-and-tube, pull the wiring, fire-block the wall tops and work the attic flat and the cellar. In a 1980s or 90s house the walls are already filled and the job is the attic plane, the chases and any ductwork outside the insulation.

Two-unit buildings are 2.8% of the stock, 179 of them, and they are almost always a cottage whose upstairs became a separate apartment. We scope those as one building. The stair chase and the floor cavity between the units run through both apartments, and sealing one half does nothing.

Electric heat, oil heat and a borough with almost no gas main

19.8% of occupied homes here heat with electricity, a very high share for a Sussex County town, and it follows directly from the borough’s history. When a summer cottage became a year-round house, the cheapest way to heat the new bedroom, the finished porch or the converted half-story was electric baseboard, installed room by room over decades without anyone touching the shell around it. A baseboard heater in an uninsulated dormer with an open knee wall behind it is expensive heat doing the least possible good.

Those are the houses where air sealing and insulation pay back fastest, because the fuel is expensive and the envelope is thin. The same is true of the 61.3% on oil and the 9.2% on propane. There is no gas bill here to compare against, which means the question is not whether the work pays for itself but which surface to do first.

Almost always the answer is underneath, then the half-story. On a steeply pitched lake lot the floor over the crawl, the pier bays and the walkout ceiling are colder than anything above, and no depth of attic insulation makes up for them. After that come the knee walls and rafter slopes of the finished upper half, which is where the baseboard rooms usually are. The flat attic, if there is one, comes third, not first.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a Hopatcong cottage’s little flat attic full of cellulose while the knee walls, the dormer cheeks and the stair chase stay open, and the bedrooms are exactly as cold as they were.

The sequence in a converted lake cottage: close and insulate the crawl or the floor deck, seal the stair chase and the flue penetrations at every level, block the joist bays at the eave behind the knee walls, put a real air barrier on the back of those knee walls, seal the dormer cheeks, baffle the slopes or foam them where no vent channel fits, then insulate, then finish at the rim. Electricity in Hopatcong is JCP&L. Gas, where a main reaches the street, is New Jersey Natural Gas, and it heats 6.3% of occupied homes. The gas program requires gas heat, so for the overwhelming majority of this borough the route is the electric one.

That means JCP&L Whole Home Energy Solutions, which is worth up to $7,500 in rebates against air sealing and insulation work. It begins at $2,000 where the modeled saving hits five percentage points and climbs by $200 a point from there, stopping at $7,500 or half the job’s cost. 0% on-bill financing from $2,500 to $25,000 goes with it, repaid over 36, 60 or 84 months below $10,000 and over 120 months above it or for income-qualified households. A participating contractor performs the audit; the fee for it is not published. The free item is a different thing, the Whole Home Energy Assessment walk-through, open to residential customers who own the home — 89.5% of occupied units here.

An electrically heated house is worth a word of its own. A home on electric baseboard or a heat pump is a JCP&L heating customer, so the electric program is not a fallback for it, it is the right program. Modeled savings on a leaky electrically heated house are usually large, and the rebate formula pays on modeled savings.

If your street does have a gas main, New Jersey Natural Gas Whole Home Energy Solutions, branded SAVEGREEN, runs the same $2,000-plus-$200 formula to the same $7,500 cap and adds 0% on-bill repayment of up to $25,000. Every project must include insulation and air sealing, and the work has to be installed by 30 June 2027. Its Whole Home Energy Assessment is free once every twelve months for NJNG residential customers.

Income-qualified households have two routes that cost them nothing. JCP&L Home Weatherization for Income-Qualified Customers runs to $14,000 of upgrades and $2,500 of health and safety repairs, for households from 250% to 400% of the federal poverty guidelines in one- to four-unit homes over five years old. New Jersey Comfort Partners picks up households at or under 250%, $82,500 for a family of four in 2026, in buildings of 1 to 14 individually metered units — but oil, propane and kerosene houses get referred to the state’s weatherization office, and in Hopatcong that is most of them.

Two things you may have been told about are not available. New Jersey’s IRA Home Energy Rebates have not launched: the state describes them as in development and closed to applications. And the federal Section 25C tax credit expired for anything placed in service after 31 December 2025, so no 2026 insulation job earns it. New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is what the state considers right for this climate, and it is what we design to on a retrofit.

A house already standing falls under New Jersey’s Rehabilitation Subcode. Insulating an attic does not require bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.

If a heat pump goes in afterwards, it will be sized correctly instead of oversized.
