31.9% of Hopewell Township heats with fuel oil. Another 4.1% burns bottled propane and 1.5% burns wood, so better than a third of the township buys its heat by the delivery rather than off a meter, and only 55.9% is on utility gas. In a county where gas heats 72.1% of occupied units, Hopewell is the outlier, and that one fact decides how we scope a house here.
The rest of the shape is simple. Of 6,504 housing units, 86.9% are detached and 88.4% of occupied units are owner-occupied, the highest owner share of any town we cover in Mercer County. Only 8.2% is attached, 2.1% is in three- and four-unit buildings and 1.3% in buildings of fifty or more. Almost every job here is a house whose owner can say yes without asking anyone.
The median unit dates from 1976 and 53.8% predates 1980. The township runs to 58.95 square miles of rolling hills, with the Sourlands across the north and west, Baldpate Mountain at 480 feet, and flatter ground southeast. Exposure matters: a house on open ridge ground takes wind pressure on top of stack pressure all winter, and the same hole leaks harder there than in a sheltered valley.

By era: 13.2% predates 1940, 2.9% is 1940s and 14.3% is 1950s, 13.7% is 1960s and 9.7% is 1970s, then 11.7% in the 1980s, 23.2% in the 1990s, 8.3% in the 2000s and 3.0% in the 2010s. The 1990s is the largest single decade here, and it puts one very specific house at the center of our work.
That house is the 1990s subdivision colonial in the developments the township names — Hopewell Hunt, Brandon Farms, Elm Ridge. It is big, it has a complex roof, and its walls were filled to code and are not the problem. The problems are above the ceiling: the air handler and trunk duct in a vented attic outside the insulation, cathedral and tray ceilings with no air barrier and no vent baffle, a bonus room over the garage with open joist bays and bare-backed knee walls, cans and a bath fan discharging into the attic, and a hatch nobody weatherstripped. On a house heated by an oil boiler, every one of those leaks is paid for at oil prices.
The 1950s through 70s cohort — 14.3%, 13.7% and 9.7% by decade — is the ranch, split and raised ranch on a well-and-septic lot along the county roads. Those attics hold settled loose-fill, wind-washed at the eaves, with bypasses at the chimney chase, top plates and attic stair never sealed. Many sit over a partial basement and a crawl space, and the crawl is usually the worst part of the house: a dirt floor, batts falling out of the joists, a vented perimeter, and the oil boiler and its lines standing in the cold.
The 13.2% that predates 1940 is farmhouse stock, spread through the hamlets rather than any village center: Titusville and Washington Crossing along the Delaware, Pleasant Valley, Harbourton, Woodsville, Marshalls Corner, Mount Rose and Stoutsburg. The Pleasant Valley Historic District alone covers 1,565 acres with 52 contributing buildings, most of them nineteenth century. In a house that age we assume balloon-framed side walls open from the stone cellar to the garret, plank sheathing with no housewrap, and knob-and-tube wiring until an electrician clears it. A stone wall has no cavity and we will not drill it; the work is the garret and attic floor, the cellar ceiling and sill, the crawl under any later wing, and the chases running the full height of the building.
The 11.3% built since 2000 is tight enough in the walls. Its losses match the 1990s house: ducts in unconditioned space, roof geometry, and the garage.
Oil heat, propane and no gas main
The township is large and much of it has no gas main, which is why 31.9% burns oil, 4.1% propane and 1.5% wood. That does three things to the job.
First, it shortens the payback. Delivered fuel usually costs more per unit of heat than metered gas, so the same air sealing and attic work returns faster here than in a gas-heated house down in the valley. If you fill a tank three or four times a winter, that is the number the work has to beat, and it usually does.
Second, it changes what we look at. The boiler, its tank and its lines live in a basement or crawl space, so insulating the crawl perimeter and sealing the band joist keeps the mechanical room from being the coldest space in the house. Combustion also makes air sealing a safety question: a naturally drafted oil or propane appliance needs combustion air and a working flue, and tightening a house without checking that can cause spillage. We check draft before and after, every time.
Third, it decides which rebate program is open to you.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow another foot of cellulose onto a 1958 ranch attic with an open chimney chase and an unsealed attic stair, and the ceiling still leaks the way it did.
In a Hopewell farmhouse the sequence starts at the bottom and top at once: block the balloon-framed wall cavities where they open into the cellar and again at the garret, close the chimney chase, seal around the stair, insulate the garret floor, then the cellar ceiling or the crawl walls and sill. In a 1990s colonial it starts with the attic plane and the ducts: seal top plates, cans and hatch, vent the bath fans outside, mastic and insulate the ductwork and air handler platform, block the bonus-room joist bays, baffle the slopes, then bring the attic to depth.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

Electricity here is PSE&G, with roughly a quarter of the township in the north served by JCP&L. Gas, where there is gas, is Elizabethtown Gas. Read the names on your two bills: the northern developments and the southern ones do not answer to the same electric utility.

If you heat with oil, propane or wood — better than a third of this township — the gas program is closed to you, and this is where most contractors stop talking. The electric side is still open. PSE&G Whole Home Energy Solutions offers up to $7,500 in rebates plus 0% on-bill repayment of up to $25,000, starting with an assessment by a BPI-certified contractor participating in PSE&G’s program; PSE&G does not publish per-measure amounts, and the contractor sets the assessment fee. PSE&G’s Whole Home Energy Assessment is free for any PSE&G residential customer, gas or electric, in a home of fewer than five units. In the JCP&L quarter, JCP&L Whole Home Energy Solutions runs the same $2,000-plus-$200-per-point formula to a $7,500 cap with 0% on-bill financing of $2,500 to $25,000, plus its own free assessment for customers who own their home. Start with whichever utility bills you for the fuel that heats the house; if that fuel arrives by truck, start with your electric utility.
For income-qualified households, Elizabethtown Gas Home Weatherization and PSE&G Home Weatherization cover insulation, air sealing and duct sealing at no cost between 250% and 400% of the federal poverty guidelines. New Jersey Comfort Partners does the same at or below 250%, $82,500 a year for a family of four, but it refers homes heated with oil, propane or kerosene to the state’s Office of Weatherization instead — here, a large share of applicants. The New Jersey IRA Home Energy Rebates have not launched; the state’s page says the programs are in development and not open for applications. Code and climate in Hopewell Township
53.8% of Hopewell Township was built before New Jersey’s first statewide energy subcode of 1 January 1978, and the 13.2% that predates 1940 was built before any of it. Mercer County is climate zone 4A, having moved from 5A in the 2021 code edition; the 2024 edition changed no New Jersey county.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old 2021 code is still accepted until about 16 February 2027. R-49 is what the state considers right for this climate, and it is what we design to.

Not by drilling and filling, and we will not try. A mortared stone wall has no cavity, and pumping anything into it or spraying foam on the inside face can trap moisture in the stone. Those surfaces carry most of the loss, and none of them put the masonry at risk.
