19.1% of Millville’s 11,875 housing units predate 1940 — 2,273 houses standing before anyone insulated anything on purpose. The median unit dates from 1966, 63.9% of the stock is detached and 63.1% of occupied units are owner-occupied. This is an older, smaller-house city than its neighbor, and the work reflects that.
Millville has been a mill and glass town since James Lee opened the first glass factory here in 1806 on local silica sand. David Wood’s dam on the Maurice River formed Union Lake, the largest man-made lake in the state, and powered a mill that employed 600 people by 1870 and twice that forty years on. Those workers lived in small frame houses, and the small frame house is still what we mostly walk into.
Gas heats 67.9% of occupied units, electricity 15.8%, oil 12.4% and bottled gas 1.4%. That electric share is high for South Jersey, and it changes which utility a homeowner starts with and how fast the work pays back.
The houses we insulate in Millville
Of the 11,875 units, 19.1% predate 1940, 20.7% went up in the 1940s and 50s, 31.1% in the 1960s and 70s, only 12.8% in the 1980s and 90s and 16.3% since 2000. 71.0% of the city was built before New Jersey had an energy subcode. Detached houses are 63.9% of the stock, attached houses 8.1% and two- to four-family buildings 7.8%.
The pre-1940 houses sit in the older grid near the river and the works, in what is now the Glasstown Arts District and the streets around it. They are small in footprint and tall in section: balloon-framed walls open from cellar to attic, plaster on lath, a rear ell on a shallow crawl, a steep roof with a half story under it. We assume knob-and-tube until an electrician clears it, and it comes out before anything fills a wall. The first money goes into the attic floor, the top plates and blocking the wall bays at the cellar ceiling.
The 20.7% from the 1940s and 50s is cape and early ranch. In a cape the knee wall is the failure: batts facing the room with nothing behind them, floor joists running under the knee wall out to the open eave, unbaffled slopes and a shallow flat attic above. Cold air moves under the bedroom floor all winter regardless of the depth written on a quote. Blocking at the eave, an air barrier behind the knee wall and baffles come first.
The 31.1% built in the 1960s and 70s, 1,902 units from the 1960s and 1,796 from the 1970s, is ranch and split-level ground spreading out from the old center toward Route 55 and the airport side of the city. These attics were insulated once and have been settling ever since: loose-fill well below its original depth, wind-washed eaves, an open flue chase, unsealed top plates, a bath fan blowing into the attic. The splits put a bedroom over the garage with open joist bays under the floor.
Only 12.8% of Millville went up in the 1980s and 90s, an unusually thin stretch, and 16.3% has been built since 2000. Those newer houses have full walls, so the wall is not the job. The job is the air handler and ducts sitting in a vented attic outside the insulation, cathedral slopes built without baffles, the bonus room over the garage and bath fans venting into the roof cavity.
Small houses, and the buildings that are not ours
Millville rewards small jobs. A glasshouse-era house or a post-war cape has a modest ceiling plane, a short perimeter and a small heating load, so a sealed and insulated attic moves the bill by a share a large house never sees. The trade-off is access: low plate heights, cramped half-story attics, hatches cut for a smaller person. We plan the entry before quoting, and sometimes the answer is a foam roof deck rather than a floor that cannot be reached.
The one-story cottage is a recurring Millville form. Roosevelt Park opened here on 23 October 1936 as the first senior citizens retirement colony in the United States, built as cottages on land the town had taken back for unpaid taxes, and small single-story houses have been part of the city ever since. In that form there is no second floor to buffer anything: the ceiling plane is the whole battle, and behind it sit the top plates, the hatch, the fan and the wiring penetrations.
What we do not do is the large multifamily. 10.0% of Millville’s units sit in buildings of twenty or more, 907 of them in buildings of fifty-plus, and those envelopes belong to an owner or a board, not to the person in one apartment. We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Fill an old Millville attic to a foot deep over open top plates and a wide flue chase, and the house still stacks warm air out through the roof all winter.
In a pre-1940 house here the sequence starts in the cellar: block the balloon-framed wall bays so the cavities stop acting as chimneys, then seal the top plates, the stack, the chimney chase and the hatch, baffle the eave, then insulate the attic floor to depth, then the rim. In a cape it starts at the knee wall and the joist bays open to the eave. In a 1960s ranch it starts with raking back the settled loose-fill and blocking the eaves so new material stays put.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Millville

All products are manufactured in the United States and meet applicable building code and safety standards. Insulation rebates in Millville
Millville is Atlantic City Electric for electric and South Jersey Gas for gas. Start with whichever one bills your heat and confirm with the other; the contractor’s program approvals usually settle which takes the lead.
South Jersey Gas Whole Home Energy Solutions pays up to $7,500 in rebates: $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, capped at $7,500 and at half the project cost. With it comes 0% on-bill repayment of $2,500 to $25,000, seven years for projects of $10,000 or less and ten years above that or for income-qualified customers. It requires an active South Jersey Gas account and gas heat, and covers single-family homes, townhomes, condos and multifamily buildings under four units. South Jersey Gas also offers a complimentary Whole Home Energy Assessment.
Atlantic City Electric Whole Home Energy Solutions also pays up to $7,500, not more than half the project cost, plus 0% financing of $2,500 to $25,000 through the program’s lender: 36, 60 or 84 months up to $10,000, and 120 months above that or for income-qualified customers. It is the route for the 15.8% of Millville on electric heat and the 12.4% on oil, since the gas program requires gas heat. Two limits: it is single-family only, closed to a condominium or an apartment with separately metered units above or below, and Atlantic City Electric publishes no per-measure schedule, so “up to $7,500” is as precise as anyone can plainly be. Either way the assessment fee is set by the contractor, not the utility.
Below those sit the no-cost programs. The Atlantic City Electric Home Weatherization Program installs up to $14,000 in improvements, attic, ceiling and wall insulation included, plus $2,500 in health and safety updates at no cost for income-qualified households, and South Jersey Gas Home Weatherization for Income-Qualified Customers does the same for households between 250% and 400% of the federal poverty guidelines. New Jersey Comfort Partners covers households at or below 250% of the guidelines, $82,500 a year for a family of four, in buildings of one to fourteen individually metered units, and refers oil and propane homes to the state’s Office of Weatherization.
New Jersey’s IRA Home Energy Rebates have not launched. The state’s own page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal credit on a 2026 job — if a quote still lists one, look hard at the rest of it. Code and climate in Millville
71.0% of Millville was built before 1980, which is to say before New Jersey’s first statewide energy subcode of 1 January 1978. For the 19.1% that predates 1940 there was no requirement of any kind, and whatever is in those attics arrived later with a bag and a hose. Cumberland County is climate zone 4A.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted until about 16 February 2027. R-49 is what we design a retrofit to as well.
A house already standing falls under New Jersey’s Rehabilitation Subcode. Insulating an attic does not oblige you to bring the rest of the house up to code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation do need a permit, which we pull as part of the job.
