Insulation Contractors in Upper Township, NJ

Not one of Upper Township’s 6,529 housing units sits in a building of five units or more. The share is 0.0% at every size band from five units up through fifty-plus, and 94.2% of occupied units are owner-occupied, the highest owner share in Cape May County. There is no board here and no association envelope. Every roof belongs to somebody who can sign for the work.

The other number that defines the township is 43.1%: the share built in the 1980s and 90s, with 28.6% in the 1980s alone. Another 28.7% went up in the 1960s and 70s, 13.4% since 2000, and only 4.6% in the 1940s and 50s. Upper Township largely skipped the post-war boom and then built hard for twenty years, which is why the typical house we walk into here is a 1980s two-story or contemporary rather than a cape or a bungalow.

79.8% of the stock is detached and 13.6% — 891 units — are mobile homes, the largest such share of the Cape May County towns we cover. 72.0% of occupied units heat with utility gas, the highest gas share in the county, against 12.4% on electricity, 6.7% on oil and 4.3% on bottled gas. That gas majority matters, because it puts most of this township inside the South Jersey Gas rebate program rather than outside it.

The township runs from Great Egg Harbor down to the ocean and holds a string of separate communities: Seaville, the largest, out on Route 50; Marmora and Palermo along the highway corridor; Beesley’s Point up on the harbor; Tuckahoe, Petersburg, Marshallville and Steelmantown inland toward the woods; and Strathmere, the township’s piece of a barrier island.

The 1980s house is the one we see most. It is a two-story colonial or a contemporary with a complex roof, code-minimum R-11 to R-13 walls, and an attic that was given R-19 to R-30 and never air sealed. Its failures are consistent: cathedral and tray ceilings framed without baffles, so the slope insulation is wind-washed and the ceiling below runs cold; an air handler and duct trunk in the vented attic, heating the attic instead of the bedrooms; a bonus room over the garage with open joist bays underneath; cans, fans and a plumbing chase venting house air upward. Those walls are already full. Anybody selling you blown-in walls on a 1986 house has not looked in the attic.

The 28.7% from the 1960s and 70s is the ranch and split-level layer, mostly in Marmora, Palermo and the older parts of Seaville. Long shallow attics with four inches of settled loose-fill, eaves the insulation never reached, an uncased hatch, unsealed top plates, and on the splits a bedroom over the garage and a cantilevered bay. On the coastal plain these sit on a vented crawl or a slab rather than a full basement, so the floor and the band joist are part of the scope in a way they would not be in north Jersey.

The 10.3% that predates 1940 is unusual for this county: old village and farm houses out at Tuckahoe, Marshallville, Petersburg and Steelmantown, more of them than the 4.6% built in the 1940s and 50s. We treat those as balloon-framed with knob-and-tube until we see otherwise, work the attic floor, the garret and the cellar or crawl, and leave any masonry wall with no cavity alone. The 891 mobile homes are not our work: a factory-built box has no wall cavity we can safely fill and no attic to walk.

Strathmere, Beesley’s Point and the water side

Strathmere is the township’s island: a small beach community past Corsons Inlet, with Whale Beach beyond it. Beesley’s Point sits at the other corner of the township on Great Egg Harbor, where the Parkway crosses. The houses on both edges are a different building from the ones in the woods, and they get a different scope.

A house built or rebuilt to flood elevation stands on pilings with open air beneath the floor. The insulation and the air barrier go tight to the underside of that floor deck, protected from weather and rodents, and the perimeter beam and the stair penetrations get detailed carefully, because that edge is where the whole assembly usually leaks. We do not build a sealed crawl underneath a house the code wants water to pass through, and we do not put closed cell foam on a wall that will be submerged again. In any space that has already taken water, the insulation starts above the flood elevation and the flood vents stay clear.

Salt air is the other difference on that side of the township. Fasteners, ducts and equipment in an open underfloor space corrode faster than they do inland, so ductwork under a raised house gets sealed and wrapped rather than left bare, and we would rather move a duct run inside the envelope than keep insulating it out in the weather.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Add a foot of cellulose to a Seaville attic while the air handler leaks into that same attic, and you have insulated a room the ducts are still heating.

In an Upper Township 1980s house the sequence is: seal the attic floor at the top plates, chases, cans and fan housings; seal and insulate the air-handler platform and the duct trunk, or bring them inside the envelope; baffle the cathedral and tray slopes so they can be filled without choking the vent path; close the joist bays under the bonus room; then insulate the attic to R-49. Then the rim, and the crawl or slab perimeter underneath.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Upper Township

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Upper Township

Upper Township is Atlantic City Electric for electricity and South Jersey Gas for gas. Start with the utility that bills you for your heating fuel and confirm with the other.

With 72.0% of occupied units on utility gas, most houses here go through South Jersey Gas Whole Home Energy Solutions: up to $7,500 in rebates, figured as $2,000 for a modeled 5% energy saving plus $200 for every point above that and capped at half the project cost, plus 0% on-bill repayment of $2,500 to $25,000 over seven or ten years. It requires an active South Jersey Gas account and gas heat, and every project must include air sealing. South Jersey Gas also offers customers a complimentary Whole Home Energy Assessment.

Atlantic City Electric Whole Home Energy Solutions pays up to $7,500 in rebates, never more than half the project cost, plus 0% financing of $2,500 to $25,000 through the program’s lender rather than on the bill. It takes single-family residences only, with no condominium or apartment that has separately metered units above or below — a limit that excludes nothing here, since 0.0% of the township is in a building that size. It is also the route for the 6.7% on oil and the 4.3% on bottled gas, which the gas program cannot take.

Income-qualified households pay nothing. The Atlantic City Electric Home Weatherization Program covers up to $14,000 of energy improvements plus $2,500 of health and safety work at no cost, and South Jersey Gas Home Weatherization for Income-Qualified Customers matches it for households between 250% and 400% of the federal poverty guidelines. New Jersey Comfort Partners does the same at or below 250% of the guidelines, $82,500 a year for a family of four; homes on oil, propane or kerosene go to the state’s Office of Weatherization instead.

The New Jersey IRA Home Energy Rebates have not launched. The state’s page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Upper Township

43.6% of Upper Township went up before 1980, which is to say before New Jersey’s first statewide energy subcode of 1 January 1978. The larger half went up after it, under the thin early versions of that subcode, which is why so many houses here have insulation in the walls and almost none of the air sealing that would make it work. Cape May County is climate zone 4A, the mildest zone in the state.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it calls for R-49 ceilings — the 2021 edition it replaced asked for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of 3.0 air changes per hour at 50 pascals. A permit application filed under the old code is still accepted until about 16 February 2027. R-49 is the number the state considers right for this zone, and it is what we design to.

An existing house falls under New Jersey’s Rehabilitation Subcode: insulating an attic does not require bringing the rest of the house up to current code, and no blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.

Our Strathmere house stands on pilings. What is there to insulate underneath?

The floor deck, and it matters more than people expect. With open air under the house, the floor is exposed on all sides to wind and to salt air, so the insulation and air barrier go tight to the underside of the deck with a durable protective layer beneath, and the perimeter beam and stair penetrations get sealed. Ductwork in that space gets sealed and wrapped, or moved inside the envelope. What we will not do is build a sealed crawl under a house the flood code wants water to pass through.
