Insulation Contractors in Bernards Township, NJ

56.9% of Bernards Township was built in the 1980s and 90s — 3,334 units in the 1980s and 2,710 in the 1990s — and only 28.2% predates 1980. The median unit here dates from 1987. For an insulation contractor that is the whole brief: these are houses whose walls were insulated the day they were framed, and whose heat leaves through the ceiling plane, the ducts and the party wall instead.

The second number is the structure mix. 54.2% of the 10,629 units are detached, but 22.7% are attached — 2,414 townhouses and duplex halves — and another 7.3% sit in buildings of three or four units, which is unusual for a township this size and reflects the planned condominium clusters built during that same boom. 83.2% of occupied units are owner-occupied. Gas heats 84.8% of homes, electricity 10.6%, oil 2.6%.

So the Bernards job is rarely a wall job. It is attic air sealing above a 1980s colonial in Basking Ridge, the party wall and garage ceiling in a townhouse in The Hills, ducts running through a vented attic, and, along the low ground toward the Great Swamp, a crawl space that has never been dry.

Bernards sits at the eastern end of the Somerset Hills, roughly bounded by the Second Watchung Mountain on the southwest, the Dead River swamp on the south, and the Great Swamp National Wildlife Refuge, the Passaic River and Millington Gorge on the east. Its sections are Basking Ridge, Liberty Corner, Lyons, Franklin Corners, Mount Horeb and The Hills, which it shares with Bedminster. Two Gladstone Branch stations and the corporate campuses along Interstate 78 and Route 202 are why the 1980s happened here at this scale.

A colonial from that decade — and 3,334 of them went up — has R-11 to R-13 in the walls and R-19 to R-30 on the attic floor. The walls are not the job. What leaks is the ceiling: unsealed top plates, chases running from the basement to the roof, recessed cans, a bare attic hatch, bath fans discharging into the attic and open joist bays under a bonus room over the garage. Where the air handler and duct trunk sit in that vented attic, duct leakage is usually the biggest single loss in the house.

The 1990s houses and the 10.8% built in the 2000s are tighter and larger, and they brought two-story foyers, tray ceilings and cathedral slopes framed with no vent baffles. Insulation packed against the roof sheathing does not perform at its rating and the eave end gets wind-washed bare. Those slopes get baffled and filled to depth, or closed-cell foam under the deck.

Older Bernards is small but real: 4.1% predates 1940 and 7.4% is 1940s and 50s, scattered through Basking Ridge, Liberty Corner and the crossroads hamlets. Those houses are balloon framed with no fire blocking at the top plate, which turns each stud bay into a chimney from cellar to attic, and many still carry knob-and-tube wiring, which comes out before anything goes into a wall. The 1960s and 70s cohort, 16.7%, is the ranch and the split-level: settled loose-fill, wind-washed eaves, unsealed band joists and a bedroom over the garage that never holds heat.

The low ground is its own problem. Houses toward the Dead River and the Great Swamp edge sit on damp soil, and their crawl spaces show it: fiberglass batts hanging out of the floor joists, a vapor barrier that stops short of the walls, rusted duct straps and a musty smell in July. We do not staple batts back up. The crawl gets sealed and lined, the vents closed, the rim insulated and the floor above left alone. On any wall that has taken water, closed-cell foam is the wrong material.

The Hills, the clusters and the townhouse attic

Nearly a quarter of Bernards Township is attached housing, and another 777 units sit in buildings of three or four. Most of that is planned cluster development from the 1980s and 90s, The Hills above all, which straddles the Bedminster line. It is a good market for us and a badly understood one, because owners assume the association handles the envelope and it usually does not handle the part that costs them money.

A townhouse loses heat in three places. The party wall is framed up into the attic and left open on both faces in nearly every one of these buildings, so heated air rises out along it and outside air blows back down the same path; a middle unit with two open party walls is worse than an end unit with one. The garage ceiling is next, because the bedroom above sits on open joist bays. Third is the ceiling plane, with its hatch, cans and bath fan run. An end unit adds an exposed gable to dense-pack.

What is inside your unit is yours to fix: attic air sealing above your ceiling, the party wall where it passes your side of the attic, the garage ceiling, and blown-in over your own ceiling plane. What is not yours is the roof deck, the exterior cladding and any shared mechanical chase, and in a stacked three- or four-unit building your floor is someone else’s ceiling. We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a foot of cellulose over an attic with open chases and recessed cans and all you own is a foot of cellulose sitting on top of a hole.

In a Basking Ridge colonial the order is: seal the top plates, chases and wire penetrations; cover or replace the cans; duct the bath fans outside; insulate the hatch; seal the air handler cabinet and every duct joint; baffle the tray and cathedral slopes; close the joist bays under the room over the garage; seal the basement rim. Insulation last. In a townhouse the first move is the party wall in the attic, then the garage ceiling. On the swamp side, the crawl space comes before the attic.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Bernards Township

Bernards is one of the Somerset County towns where the two bills carry two names: electric is JCP&L, gas is PSE&G. Either utility’s Whole Home Energy Solutions program can run a project. Start with the utility that bills the fuel heating your house and confirm with the other — and since 84.8% of Bernards homes heat with gas, for most owners here that means starting with PSE&G.

PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing, insulation and the envelope work the assessment calls for, plus 0% on-bill repayment of up to $25,000, over 7 years for projects of $10,000 or less and 10 years above that or for income-qualified customers. It starts with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets that fee. PSE&G does not publish per-measure amounts. Its Whole Home Energy Assessment is a separate free walk-through, once a year, for any PSE&G residential customer in a home of fewer than five units.

JCP&L Whole Home Energy Solutions publishes its arithmetic: $2,000 for a modeled 5% energy saving plus $200 for every percentage point above that, capped at $7,500 and at half the project cost, with 0% on-bill financing of $2,500 to $25,000. JCP&L also offers a free Whole Home Energy Assessment to residential customers who own their home. For the 2.6% of Bernards on oil, the gas program is closed and JCP&L is the route.

Income-qualified households pay nothing. JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 in upgrades and $2,500 in health and safety repairs between 250% and 400% of the federal poverty guidelines, and PSE&G Home Weatherization covers the same band. New Jersey Comfort Partners covers households at or below 250% of the guidelines, $82,500 a year for a family of four.

The New Jersey IRA Home Energy Rebates have not launched. The state’s page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, whatever an advertisement still says. Code and climate in Bernards Township

Only 28.2% of Bernards went up before 1980, the smallest pre-1980 share of the Somerset townships we cover after Montgomery, and that share was framed before New Jersey’s first statewide energy subcode of 1 January 1978 with no insulation requirement at all. The much larger 1980s and 90s share was built to early energy codes that fall well below today’s numbers. Somerset County is climate zone 5A, the colder of New Jersey’s two zones.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 cavity or R-20 plus R-5 continuous, windows at U-0.28 for the 5A counties, and air leakage of 3.0 air changes per hour at 50 pascals.

Existing homes fall under New Jersey’s Rehabilitation Subcode. Insulating an attic does not require bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. Not more insulation in the attic. That room is cold because the floor under it sits on open joist bays that run out over an unconditioned garage and often straight to the outside at the cantilever or the band. Cold air fills those bays and the floor never warms. The fix is to block each bay at its ends, seal the garage ceiling plane and the wall between the garage and the house, then insulate the floor assembly in contact with the subfloor. We usually do it in a day.
