Insulation Contractors in Pennsauken, NJ

29.3% of Pennsauken’s housing went up in the 1950s alone. No other decade comes close, the median unit dates from 1958, and 82.3% of the township’s 13,771 units were finished before New Jersey had a statewide energy subcode. That single number decides most of what we do here: a post-war house built for cheap fuel, with an attic that has been settling for close to seventy years.

The rest of the shape: 68.1% of units are detached, 10.1% are attached twins and duplex halves, 11.8% sit in two- to four-family buildings and 6.4% are in buildings of fifty or more. 74.3% of occupied units are owner-occupied, which matters more than it sounds, because the owner of a Pennsauken house can say yes to the work without a board or a landlord in the way.

The houses we insulate in Pennsauken

The eras stack up like this: 18.9% of units predate 1940, 37.2% are 1940s and 50s, 26.2% are 1960s and 70s, 11.1% are 1980s and 90s and 6.5% has been built since 2000. The township was incorporated in 1892 out of the old Stockton Township, and the pre-1940 quarter is scattered through the older river and rail settlements — Delair, Fish House, Jordantown, Morrisville, Wellwood, Amon Heights, Delaware Gardens, Hillcrest and Merchantville Park — while the 1950s cohort filled the ground between them.

The 1950s house is the working problem. In its cape form it fails at the knee wall: a short stud wall with batts stapled on the room side, nothing sealing the back of it, and floor joists running out under the bedroom floor to an open eave, so outdoor air washes under the finished rooms all winter. The slopes above are 2×6 rafters with no baffle, the flat attic over the middle is shallow, and the dormer cheeks are on the same air path. In its rancher form it fails across a long, low attic: settled loose-fill, wind-washed eaves, and top plates, plumbing stack and chimney chase all still open.

The pre-1940 houses in the river and rail villages are a different animal. We assume balloon framing until we see otherwise, which means the stud bays run without a firestop from the sill to the attic and cellar air can climb straight to the roof. We assume knob-and-tube in the walls, and the wiring comes out before anything goes into a cavity. Cellars on the low ground toward the Delaware run damp, and a damp cellar is a rim-joist and floor-deck job, not a place for a fibrous product against the masonry.

The 1960s and 70s quarter is splits and ranchers on wider lots, and the split brings the assembly nobody looks at: the bedroom over the garage, with joist bays open to cold garage air at one end and the outdoors at the other. The 11.8% of units in two- to four-family buildings and the 10.1% in twins share a different problem — a party wall that stops at the ceiling instead of at the roof deck, so one unit’s attic and the neighbor’s are one connected space. The 6.4% of units in buildings of fifty or more, including the apartment complex finished in 2018 on the old Pennsauken Mart site, are not our market: no attic, no cavity, and an envelope owned by the building rather than by a resident.

Highway houses: the Airport Circle, Route 130 and the noise that is really air

Few towns are cut by as much road as this one. U.S. 130, U.S. 30, Route 38 and Route 70 all converge at the Airport Circle in the southern section, opened in 1927 and called the first highway traffic circle in the country, since rebuilt out of existence with ramps and flyovers. Route 73 crosses U.S. 130 near the Cinnaminson line, and Route 90 runs to the Betsy Ross Bridge, which opened on 30 April 1976. Three NJ Transit rail stops sit inside the township: Pennsauken–Route 73 and 36th Street on the River Line, and the Pennsauken Transit Center on River Road. Add the industrial park with its Pepsi bottling plant and J & J Snack Foods, and a large share of this housing is within earshot of something running.

Homeowners on those corridors call about noise and dust, and most have been quoted replacement windows. Windows are rarely the loudest path. Sound and air travel the same holes, and in a 1950s house the biggest holes are not the glass: open top plates at the attic, an unblocked eave, the rim joist over the foundation, the gaps around bath and dryer vents, and wall cavities that were never insulated at all. An empty stud bay is a drum. Dense-packing it and sealing the attic plane and rim drops road noise and dust more than a window swap will, and it does something for the heating bill besides.

We say that plainly on a house near the circle, because it is where a Pennsauken homeowner is most likely to spend real money on the wrong assembly.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow eighteen inches of cellulose over an open top plate and you have an expensive chimney.

In a 1950s Pennsauken cape the order is fixed: block the joist bays at the eave line under the knee wall, put a rigid air barrier on the back of the knee wall, seal the top plates, the flue and plumbing chases, the bath fan and any recessed can, baffle the slopes so they can be filled without choking the vent path, then insulate the knee wall, the slopes and the flat. The rim joist in the cellar is last. In a rancher it is the same list without the knee wall: close every penetration in the attic floor, then bring the whole plane back up to depth. In a twin or two-family the party wall gets closed at the roof deck first, because sealing one side of a shared attic accomplishes nothing.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Pennsauken

Most of our projects run between $3,500 and $12,500. In a 1950s cape the number moves with the feet of knee wall and eave to block and whether the slopes are being filled. In a rancher it moves with attic square footage and how many penetrations have to be found and closed before anything is blown. A pre-1940 house in Delair or Fish House costs more when knob-and-tube has to come out first, and a twin or two-family is priced as one building because the party wall belongs to both halves. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Pennsauken

Pennsauken is PSE&G territory for both electric and gas, so there is no question about which utility to start with. 74.9% of occupied units heat with gas, 17.0% with electricity, 4.2% with fuel oil and 2.4% with bottled or LP gas.

PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing, insulation and the related envelope work an assessment calls for, plus 0% on-bill repayment of up to $25,000 — seven years for projects of $10,000 or less, ten years above that or for income-qualified customers. It begins with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets the fee for that assessment. PSE&G does not publish per-measure rebate amounts, so “up to $7,500” is as precise as anyone can plainly be.

Separate from that, PSE&G’s Whole Home Energy Assessment is free for any PSE&G residential gas or electric customer in a home of fewer than five units: a walk-through with small items installed on the spot. PSE&G Home Weatherization installs insulation, air sealing and duct sealing at no cost for households between 250% and 400% of the federal poverty level, or in a low- or moderate-income tract, or in NJ SHARES. New Jersey Comfort Partners does the same at no cost for households at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four; homes on oil, propane or kerosene are referred to the state’s weatherization office instead, which covers the 4.2% here still burning oil.

The New Jersey IRA Home Energy Rebates have not launched. The state’s own page says the programs are in development and not open for applications, so nobody in Pennsauken can claim one. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, and there is no federal insulation credit on a 2026 job — be wary of anyone still advertising it. Code and climate in Pennsauken

82.3% of Pennsauken went up before 1980, which is to say before New Jersey’s first statewide energy subcode of 1 January 1978. The 1950s cape and the pre-war village house were built with no insulation requirement at all, and whatever is in them was put there by an owner, not a code official. Camden County is climate zone 4A.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted for six months, until about 16 February 2027. R-49 is the number the state considers right for this climate zone, and it is what we design to in an existing attic as well.

A house already standing falls under New Jersey’s Rehabilitation Subcode. Insulating an attic does not require bringing the rest of the house to current code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish counts as ordinary maintenance and needs no permit; spray foam and other foam plastic insulation do need a permit, which we pull as part of the job.
