Two Westport houses account for most of the calls here. One is on piles or a raised foundation near the water, losing heat straight down through a floor deck with open air under it. The other is a 1960s shed-roof contemporary that grows the same line of icicles along the same eave every February.
Neither is a case of not enough insulation. Both are cases of the wrong
assembly.
The houses we insulate in Westport
The median Westport house was built in 1968 and 61.4% of the town predates
1980, with 18.6% before 1940. But 23.1% of its 10,326 units have gone up
since 2000, a larger share than any other Fairfield County town, and
13.8% since 2010. There is no new land here, so that is replacement, not
expansion. Westport is 86.8% single-family detached and 87.1%
owner-occupied.
The coastal work is the clearest case. Around Compo Beach, Saugatuck Shores and Old Mill, houses have been raised or rebuilt on open pile foundations, and an elevated house with an uninsulated floor deck heats the outdoors from below. Batts stapled into an open joist bay under a raised house
last a few winters at best; they sag, take on moisture off the water, and end up
on the ground. Closed cell to the underside of the subfloor with the rim and
perimeter band fully sealed is the assembly that lasts.
Westport’s mid-century stock is unusual for the county:
architect-designed contemporaries and post-and-beam moderns from the 1950s
through the 1970s rather than the plain ranch and split subdivisions you find
inland. They come with the classic package: cathedral and shed ceilings framed
in 2×8 or 2×10 and stuffed full of batts, no baffles, no vent channel, no air
barrier at the ridge, plus clerestory bands cutting across the plane where the
air barrier should have been continuous. Warm moist air rises into the rafter
bay, hits cold sheathing, and you get condensation in the assembly and ice at
the eave. Correcting it means opening the assembly and rebuilding it as a
properly vented or properly unvented roof; nothing solves it from below.
The rest is more familiar. The antique post-and-beam and colonial stock in
Greens Farms and the older village has irregular cavities and plaster worth
protecting, so those are attic floor, rim joist and basement jobs. The post-2000
rebuilds have the modern problem: ducts and air handler in a vented attic, tray
and cathedral ceilings without baffles, bonus rooms over garages.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air
moving through a gap, and in the two Westport houses above the air is doing most
of the damage.
Under a raised house the rim joist and the perimeter band are the whole game;
foam under the subfloor with a leaky band is a warm floor with cold air running
around its edges. In a cathedral ceiling the leak is at the ridge and at every
clerestory head, and that moving air is what puts water in the sheathing. In the
older houses it is the usual list: chimney chase, top plates, dropped soffits,
plumbing stack, attic hatch, recessed lights, and the bath fan that vents into the soffit. We close those first. Then we insulate.
Any quote that gives you a target R-value and no air sealing scope is priced
for half a job.
What insulation costs in Westport
Most of our projects run between $3,500 and $12,500. A floor deck under a raised house is priced on the deck’s square footage and on headroom: an open pile foundation you can walk under is quick, a two-foot crawl is not. A cathedral or shed ceiling is the expensive end, because the
assembly usually has to be opened up, which is carpentry and roofing time as much as insulation. A conventional attic floor sits between them.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1
per inch and also acts as a vapor retarder, which is why it costs more and why
it is right in some assemblies and unnecessary in others. All products are
manufactured in the United States and meet applicable building code and safety
standards. After air sealing and insulating, homeowners typically save 20% or
more on heating and cooling.
Insulation rebates in Westport
Westport is Eversource territory, so incentives run through
Energize Connecticut — and the program covers the coastal floor deck job
well and the cathedral ceiling job hardly at all.
The order is fixed. Book a Home Energy Solutions visit first
(the homeowner copay has been $40 since April 2026), have
insulation recommended during that visit, get the project approved before
installation, and use a contractor on the Energize CT Insulation Installers
Network. The rebate is $2.00 per square foot or 75% of the job,
whichever is less, up to $10,000, and $2.50 per square foot up
to $15,000 for income-qualified households and homes in designated
environmental justice communities.
The limit is the one that matters most in this town: attic floors, floored-over attics, above- and below-grade walls, basement and garage ceilings and rim joists qualify, and
attic roof decks and rafters do not. Crawl spaces are not on that list either. A crawl space ceiling may or may not be accepted as a floor over unconditioned space depending on how the job is written up, so if the crawl is the work, confirm it with the program before installation rather than after. open foundation at Compo or Saugatuck Shores is a crawl space ceiling and is

The federal Section 25C credit ended for anything placed in service after
31 December 2025. There is no federal insulation credit on a
2026 job.
Code and climate in Westport
Six in ten Westport houses predate 1980, and the contemporaries that ice-dam
every winter went up decades before Connecticut had a code that said anything
useful about a cathedral roof. The current code is the
2022 Connecticut State Building Code, in force since 1 October
2022 and based on the 2021 IECC; the next edition was expected in July 2026 and
has been delayed. Fairfield County is climate zone 5A —
4A appears in some sources, but that comes from an ASHRAE addendum Connecticut
never adopted.
For new construction and additions the code sets R-60 in the
ceiling, R-30 in wood-framed walls (or R-20 cavity plus R-5
continuous), R-30 in floors, and R-19 or R-15 continuous in basement and crawl
space walls. None of that applies to a house that is already
standing. The code does not require an existing building to be altered;
it only requires that an alteration not leave an assembly with less insulation
than it had. One caveat: elevating or substantially rebuilding a coastal house is permitted construction, and the new floor and walls are held to current
numbers. The Department of Energy separately recommends R-60 for a retrofit
attic, which is guidance, not law.

Why does my Westport contemporary get ice dams every February?
Because the shed or cathedral roof over your living room has batts packed
tight into 2×8 or 2×10 rafters, no vent channel above them, and no air barrier at the ridge or the clerestory band. Warm indoor air leaks into the rafter bay, warms the sheathing, melts snow, and it refreezes at the cold eave. Adding insulation below the ceiling will not fix it; the assembly has to be reworked as a properly vented or properly unvented roof.
