Gloucester County is not built the way an old city is. 73.5% of its 117,530 units are detached houses, so the sound insulation calls here are rarely about a neighbor through a masonry wall. They come from three places: the 9,082 attached units — 7.7% of the county — that share a party wall with the house next door, the apartment buildings clustered in a few towns, and rooms inside a single-family house where a bonus room sits over a garage or a bedroom sits over a family room.
The honest starting point is what insulation does. It absorbs sound inside a cavity; it does not block it. Filling an empty wall is worth roughly 4 to 11 points of Sound Transmission Class. Changing how the wall is built is worth far more, and a gap undoes both: the same tested partition rates STC 46 sealed and STC 36 with a 1/8-inch gap running a foot. We install the absorption half of the work and seal the cavity; the channel, the second layer of board and the framing changes are drywall and carpentry.
Where soundproofing insulation pays in Gloucester County houses
Townhouse and duplex party walls. The attached share is concentrated: 13.4% of West Deptford, 10.5% of Washington Township, 8.8% of Glassboro, 8.3% of Deptford and 7.9% of Woolwich Township. New Jersey’s one- and two-family subcode sets STC 45 and, for floor-ceilings, IIC 45 between dwelling units, including adjacent townhouse units, and requires penetrations for pipe, wiring and ducts to be treated so the rating survives. Many of these walls were built to that number and then drilled through for a dryer vent or a recessed light.
Apartments and the rental end of the county. Glassboro is 13.6% apartment blocks of twenty units and up and only 59.9% owner-occupied, the lowest share in the county, with Rowan University driving its growth since 1923; West Deptford has 11.1% in buildings of twenty or more. Between dwelling units in those buildings the building code asks for STC 50 and IIC 50. The assembly between two apartments belongs to the association, the board or the landlord, so the owner of the building decides what may be opened and what may be changed, and the tested assembly with its report number is what they should be approving.
Bonus rooms over garages in the new subdivisions. 76.2% of Woolwich Township and 45.2% of Harrison Township have been built since 2000, out where the Turnpike and Route 55 cross the farmland, and the floor plan of those years puts a room over the garage. In New Jersey that ceiling has to be a one-hour fire-rated floor-ceiling assembly under living space, so the bays are usually closed already; we dense-pack them through small holes and patch, and anything penetrating that ceiling has to be protected so it still works as a fire separation.
Splits, bi-levels and the room under the bedroom. The 1960s and 70s account for 36.2% of Washington Township, 32.6% of West Deptford, 30.9% of Monroe Township and 27.9% of Deptford, and their plan is a family room or a den directly under someone’s bedroom with nothing in the joists. Along the Route 42 and Route 55 corridors the same houses take road noise on the exterior wall, where a sound job and an energy job are the same job.
How we do soundproofing insulation in Gloucester County
We install unfaced mineral wool and fiberglass batts, dense-pack cellulose, blown-in fiberglass and open cell spray foam, and we seal the cavity while it is open. What the batt is made of matters less than people expect: thickness beats density, the batt has to fill the bay without gaps, and stone wool and fiberglass read within a few points of each other once you allow for different laboratories. In one manufacturer’s tested set, a 2×4 wall with R-13 batts and a single layer of 5/8-inch Type X each side rates STC 35; resilient channel on one side takes the same wall to 48 and a second row of studs takes it to 56. The insulation was in all three.
Where foam is the answer, it is open cell. Its absorption coefficient is 0.65 at 3.5 inches against 0.10 for two inches of closed cell, which is rigid and absorbs very little, so closed cell sold as a sound product is the wrong product. Open cell earns its place in a bay crowded with wiring and pipe, in a knee wall, and in open-web truss floors. All foam plastic has to sit behind a thermal barrier such as 1/2-inch gypsum board, and foam plastic insulation is permitted work in New Jersey, which we handle as part of the job.
For a wall or ceiling that stays closed — the usual case on a party wall or a garage ceiling — dense-pack is the route: cellulose or fiberglass blown through small holes until the cavity is firm, flowing around the wiring a batt would have been cut around, then patched. It fills the cavity, which is real, but it adds no mass and breaks no rigid path, so a dense-packed single-stud wall is still a single-stud wall.
Then the leaks, because they cost more than the material choice. Outlet boxes get plugged rather than left open, and back-to-back boxes in one stud bay are worth moving, which is an electrician’s work. Recessed lights are open holes in a ceiling. Pipes, ducts and framing gaps get sealed with a sealant that stays soft, not one that dries hard and cracks. Where old material comes out of an opened bay wet, matted or rodent-fouled, it leaves in bags under containment through a HEPA insulation vacuum; mold on framing or sheathing goes to a remediation company before we work, and vermiculite waits for a licensed professional to test it.
Floors are two problems in one. Cavity insulation reliably raises both the airborne and the impact rating — 7 to 11 STC points on a wood floor with no concrete topping — but every floor behind those figures had a drywall ceiling on resilient channel, so an open basement ceiling has to be filled and then closed for the number to mean anything. Footsteps answer to the surface above more than to anything we install: one tested floor rated IIC 44 under cushioned vinyl, 48 under ceramic tile and 70 under thick carpet with a pad, framing and batts unchanged.
What soundproofing insulation costs in Gloucester County

Rebates for soundproofing insulation in Gloucester County
Utility money follows energy, not quiet. A party wall between two heated townhouses saves nothing on a bill, so it is not what these programs pay for; an exterior wall, a garage ceiling or an attic plane on the same project is a different matter, and that is usually where a soundproofing job overlaps a rebate. In this county Atlantic City Electric bills the electric in 18 of the 24 municipalities and PSE&G in the river towns, Deptford and West Deptford among them, while South Jersey Gas bills the gas in 20 of the 24, with West Deptford on PSE&G for both.
All three run Whole Home Energy Solutions at up to $7,500 per project. South Jersey Gas publishes the formula — $2,000 at a modeled 5 percent saving, $200 for each point beyond it, capped at half the project cost — with 0% on-bill repayment of $2,500 to $25,000 and a complimentary Whole Home Energy Assessment for account holders with gas heat. Atlantic City Electric holds the same ceiling, adds 0% financing of $2,500 to $25,000, publishes no formula, states no free walk-through and takes single-family residences only. PSE&G pays up to $7,500 with 0% on-bill repayment of up to $25,000 after an assessment by a BPI-certified contractor participating in its program. With two companies on the two bills, start with the one billing your heat, and ask any installer, ours included, whether they take part. Income-qualified households can have envelope work done at no cost through New Jersey Comfort Partners at or below 250% of the federal poverty guidelines, $82,500 for a family of four in 2026, or the utilities’ weatherization programs above that. Code and climate in Gloucester County
The numbers that govern sound here are ratings, not R-values. In a Gloucester townhouse or two-family, New Jersey’s residential subcode requires walls and floor-ceilings separating dwelling units to reach STC 45, or a field-tested NNIC of 42, and floor-ceilings between units to reach IIC 45. In an apartment or condominium building under the building code, the numbers are STC 50 and IIC 50, with the same requirement that penetrations be sealed, lined or insulated so the rating holds. None of it sets anything for the walls inside a single house, and how any of it applies to an existing assembly is the building official’s call. Build to a tested assembly, and ask for its laboratory report number and test date — a design tested in 1968 can rate several points lower when tested by today’s method.
Where a sound job touches an exterior wall, the energy code joins in. Gloucester County is climate zone 4A, and under the 2024 IECC, which New Jersey adopted on 17 August 2026, new-construction walls call for R-30 in the cavity or R-20 plus R-5 continuous. Existing houses fall under the Rehabilitation Subcode, so filling and sealing one wall does not oblige the rest of the house to meet new-construction numbers.
