46.7% of East Windsor was built in the 1960s and 70s. Nearly half a township of 12,232 housing units went up inside two decades, and 25.6% of it in the 1970s alone. That single burst of building is why the housing here looks nothing like the townships around it: only 32.2% of units are detached houses, 22.7% are attached, and another 22.7% sit in buildings of ten to nineteen units.
It also means most of East Windsor was framed either side of New Jersey’s first statewide energy subcode of 1 January 1978, and you cannot tell from the street which houses caught it. What the era built is consistent: shared walls, low-slope roofs, electric baseboard and heat pumps, and attic planes nobody ever sealed. 61.6% of occupied units are owner-occupied and the median unit dates from 1976.
Gas heats 72.3% of occupied units and electricity 23.0%, a high electric share that sits almost entirely in the attached and stacked buildings. Oil is only 2.2%.
The houses we insulate in East Windsor
The era split: 3.2% predates 1940, 1.2% is 1940s and 8.5% is 1950s, 21.1% is 1960s and 25.6% is 1970s, then 14.3% in the 1980s, 8.8% in the 1990s, 12.5% in the 2000s and 4.5% in the 2010s. By structure, 5.6% is in five- to nine-unit buildings, 4.6% in twenty to forty-nine, 5.7% in fifty-plus, and 2.2% of the housing stock — 273 units — is manufactured homes.
The 1970s townhouse is the signature building: a party wall to one or both sides, often a low-slope roof with a shallow cavity instead of a real attic, two floors over a slab or small crawl, and a mechanical closet sized for a tighter house than it is. The party wall is what everyone misses — framed to the underside of the roof deck but rarely closed at the ceiling plane, so warm air from your unit rises into the shared cavity and the neighbor’s comes back. End units carry a full exposed wall that interior units do not, and they are always the colder ones on the row.
The detached 1960s and 70s houses are bi-levels, raised ranches, splits and ranches on the streets between the county roads. On a bi-level the lower level is half below grade and the top floor is a long shallow attic; the two failures are the foundation band around the lower level and loose-fill up top that has settled and wind-washed at the eaves. On a split, the short attic over the mid-level and the cathedral ceiling over the living room are unsealed and unbaffled, and the bedroom over the garage sits on open joist bays.
The 14.3% built in the 1980s and the 12.5% built in the 2000s are colonials on infill lots and in later subdivisions. Their walls are filled. Their problems are the air handler and ductwork in a vented attic, tray and cathedral ceilings with no air barrier at the corners, recessed cans, bath fans discharging into the attic, and a garage ceiling under a bedroom.
The 273 manufactured homes are their own building type and most contractors will not touch them. There is no attic to walk: the ceiling cavity is shallow and the roof is often metal or a low-slope membrane. Heat leaves through the belly and the ductwork in it, through gaps at the marriage line on a double-wide, and around a loose skirt. The work is the belly board and duct, the marriage line, the skirting perimeter and the rim, done from underneath.
Only 3.2% of the township predates 1940, scattered around the old crossroads names — Etra, Hickory Corner, Locust Corner, Allens Station, Washington Oak. In those we assume balloon framing and knob-and-tube until an electrician says otherwise, and the wiring comes out before anything goes into a wall.
Twin Rivers and the wall you share
Twin Rivers, population 7,878, was New Jersey’s first planned unit development, and it has been studied ever since, including by specialists in energy conservation. Fifty-odd years on, their questions are the ones we get asked in the driveway: why is the end unit cold, why does one bedroom never keep up, why does a small townhouse’s electric bill look like a bigger house’s gas bill.
The answers are structural. Heat crosses the party wall into a common roof cavity. The mechanical closet and its ducts sit inside conditioned space in some models and in an unconditioned chase in others. Where the heat is electric baseboard or a heat pump, every leak is paid for at the electric rate, which is why the 23.0% of the township on electric heat — concentrated in exactly this housing — feels its envelope more sharply than its neighbors do.
Then the ownership question, which we would rather raise before a visit than after. If the roof deck, the common cavity and the exterior walls belong to an association, that is who authorizes work on them. An owner can usually approve the ceiling plane inside their own unit, the party wall closure on their side, the mechanical closet and duct chase, the hatch and the rim. We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Add depth to a 1974 attic that is open at every top plate, at the party wall and around the mechanical chase, and you have paid for a deeper leaky attic.
In an East Windsor townhouse the sequence is: close the party wall where it meets the ceiling plane, seal the top plates, mechanical and plumbing chases, cans and hatch, vent the bath fan outside rather than into the cavity, then insulate the ceiling to depth — or take the roof plane if the cavity is too shallow to hold it. In a bi-level it starts at the lower-level band joist and foundation wall, then the attic bypasses, then the flat.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in East Windsor

All products are manufactured in the United States and meet applicable building code and safety standards. Insulation rebates in East Windsor
East Windsor is a town where the two bills come from two companies: electricity from JCP&L, gas from PSE&G. Neither governs the other, and a split household can go through either utility’s Whole Home program. Start with whichever utility bills you for the fuel that heats the house, then confirm with the other. With gas heating 72.3% of occupied units, that is PSE&G for most of the township; for the 23.0% on electric heat, it is JCP&L. A contractor’s program approvals usually settle which one leads.
PSE&G Whole Home Energy Solutions offers up to $7,500 in rebates toward air sealing, insulation and related work, plus 0% on-bill repayment of up to $25,000 over 7 years for projects of $10,000 or less and 10 years above that or for income-qualified customers. It starts with an assessment by a BPI-certified contractor participating in PSE&G’s program, whose fee the contractor sets; PSE&G does not publish per-measure amounts. PSE&G’s Whole Home Energy Assessment is free for any residential gas or electric customer in a home of fewer than five units.
JCP&L Whole Home Energy Solutions publishes its arithmetic: $2,000 for a modeled 5% energy saving plus $200 for each percentage point above that, capped at $7,500 and at half the project cost, with 0% on-bill financing of $2,500 to $25,000. JCP&L also offers a free Whole Home Energy Assessment to residential customers who own their home. Both programs are written for one- to four-unit homes the owner lives in, which covers the townhouses and the detached stock but not the larger apartment buildings.
JCP&L Home Weatherization provides up to $14,000 in upgrades and $2,500 in health and safety repairs at no cost for households between 250% and 400% of the federal poverty guidelines, in one- to four-unit homes at least five years old, and PSE&G Home Weatherization covers the same band on the gas side. New Jersey Comfort Partners does the work at no cost at or below 250%, $82,500 a year for a family of four. The New Jersey IRA Home Energy Rebates have not launched; the state’s page says they are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in East Windsor
59.7% of East Windsor was built before New Jersey’s first statewide energy subcode of 1 January 1978, and because 25.6% of the township went up in the 1970s, a large share of it sits right on that line. Mercer County is climate zone 4A, having moved from 5A in the 2021 code edition; the 2024 edition changed no New Jersey county.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old 2021 code is still accepted until about 16 February 2027. R-49 is what the state considers right for this climate and what we design to.
An existing house falls under New Jersey’s Rehabilitation Subcode: insulating an attic does not require bringing the rest of the house to current code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance and needs no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.
