35.1% of Glen Rock’s housing predates 1940 and another 39.5% went up in the 1940s and 50s. Only 6.2% dates from the 1960s and 70s. The borough was essentially finished before the first energy code existed, and the houses on its streets were built when fuel was cheap and a wall cavity was just the space between the studs.
There are 3,755 units on 2.70 square miles of land, 89.9% of them detached, 90.8% owner-occupied, and 89.1% heated with gas. That combination — old houses, owned by the people living in them, on gas — is the best case we see for an insulation retrofit. The owner can say yes, the savings land on a bill they pay, and there is almost always something to fix.
The houses we insulate in Glen Rock
The pre-1940 cohort is 1,318 units, and most of it is the commuter house that filled in around the two rail stations after the borough split from Ridgewood and Saddle River townships in 1894. Center-hall and Dutch colonials, foursquares, and bungalows within walking distance of the Main Line station at Rock Road and the Bergen County Line station at Harding Plaza. They are balloon framed, which means the wall cavity runs from the sill to the attic with nothing blocking it, so warm air leaves the basement and pours out at the top plate all winter. Their attics are floored with boards over joists with no air barrier under them, plaster keys hang between lath, and the chimney and back-stair chases are open shafts. We assume knob-and-tube wiring in a house of this age until the attic and the panel say otherwise, and if it is live it comes out before anything goes into a wall or over a ceiling.
1,119 units went up in the 1950s alone, 29.8% of the borough, with 363 more in the 1940s. That is the cape and the early ranch. A cape fails at the knee wall: batts on the room side with no air barrier behind them, floor joists running out under the knee wall to an open eave, unbaffled slopes, and a shallow flat attic above where somebody later added a bath fan that vents into the space. A ranch fails across a long low attic of settled loose-fill, wind-washed at the eaves, with every top plate, wire penetration and light box leaking into it.
The rest is small but real. 132 units sit in two-unit buildings and 127 are attached, most of them mother-daughter arrangements or older houses divided in two, and we scope those as a single building because the stair chase and the floor between the units carry air through both. 173 units date from the 1980s and 84 from the 1990s: colonials with code-minimum walls, a leaky rim, recessed cans and an attic that was insulated to the number of its day and no further.
Glen Rock filled up by 1960, so the new houses are replacements
Between 1960 and 1979 the borough added 6.2% of its current stock. There was nowhere left to build. But 12.4% has been built since 2000, including 221 units in the 2000s, 180 in the 2010s and 65 since 2020, and in a borough of 2.70 square miles with no open land those are overwhelmingly replacement houses: a cape or a small colonial came down and a much larger house went up on the same lot.
Those houses were built to the energy codes of the last twenty-five years, so their walls are full and blowing more into them is not the job. What fails is the ductwork and the air handler in the attic, the bonus room over the garage, the tray and cathedral ceilings framed without vent baffles, and the bath fans terminating under the roof deck. Half of what we do in Glen Rock is telling a homeowner which of the two houses they own, because the right scope for one is the wrong scope for the other.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. In a balloon-framed 1920s house you can lay a foot of cellulose across the attic floor and the wall cavities will still be venting the basement out through the eaves.
In a Glen Rock pre-war house the sequence is: block and seal the top of every balloon-framed wall cavity where it opens into the attic, seal the chimney and stair chases, the plumbing penetrations, the ceiling boxes and the attic hatch, then deal with the wiring, then insulate the attic plane and dense-pack the walls from outside or inside depending on the siding. In a cape it starts at the knee wall: block the joist bays at the eave, put an air barrier on the back of the knee wall, baffle the slopes, then fill. The rim joist in the basement comes last in both.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Glen Rock

PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing, insulation and related work, plus 0% on-bill repayment of up to $25,000 — 7 years for projects of $10,000 or less, 10 years above that or for income-qualified customers. It starts with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets that assessment fee. PSE&G does not publish per-measure amounts. Separately, PSE&G’s Whole Home Energy Assessment is free once a year for any PSE&G residential customer in a home of fewer than five units: a lighter walk-through that installs LEDs, a smart thermostat and attic-hatch insulation on the spot. It is not the same visit as the assessment that opens the rebate.
PSE&G Home Weatherization installs insulation, air sealing and duct sealing at no cost for households between 250% and 400% of the federal poverty level. New Jersey Comfort Partners does the same for households at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four, and refers homes heated with oil or propane to the state’s Office of Weatherization; only 1.2% of Glen Rock still burns oil, though 2.1% is on bottled gas. The New Jersey IRA Home Energy Rebates have not launched, and the state says they are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Glen Rock
80.7% of Glen Rock went up before 1980, so four houses in five here predate New Jersey’s first statewide energy subcode of 1 January 1978. Nothing required insulation in the walls of the house you are standing in, and in the pre-1940 third of the borough nothing required sheathing paper either. Bergen County sits in climate zone 5A, the colder of New Jersey’s two zones.
New Jersey adopted the 2024 IECC on 17 August 2026. New construction gets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 cavity or R-20 plus R-5 continuous, windows at U-0.28 in a 5A county, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted until about 16 February 2027. R-49 is the ceiling number we design to. A house already standing falls under the Rehabilitation Subcode: insulating an attic does not mean bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.

Our Glen Rock house is from the 1920s and still has knob-and-tube wiring. Can it be insulated?
Not until the wiring is dealt with. Knob-and-tube was designed to shed its heat into open air, and burying live conductors in insulation is both a code violation and a fire risk. In practice a licensed electrician replaces the runs in the attic and the wall bays we are filling, which is usually a smaller job than owners expect because most of these houses have been partly rewired already. Once it is out, the balloon-framed walls and the attic plane are simple work.
