Insulation Contractors in Jefferson Township, NJ

57.2% of Jefferson Township heats with fuel oil and another 9.5% with bottled gas. Only 19.5% burns utility gas, against 69.4% countywide. Two thirds of this township is off the gas main, and that fact runs through everything: what the heat costs, how fast insulation pays for itself, which rebate program applies, and what gets checked in the basement before we tighten anything.

The rest is a detached, owner-occupied township at the top of the county. 86.7% of the 8,555 units are detached houses and 91.1% of occupied units are owner-occupied against the county’s 73.9%; 5.3% are attached and 1.1% are mobile homes. The median unit dates from 1972 and 59.5% of the stock predates 1980.

The era mix is unusual for this part of the county: 25.1% of Jefferson was built in the 1940s and 50s, 16.9% in the 1950s alone, against 21.0% countywide. 8.4% predates 1940, 26.0% is 1960s and 70s, 27.4% is 1980s and 90s and 13.1% has gone up since 2000. That 1940s and 50s bulge is the lake stock, and it is the house we work on most.

The houses we insulate in Jefferson Township

Start with the small post-war house near water. Jefferson has two divisions, Milton and Lake Hopatcong, and 3.88 square miles of its 42.77 is water: Cozy Lake, Lake Shawnee, Lake Swannanoa, Lake Winona, Halsey Island, Raccoon Island, Nolans Point and Woodport are on the same map. A house built for July on one of those shores has a floor over an open crawl or piers with no ground cover, walls that may carry building paper and no sheathing, and ceilings finished straight to the rafters with no attic and no vent path. Those are the houses where the complaint is a cold floor, and where blowing the roof first spends money on the wrong plane.

The 26.0% built in the 1960s and 70s is the split-level, the bi-level and the ranch, most of it on the hillsides between the lakes. On a slope the bi-level or raised ranch puts its lower level partly into grade, rim joist on block behind paneling, garage under a bedroom. The split gives two attic planes at different heights and a knee wall between them with no air barrier behind it. The ranch is a single low attic where the loose-fill settled years ago and the bath fan discharges into it.

The 27.4% built in the 1980s and 90s and the 13.1% since 2000 are larger colonials with their stud bays already full. The work there is the attic plane and the slopes: top plates, chases, recessed cans, a bare hatch, cathedral and tray ceilings framed without baffles, a room over the garage on open joist bays, and any ductwork in a vented attic. If someone offers to drill and fill those walls, ask what he expects to find.

Two smaller categories. 8.4% of the township predates 1940 — Jefferson was carved out of Pequannock and Roxbury in 1804 — and in a house that old we assume balloon framing until a bay is opened, block the stud cavities top and bottom, and have knob-and-tube removed first. And 98 units are mobile homes, where the heat leaves through the belly board and the ducts under the floor, so skirting and underbelly repair come first.

Lake houses that became year-round homes

The most common Jefferson conversation is about a cottage that became a house. It was built in the 1940s or 50s for May to September, and somebody later added a heating plant, a bathroom, insulation in whatever cavity was easy to reach, often a second story or a rear addition. Each change opened a chase nobody closed.

What we look for, in order: the floor. If the crawl is open at the vents or the piers, the floor is the coldest surface in the house and stays cold no matter how deep the attic gets. Either it is insulated and sealed from below, or the crawl is closed at its walls with a ground cover down. Second, the roofline: a ceiling finished to the rafters has no vented cavity, so it gets baffled and filled, or the deck is foamed and the assembly becomes unvented. Third, the additions and their junctions, where the old cottage wall now sits inside the house, still full of holes.

On a steep lot the lower level often steps down to a walkout with a garage or storage under living space, and that ceiling and its rim are the second loss after the floor. None of it shows on a quote that lists only an attic depth, which is why we walk the underside first.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Fill the attic of a converted cottage to R-49 with the crawl still open to the outside, and the floor is as cold as it was in December.

In a Jefferson lake house the order is: close and insulate the floor or the crawl walls, ground cover down; seal the rim and the walkout ceiling; seal the chases and junctions the additions left open; baffle the roof slopes or foam the deck where there is no attic; then insulate whatever flat attic exists. In a hillside split it is the garage ceiling and joist bays, the knee wall, the top plates and fan housings at both levels, then the attics and the rim. On an oil-heated house a combustion-safety check comes before we tighten the basement.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Jefferson Township

Most of our projects run between $3,500 and $12,500. In a converted lake cottage the number moves with the floor: whether the crawl can be closed, how much roof slope has to be baffled or foamed, how many additions tied together. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Jefferson Township

Electricity here is JCP&L. Gas, where there is any, is New Jersey Natural Gas, with PSE&G serving a portion of the township and a sliver on Elizabethtown Gas. The gas programs require gas heat, and only 19.5% of Jefferson has it, so for most houses here the program is JCP&L’s.

JCP&L Whole Home Energy Solutions pays up to $7,500 in rebates: $2,000 once the modeled saving reaches five points, then $200 per percentage point above that, capped at $7,500 and at half the project cost. It adds 0% on-bill financing of $2,500 to $25,000 over 36, 60 or 84 months up to $10,000, and 120 months above that or for income-qualified customers. A participating contractor does the audit and JCP&L does not publish the fee. Its Whole Home Energy Assessment is a separate free walk-through for customers who own the home, which is 91.1% of the occupied houses here.

If your house is one of the 19.5% on utility gas, New Jersey Natural Gas Whole Home Energy Solutions (SAVEGREEN) uses the same formula to the same $7,500 cap and adds 0% on-bill repayment of up to $25,000, with insulation and air sealing in every project and a free yearly Whole Home Energy Assessment. A PSE&G-gas house uses PSE&G Whole Home Energy Solutions: up to $7,500 plus 0% on-bill repayment of up to $25,000, through a BPI-certified contractor in PSE&G’s program.

At no cost: JCP&L Home Weatherization for Income-Qualified Customers installs up to $14,000 in upgrades and $2,500 in health and safety repairs for households between 250% and 400% of the federal poverty guidelines, in one- to four-unit homes at least five years old. New Jersey Comfort Partners covers households at or below 250% of the guidelines, $82,500 for a family of four in 2026, but refers oil, propane and kerosene homes to the state’s Office of Weatherization — which here means most income-qualified households get the referral, not the program.

The New Jersey IRA Home Energy Rebates have not launched. The state says they are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Jefferson Township

59.5% of Jefferson went up before 1980, and the 25.1% built in the 1940s and 50s went up long before New Jersey’s first statewide energy subcode of 1 January 1978. A summer cottage was built to no insulation standard at all, because nobody expected it to be occupied in February. Morris County is climate zone 5A, with Sussex and Passaic on either side of the township, and Warren, Bergen, Somerset and Hunterdon.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is the number the state considers right for this climate, and it is what we design to on a retrofit.

A house already standing falls under New Jersey’s Rehabilitation Subcode. Insulating an attic does not require bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.
