Insulation Contractors in Salem County, NJ

Gas heats 46.3% of Salem County’s occupied homes. Fuel oil heats 27.7%, electricity 16.2% and bottled gas 5.9%. That is the number that sets this county apart from every other one we work in: more than half the households here burn something the gas main never delivered, and a good many of them buy it by the truckload at a price nobody controls.

The stock is old and it is low. The median unit dates from 1963, 21.0% of the 27,740 housing units were standing in 1939, 24.6% came out of the 1940s and 50s and 27.8% out of the 1960s and 70s. 73.4% of the county predates New Jersey’s first statewide energy subcode of 1 January 1978, and only 9.5% has been built since 2000 — 0.2% of it in 2020 or later. Very little new construction has come along to dilute the old.

These are houses, not buildings. 74.3% of units are single-family detached, 20,598 of them, with 4.9% attached and 3.9% manufactured. Only 6.8% sit in two- to four-family buildings and 4.8% in buildings of twenty or more. 71.3% of occupied units are owner-occupied, so the person who pays the oil bill is nearly always the person who can authorize the work.

Salem is New Jersey’s westernmost and least-populous county, bounded on the west by the Delaware River and drained by the Salem River, Alloway Creek and the rest. The terrain is almost uniformly flat coastal plain, the highest ground a set of low rises in Upper Pittsgrove reaching about 160 feet. The Quakers who settled it named it for the Hebrew word for peace and left behind the brick masonry the county is still known for; the courthouse in Salem was laid up in local brick in 1735 and is the oldest active courthouse in the state. Industry arrived later on the river, and the Delaware Memorial Bridge landed at Pennsville in 1951. The two town pages carry the detail.

The houses across Salem County

Start with the oldest, because there is a lot of it: 21.0% of the county, 5,818 units, was standing before 1940. Some of that is frame — balloon-framed farmhouses and village houses with stud bays running clear from the sill to the attic, plaster on lath, a rear ell over a shallow crawl. Pennsville is 13.9% pre-1940 and Pittsgrove 9.0%, and the share runs higher in the older river towns. Blocking those open bays at the cellar ceiling comes before anything else, because until they are closed the walls work as chimneys, and pre-1950 wiring gets cleared before a wall is filled.

The rest of the old stock is brick, and brick changes the job. An 18th- or 19th-century Salem County house laid up in solid masonry has no cavity to fill, and often a historic designation that rules out drilling anyway. What we do there is the garret and the attic floor, the cellar and the rim joist, the later frame wing, and the roof plane where a knee wall or a finished half story sits under the slope. We do not drill the brick. A contractor who offers to blow a solid masonry wall is describing something that cannot be done.

Then the post-war years, 24.6% of the county and 4,679 units in the 1950s alone. Pennsville is 31.1% from that decade pair, because the bridge and the river plants needed housing. This is cape and early ranch country, and a cape fails at the knee wall: batts facing the room with open attic behind them, floor joists running under the knee wall out to the eave, unbaffled slopes, a shallow flat attic on top. Cold air moves under the bedroom floor all winter whatever depth a quote promises. Blocking at the eave, an air barrier behind the knee wall and baffles come before insulation.

27.8% of the county came out of the 1960s and 70s, 4,163 units in the seventies alone, and both towns are heavy with it — Pittsgrove 37.8%, Pennsville 37.1%. Ranches, splits and bi-levels on wide lots, insulated once at construction and quietly losing ground since. The loose-fill has settled below its original depth, the eave ends are wind-washed, and the attic plane is open at the top plates, the flue chase, the hatch and the bath fan. A split puts a room over the garage with joist bays open underneath and a knee wall where the upper level steps over the lower.

17.1% of the county dates from the 1980s and 90s, and in Pittsgrove that share reaches 30.3%. These are the houses people assume are fine: two-story colonials and contemporaries with filled wall cavities and an attic somewhere between R-19 and R-30, built to a code that asked for insulation and said almost nothing about air leakage. The cathedral slopes were framed without baffles, the rim joist was never sealed, recessed lights punch through the top ceiling, and the ducts and air handler often sit in a vented attic outside the insulation. Opening those walls is rarely worth it; the attic plane, the slopes and the rim always are.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a Salem County ranch attic to a foot deep over open top plates and a wide flue chase and you have a leaky attic with new material in it.

In the 1960s or 70s ranch that dominates the county, the order is fixed: rake the settled loose-fill back from the perimeter, block the eaves so new material cannot wash over the soffit, seal the top plates, close the flue chase with metal and sealant, gasket the hatch, run the bath fans out through the roof, then insulate to depth. The rim joist or crawl-space perimeter follows. In a cape it starts at the knee wall instead. In a pre-1940 frame house it starts in the cellar, closing the balloon-framed bays. In a brick house it starts at the garret floor, because there is no wall to work with.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Salem County

Most of our projects run between $3,500 and $12,500. Out here the number moves with footprint and access rather than square footage. A long ranch on an acre carries more ceiling plane and perimeter to block than a two-story house of the same size, and a farmhouse that grew a wing every generation has roof seams open to two attics where the rooflines meet. A crawl-space perimeter costs more than a basement rim joist. A masonry house has a shorter scope but a fussier one, since it all has to happen at the attic, the roof plane and the cellar.

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Salem County

Electric is Atlantic City Electric in all fifteen municipalities — Pennsville, Pittsgrove, Salem, Penns Grove, Carneys Point, Woodstown, Elmer, Lower Alloways Creek and the rest, without exception. Gas is South Jersey Gas wherever the mains reach, which is not everywhere: only 46.3% of the county heats with gas. Start with whichever company bills you for the fuel that heats the house and confirm with the other; a contractor’s program approvals usually decide which takes the lead.

For most of this county that means the electric utility. Atlantic City Electric Whole Home Energy Solutions pays up to $7,500 in rebates, no more than half the project cost, plus 0% financing of $2,500 to $25,000 through the program’s lender rather than on your bill — 36, 60 or 84 months up to $10,000, and 120 months above that or for income-qualified customers. It does not ask what fuel heats the house, which makes it the route for the 27.7% on oil, the 5.9% on bottled gas and the 16.2% on electric heat. Two limits: it is single-family only, closed to a condominium or an apartment with separately metered units above or below, and the utility publishes no per-measure schedule, so “up to $7,500” is as precise as anyone can plainly be. The assessment fee is set by the contractor.

If the house is on the gas main, South Jersey Gas Whole Home Energy Solutions is the other door, and it publishes its formula: up to $7,500, calculated as $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, capped at $7,500 and at half the project cost. With it comes 0% on-bill repayment of $2,500 to $25,000, seven years for projects of $10,000 or less and ten above that or for income-qualified customers. It requires an active South Jersey Gas account and gas heat, and covers single-family homes, townhomes, condos and multifamily buildings under four units, along with a complimentary Whole Home Energy Assessment walk-through.

The oil houses deserve a straight answer, because at 27.7% they are more than a quarter of the county. The gas program requires gas heat, so it is closed to them. Atlantic City Electric’s program is not. And of every house we scope in this county, an oil-heated one usually shows the shortest payback, because delivered fuel is expensive per unit of heat and the loss is visible in how often the truck comes.

Below the rebates sit the no-cost programs. The Atlantic City Electric Home Weatherization Program installs up to $14,000 in improvements, wall, ceiling and attic insulation included, plus $2,500 in health and safety updates at no cost for income-qualified households, and South Jersey Gas Home Weatherization for Income-Qualified Customers does the same between 250% and 400% of the federal poverty guidelines. New Jersey Comfort Partners covers households at or below 250%, $82,500 a year for a family of four, in buildings of one to fourteen metered units — but it refers oil, propane and kerosene homes to the state’s Office of Weatherization, which in a county this dependent on delivered fuel is a great many of them.

New Jersey’s IRA Home Energy Rebates have not launched. The state’s own page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job — if a quote still advertises one, look hard at the rest of it. Code and climate in Salem County

73.4% of Salem County’s housing predates 1980. New Jersey’s Uniform Construction Code took effect on 1 January 1977 and its first statewide energy subcode followed on 1 January 1978, so nearly three houses in four here were framed with no insulation requirement at all — and for the 21.0% built before 1940 there was nothing resembling one. Salem County is climate zone 4A.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 for a 4A county, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted until about 16 February 2027.

An existing house falls under New Jersey’s Rehabilitation Subcode. Insulating an attic does not oblige you to bring the rest of the house up to code and does not require a blower-door test. Blown-in or batt insulation against the interior finish counts as ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is what the state considers right for this climate, and what we design a retrofit to.
