Insulation Contractors in Cumberland County, NJ

The median Cumberland County home dates from 1968, and no single decade owns the place. 22.7% of its 57,203 housing units went up in the 1940s and 50s, 28.7% in the 1960s and 70s, and 16.5% was already standing in 1939. Add the eras together and 67.9% of the county predates New Jersey’s first statewide energy subcode of 1 January 1978, so two houses in three here were built with no insulation requirement of any kind.

The stock is low and spread out. 67.0% of units are single-family detached, 38,343 of them, with another 7.9% attached. Only 8.4% sit in two- to four-family buildings and 6.5% in buildings of twenty or more, and 5.2% are manufactured homes, 2,950 units, a share you do not find in the north of the state. 65.6% of occupied units are owner-occupied, so the person paying the heating bill is usually the one who can say yes to the work.

The fuel split is the other half of the story. Gas heats 65.1% of occupied homes, fuel oil 17.1%, electricity 11.5% and bottled gas 3.4%. That oil share is high for South Jersey and it climbs wherever the gas main never came down the road. An oil house and a gas house on the same street get insulated the same way, but they do not reach the rebate money by the same route.

Cumberland is three cities and a great deal of farm and marsh. Vineland is the most populous municipality, Bridgeton the county seat, Millville the town on the Maurice River. Cut out of Salem County in 1748, the county made its living on glass, produce and, until disease took the beds in the 1950s, oysters. South and west of the cities the land runs flat to the Delaware Bay through salt marsh and farm township. The two town pages carry the detail.

The houses across Cumberland County

The county’s oldest houses are its glass and mill houses. 16.5% of the stock, 9,431 units, predates 1940, concentrated in the old grids: Millville is 19.1% pre-1940, Vineland 12.9%, and the same form repeats in Bridgeton and the bayshore villages. Small in footprint, tall in section — balloon-framed walls with stud bays open from sill plate to attic, plaster on lath, a rear ell over a shallow crawl, a half story under a steep roof. Those open bays work as chimneys, pulling cellar air up behind the plaster and out through the top plates, so blocking them at the cellar ceiling, sealing the plates and insulating the attic floor buys more than any depth of blown material over an unsealed ceiling. Pre-1950 wiring gets cleared before anything fills a wall.

Then comes the post-war cape. 22.7% of the county came out of the 1940s and 50s, 8,937 units in the 1950s alone, with Vineland at 22.0% and Millville at 20.7%. A cape’s finished upstairs is wrapped on three sides by unconditioned attic: a knee wall with batts facing the room and nothing behind them, floor joists running under it out to an open eave, unbaffled slopes and a shallow flat attic on top. Cold air moves under the bedroom floor all winter whatever depth a quote specifies. Blocking at the eave, a rigid air barrier behind the knee wall and baffles in the slopes come first.

The largest cohort is the 1960s and 70s at 28.7%, and the seventies alone, at 15.8% and 9,023 units, were the biggest ten years the county ever had. Vineland is 31.4% from those two decades and Millville 31.1%. Ranches, splits and bi-levels, insulated when they were built, which is exactly the trap. Sixty-year-old loose-fill has settled well under its original depth, the eave ends are wind-washed, and the attic plane is still open at the top plates, flue chase, bath fan and hatch. Splits and bi-levels add a bedroom over the garage with joist bays open to the cold.

18.0% of the county dates from the 1980s and 90s and 14.1% has gone up since 2000, only 0.3% of it in 2020 or later. Walls in those houses were filled at construction, so blown-in walls is the wrong product to sell there. The savings sit in the air handler and ducts left in a vented attic outside the insulation, in cathedral slopes framed without baffles, in the bonus room over the garage, and in bath fans that stop in the roof cavity rather than going through it.

Two forms belong to this county in particular. The manufactured home is 5.2% of all units, 2,950 of them: a shallow roof cavity, sometimes with no access at all, and a factory envelope that does not take blown insulation the way a site-built attic does. What usually helps is underneath — the belly board, the duct crossover, the skirted crawl — and where nothing we do is worth the money we say so on the phone rather than after a drive out. The other is the low, wide house on a crawl space in the farm and bayshore townships, where the crawl belongs inside the house: seal the vents, insulate the perimeter, lay a sealed ground cover, because batts stapled between damp floor joists fall within a few years. This close to the bay we assume water until a basement proves otherwise, and no closed-cell foam goes on a wall that floods.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a Cumberland ranch attic to a foot deep over open top plates and a wide flue chase and you have a leaky attic with new material in it.

In the county’s dominant house, the 1960s or 70s ranch, the order is fixed: rake the settled loose-fill back from the perimeter, block the eaves so new material cannot wash over the soffit, seal the top plates, close the flue chase with metal and sealant, gasket the hatch, run the bath fans out through the roof, then insulate to depth. The rim joist or crawl-space perimeter follows. In a cape it starts at the knee wall instead; in a pre-1940 house, in the cellar, blocking the balloon-framed bays so they stop drawing air upward.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Cumberland County

Most of our projects run between $3,500 and $12,500. Across this county the number moves with footprint and access more than with square footage. A long ranch or a wide bi-level carries far more ceiling plane and perimeter to block than a two-story house of the same size, and a house that grew by additions a decade at a time has extra roof seams, usually open to both attics where the rooflines meet. A crawl-space perimeter costs more than a basement rim joist, and a half-story attic worked on your knees more than one you can stand up in.

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Cumberland County

Gas is South Jersey Gas in all fourteen municipalities, Vineland and Millville included. Electric is Atlantic City Electric in thirteen of the fourteen — Millville, Bridgeton, Maurice River Township, Upper Deerfield and the rest — with Vineland the single exception, because the city owns its utility. Start with whichever company bills you for the fuel that heats the house and confirm with the other; a contractor’s program approvals usually decide which takes the lead.

Atlantic City Electric Whole Home Energy Solutions pays up to $7,500 in rebates, capped at half the project cost, plus 0% financing of $2,500 to $25,000 through the program’s lender — 36, 60 or 84 months up to $10,000, and 120 months above that or for income-qualified customers. Two limits matter: it is single-family only, closed to a condominium or an apartment with separately metered units above or below it, and Atlantic City Electric publishes no per-measure schedule, so “up to $7,500” is as precise as anyone can plainly be. The assessment fee is set by the contractor, and no free walk-through is offered on the electric side.

South Jersey Gas Whole Home Energy Solutions pays up to $7,500 as well, and publishes its formula: $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, capped at $7,500 and at half the project cost. With it comes 0% on-bill repayment of $2,500 to $25,000, seven years for projects of $10,000 or less and ten above that or for income-qualified customers. It requires an active South Jersey Gas account and gas heat, and covers single-family homes, townhomes, condos and multifamily buildings under four units. South Jersey Gas also offers a complimentary Whole Home Energy Assessment, a lighter walk-through that installs small no-cost items.

Vineland is the exception worth understanding before anyone fills in a form. The Vineland Municipal Electric Utility is city-owned and sits outside the programs New Jersey’s investor-owned utilities run, so there is no electric-side rebate or financing there. A Vineland house on gas heat reaches Whole Home Energy Solutions through South Jersey Gas and loses nothing; a Vineland house on oil, bottled gas or electric heat has no Whole Home program open to it at all.

That matters because 17.1% of this county heats with fuel oil and the gas program requires gas heat. In the thirteen Atlantic City Electric municipalities an oil-heated single-family house goes through the electric program instead, which does not ask what is in the basement tank. Oil houses are also where the work pays back fastest, because the fuel is bought by the delivery and the loss shows up in the number of fills.

Under all of that sit the no-cost programs. The Atlantic City Electric Home Weatherization Program installs up to $14,000 in improvements, wall, ceiling and attic insulation included, plus $2,500 in health and safety updates at no cost for income-qualified households, and South Jersey Gas Home Weatherization for Income-Qualified Customers does the same between 250% and 400% of the federal poverty guidelines. New Jersey Comfort Partners covers households at or below 250%, $82,500 a year for a family of four, in buildings of one to fourteen metered units — but it refers oil, propane and kerosene homes to the state’s Office of Weatherization instead.

New Jersey’s IRA Home Energy Rebates have not launched. The state’s own page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job — if a quote still advertises one, look hard at the rest of it. Code and climate in Cumberland County

67.9% of Cumberland’s housing predates 1980, and New Jersey’s Uniform Construction Code took effect on 1 January 1977 with its first statewide energy subcode following on 1 January 1978. For the 16.5% built before 1940 there was no requirement at all, and whatever depth sits in those attics arrived later with somebody’s bag and hose. Cumberland County is climate zone 4A, along with the rest of the southern counties.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 for a 4A county, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted until about 16 February 2027.

An existing house falls under New Jersey’s Rehabilitation Subcode. Insulating an attic does not oblige you to bring the rest of the house up to code and does not require a blower-door test. Blown-in or batt insulation against the interior finish counts as ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is what the state considers right for this climate, and what we design a retrofit to.
