Beacon added 236 housing units in the 1970s, 3.5% of its stock, and 535 in the 2010s, 8.0%. Those two numbers are the city’s recent history. Its factories shut in the 1970s and the slump ran to the late 1990s; after Dia Beacon opened in a former Nabisco box-printing factory in 2003, building came back, and new development is still enlarging the city. Another 1.0% of its 6,658 units has gone up since 2020.
Underneath the new building is an old city. 39.3% of units were built in 1939 or earlier, the median unit dates from 1953, and 70.1% predates 1980. 52.5% of units are detached houses and 9.1% are townhouses or duplex halves; 10.0% sit in two-unit buildings, 7.5% in buildings of three or four, 5.1% in buildings of five to nine, 6.4% in buildings of 20 to 49 and 5.8% in buildings of fifty or more. 59.5% of occupied homes are owner-occupied. Utility gas heats 49.5% of homes, fuel oil or kerosene 23.8% and electricity 21.9%.
Beacon is a city of its own, not part of the Town of Fishkill, which has its own insulation page and none of whose numbers are counted here. The city was formed in 1913 from the village of Fishkill Landing on the river, the village of Matteawan on Fishkill Creek and a small piece of Glenham, and it covers 4.9 square miles between the Hudson and Mount Beacon, with Newburgh across the water.
The houses we insulate in Beacon
The 2,617 units from 1939 or earlier went up while Fishkill Landing was a river port and Matteawan a factory town, when Beacon was known as the hat-making capital of the country, with nearly 50 hat factories at one time. In a frame house of that age we assume balloon framing until the cellar shows otherwise: the studs run from the sill to the rafters without a break, the wall bays are open at the top and bottom, and cellar air rises through them into the attic. Expect plaster on lath, empty walls, knob-and-tube wiring somewhere, and a stone or brick cellar with the sill resting on it.
Not every old Beacon wall is frame. Denning’s Point was the site of a brickyard, and Eustatia, the 1867 brick cottage on Monell Place, is one of the city’s brick houses. A solid masonry wall has no cavity to fill, and we do not drill one. In a brick house the work is the attic or roof, the cellar and sill, the chimney and any frame addition at the back.
The 664 units in two-unit buildings and the 497 in buildings of three or four are scoped as whole buildings, because the stair, the cellar, the roof and the floor cavities between apartments are shared air. The 1950s added 875 units, mostly capes and small ranches, where the losses are behind the knee walls and across a thin attic floor.
The newer stock is a different job. The 1980s and 90s added 16.6% and the years since 2000 13.3%. Townhouses and houses of those years have filled walls and fail at the attic plane, the party walls, the recessed lights and the ducts. A house built in the last few years under a recent code rarely needs much from us, and we will say so. The public housing on South Avenue and the high-rise at Forrestal Heights belong to their owners, and envelope work there is not something one resident can order.
Renovating an old Beacon house
An old house is easiest to insulate properly while its walls are open. With the plaster off, the framing, the wiring and every gap in the sheathing are in plain sight, knob-and-tube can be pulled out, and the bays can be sealed and filled completely instead of blown blind through holes. If you are renovating a pre-war Beacon house, the time to call is before the drywall goes up, not after.
New York’s code has a rule for exactly that moment. When an alteration exposes wall or roof cavities, the exposed cavities have to be insulated to full depth, with insulation of at least R-3 per inch, and an alteration may not reduce the R-value already there. Everything the renovation leaves alone does not have to comply, and no blower door test is required. In an old wall with full-dimension studs, closed cell foam at R-6.9 to R-7.1 per inch gets the most out of a shallow bay; open cell, at R-3.9 to R-4.2 per inch, also clears the minimum for less.
Two cautions. A stone or brick cellar that takes on water gets the water solved before anything is sealed to it, because foam on a wet foundation traps moisture in the masonry and the sill. And an attic finished into rooms needs its rafter slopes treated as a roof, with a vent channel under the sheathing or closed cell foam against it. If the plaster is staying, the walls can still be filled: we block the bays at the cellar and attic and dense-pack through small holes, so the street face of the house stays as it was.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Fill the walls of an old Beacon house, leave the sill open on the stone, and cold air still slides in under the first floor and rises through the interior partitions to the attic.
In a pre-war house under renovation the order is: seal the sill to the foundation and the rim joist; close the bottoms of the exterior and interior wall bays; seal every pipe and wire hole through the floors and top plates; seal around the window and door rough openings; close the chimney chase with sheet metal and fire-rated sealant; then insulate the open walls, the attic floor or the rafter slopes, and the rim. In a finished house with the plaster in place, the same air paths get closed from the cellar and the attic before the walls are dense-packed.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Beacon
Most of our projects run between $3,500 and $12,500. In an old house the number moves with the square footage of wall, whether the walls are open or plaster stays in place, the choice of closed cell, open cell or cellulose, the rafter slopes of any finished attic, and the cellar. A brick house often comes in lower than its size suggests because the walls drop out. A townhouse or a 1990s house is usually a smaller scope: the attic plane, the party wall and the rim. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Beacon
Beacon buys its electricity from Central Hudson, and most of the city is on Central Hudson gas lines. Central Hudson customers use NYSERDA’s Comfort Home, or EmPower+ if income-eligible, for insulation incentives.
NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows once the house is sealed and insulated, through a NYSERDA-approved Comfort Home contractor. It covers market-rate owners of one- to four-family homes and townhomes who pay the System Benefits Charge on their electric bill. It does not cover new construction or additions, or condominiums in buildings of more than four units. Comfort Home is open in 2026. It closes when the new utility programs start around January 2027, so a homeowner who wants Comfort Home money should not wait.
NYSERDA’s EmPower+ is for income-eligible owners and renters of one- to four-family homes. In Dutchess County a household of four at or below $80,160 can get air sealing and insulation at no cost up to $14,000, and under $106,880 half the cost up to $7,000, through an EmPower+ contractor.
NYSERDA’s Green Jobs–Green New York program lends $1,500 to $25,000 over 5, 10 or 15 years, but not for stand-alone additions, new construction or extensive gut rehabilitation, which matters in a renovation. The On-Bill Recovery Loan rides on the Central Hudson bill and its balance can transfer to a new owner with written notice; with the Smart Energy Loan, the seller stays responsible for the balance after a sale. There is no federal insulation credit on a 2026 job: Section 25C ended for work placed in service after 31 December 2025, so be wary of anyone who still advertises it. New York has no state tax credit for insulation.
Code and climate in Beacon
70.1% of Beacon’s housing was built before 1980. The houses of Fishkill Landing and Matteawan, and the capes of the 1950s, went up before New York’s first statewide energy code took effect on 1 January 1979. From the riverfront to the foot of Mount Beacon, Dutchess County is Climate Zone 5.
The 2025 Energy Conservation Construction Code of New York State has governed new construction since 31 December 2025. In Zone 5 it calls for R-49 ceilings, or R-38 where the full uncompressed depth extends over the wall top plate at the eaves; R-30 floors; R-15 continuous, R-19, or R-13 plus R-5 continuous on basement and crawl space walls; U-0.27 windows; and air leakage of no more than 3.0 air changes per hour at 50 pascals for a new home.
For an existing house the alteration rules described above apply instead: the parts you change meet the code, exposed cavities are filled to full depth, and the parts you leave alone are exempt. ENERGY STAR recommends R-60 for an uninsulated attic in this climate and R-49 where 3 to 4 inches are already there.
