West Haven was incorporated as a city in 1961, and 1961 is also the median year its housing was built. “Connecticut’s Youngest City” is one of the state’s oldest settlements, settled in 1648 as West Farms, and the housing shows it: 77.9% of its 21,884 units went up before 1980, 23.6% before 1940, and only 6.0% since 2000. Insulation here is nearly always a retrofit into a house that has stood for decades.
It is a city of two- and three-families as much as single-family houses. 47.2% of units are detached and 3.2% attached, 12.3% are in two-unit buildings and 9.6% in three- and four-unit buildings, and 51.1% of occupied units are owner-occupied. Another 7.9% of units are in buildings of twenty to forty-nine and 8.5% in buildings of fifty or more. Gas heats 51.9% of occupied units, fuel oil 23.1%, electricity 20.0% and bottled gas 2.7%.
The houses we insulate in West Haven
By decade, the 1950s built 17.9% of today’s stock, more than any other, and the 1970s 15.9%. Grouped, 25.0% is from the 1940s and 50s, 29.4% from the 1960s and 70s and 16.0% from the 1980s and 90s. The 1990s added just 4.9%.
The pre-1940 city grew on shipping, on the buckle shops of the Civil War years and the piano and organ companies that followed, and on Savin Rock, a seaside resort from the 1870s whose amusement park closed in the 1960s. The West Haven Green Historic District marks the old center. Houses from that era, singles and two-families alike, are balloon-framed until we see otherwise, with stud bays open from cellar to attic, and live knob-and-tube wiring is retired before a wall is filled. Their losses are walls with nothing in them, an attic with a thin layer of old fill, and a cellar rim that feeds cold air into every open bay above it.
The 1950s filled West Haven’s streets with capes and ranches. The cape’s weak point is the knee wall and the floor beneath it: joist bays run from the eave under the upstairs rooms with nothing to stop outside air, and the slopes above are unbaffled. The ranch’s weak point is its ceiling, a flat attic of settled fill over unsealed top plates, light fixtures and the plumbing stack.
The 1960s and 70s brought raised ranches and splits, with a bedroom over a garage whose ceiling is often bare and a lower-level family room with a cold slab edge. The city’s three significant neighborhoods match its fire districts: Allingtown, the hilly district that is home to the University of New Haven; West Shore; and Center.
Along the Sound, from Sandy Point on New Haven Harbor to the Oyster River on the Milford line, winter wind pushes into one side of a house and draws warm air out the other, so near the shore air sealing does more than extra depth. In the 23.1% of homes on oil, every leak closed is a delivery saved.
Two-families, three-families and the two-visit rule
West Haven has 2,694 units in two-unit buildings and 2,107 in three- and four-unit buildings, and the Connecticut programs are written for buildings that size. Home Energy Solutions is ideally suited to one- to four-unit homes. Its two-visit model, an assessment first and air sealing and approved upgrades on a second visit, is required for two- to four-unit properties, and the insulation rebate is available for homes with up to four units. A tenant who applies needs the landlord’s approval.
For the insulation itself, the building matters more than the apartment. An up-and-down two-family has a stair hall that runs from the cellar to the top landing like a chimney, and a floor cavity between the apartments that opens to the outdoors at the rim. A side-by-side two-family has a party wall that often runs straight up into a shared attic, so air moves from one half to the other and out through the roof. Sealing one apartment while the cavities that connect it to the next stay open does not hold, so we scope and price the whole building.
We seal before we insulate
Insulation holds back heat moving through a surface. Air leaking through a gap carries heat around it, and a two-family has extra gaps: a stair hall and a floor cavity shared between units.
In a West Haven up-and-down two-family the order runs from the bottom up. Seal the sill and rim joist and block the open stud bays at the cellar; seal where pipes, wires and flues rise through each floor; close the top of the stair hall, the plumbing stacks and the chimney chase at the attic floor, using sheet metal and fire-rated sealant at the chimney; then dense-pack the walls and insulate the attic. In a 1950s cape, start at the eave line under the knee walls.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in West Haven
Most of our projects run between $3,500 and $12,500. In a two- or three-family the number moves with the wall area to dense-pack across every floor, how the attic or the low roof over the top unit can be reached, and whether old wiring has to be retired first. A 1950s cape is priced on its knee walls, eaves and slopes; a raised ranch on the attic, the garage ceiling and the floor over it. What spray foam costs covers the foam side.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in West Haven
West Haven’s electric company is United Illuminating (UI) and its gas company is Southern Connecticut Gas (SCG), and both are part of Energize Connecticut. Home Energy Solutions is open to customers of Eversource, United Illuminating, Connecticut Natural Gas and Southern Connecticut Gas, whatever fuel heats the house, so an oil-heated West Haven house can apply through its UI account. A home that received the program’s services within the last six years has to wait.
The Home Energy Solutions visit carries a $40 copay, effective 1 April 2026, and an authorized Home Energy Solutions contractor does it. Health and safety tests come first, then a blower-door test to pinpoint leaks and a duct test where the house has forced hot air or central air. Air sealing is included at no cost for up to seven hours; a larger or older home that needs more time pays $10 an hour. There may be a waiting list, and the program is subject to available funding.
The 2026 Energize CT insulation rebate pays up to $2.00 per square foot or 75% of the total cost, whichever is less, with a $10,000 maximum, for attic floors, floored-over attics, walls, rim joists and basement and garage ceilings. Every address in West Haven is in a state-designated environmental justice community, which can raise the Energize CT insulation incentive to $2.50 per square foot, up to $15,000. The steps are fixed: the insulation is recommended during the Home Energy Solutions visit, the project is approved before installation, and an approved contractor from the Energize CT Insulation Installers Network installs it. Foam on the underside of a roof deck is not on the list of qualifying areas, so ask the program before counting on a rebate for it.
Income sets the tier. On Energize CT’s figures for the 2026–2027 season, a household of six at $123,658 or less is Income Eligible, with a no-cost visit and up to 100% of insulation costs covered; from $123,659 to $164,879 it is Enhanced Incentives, above 60% of state median income and below 80% of area median income, with a no-cost visit and insulation at up to $2.50 per square foot, the range varying by zip code; at $164,880 and above it is the standard visit. Ask which tier applies before paying a copay, because the middle tier gets a no-cost visit and a higher insulation incentive.
The Connecticut Green Bank’s Smart-E Loan lends up to $50,000 with no money down for an owner-occupied Connecticut home of one to four units, which takes in the owner-occupied two- and three-family. Rates are 6.99% APR for 5, 7 or 10 years, 7.49% for 12 years and 7.99% for 15 years, though not every lender offers 15. The loan is arranged through the Green Bank’s participating contractors; ask whether your contractor participates.
The program’s own contractors do the Home Energy Solutions visit, and the insulation rebate is paid only when a contractor in the Energize CT Insulation Installers Network does the work, so ask any installer, including us, whether they are in that network before you sign. There is no federal tax credit for insulation installed in 2026: Section 25C does not apply to anything placed in service after 31 December 2025. The full rundown is in our Connecticut rebate guide.
Code and climate in West Haven
77.9% of West Haven’s housing was built before 1980. The city, like all of Connecticut, is in climate zone 5A.
Since 1 October 2022 the 2022 Connecticut State Building Code has governed, with energy provisions from the 2021 International Energy Conservation Code and Connecticut’s amendments. For new homes and additions it calls for R-60 in ceilings, with R-49 counting where its full uncompressed height runs out over the wall top plate at the eaves; R-20 plus R-5 continuous, R-13 plus R-10 continuous or R-30 cavity walls; R-30 floors; R-15 continuous, R-19 cavity or R-13 plus R-5 continuous basement walls; and U-0.30 windows. A new home has to test at or below 3.0 air changes per hour at 50 pascals on the prescriptive path, and never above 5.0. Connecticut’s next code, based on the 2024 IECC, has been adopted in draft, but its effective date has been delayed.
In a house already standing, the rebate’s own targets are the useful ones: a basement or garage ceiling at R-6 or less brought to R-19 or more, and a rim joist at R-6 or less brought to R-13 or more.

Energize CT says homes there may be eligible for $2.50 per square foot, up to $15,000, but the house still needs a Home Energy Solutions visit, approval before installation and a network installer. The state updates its environmental justice data each December or January, so confirm the status when you apply.
