24.1% of Long Branch’s 15,135 housing units predate 1940 — 3,648 of them — which is the largest era cohort in the city and the oldest housing stock of any town we cover in Monmouth County. The other number that decides how we work here is 28.0%: the share of units sitting in buildings of twenty or more, 3,018 of them in buildings of fifty-plus. Those are the mid-rises along the oceanfront, and they are not a retrofit an individual owner can buy.
What we do here is the rest of the city, and it is a lot of it: 5,041 detached houses, 1,749 attached homes and townhouses, and 17.1% of the stock in two- to four-family buildings, which comes to 1,347 units in two-family houses and 1,238 in threes and fours. 41.3% of occupied units are owner-occupied, so ownership matters as much as construction when we scope a job. Gas heats 74.1% of homes and electricity 20.3%, the highest electric share among the shore towns we write about, because so many apartments and condos here were built with electric heat.
Long Branch was a resort before it was a city, formed out of Ocean Township in 1867 and incorporated in 1903, and the era it is still built from is the Gilded Age one, when seven presidents summered here. The neighborhoods carry that history unevenly — Elberon, West End, North Long Branch, the North End once known as Atlanticville, Hollywood, Kensington Park, Branchport, Pleasure Bay — and then the redevelopment districts on the beachfront. The house you own decides the job more than the street does.
The houses we insulate in Long Branch
The pre-1940 frame house is the signature Long Branch job. Two and a half or three stories, narrow and tall on a small lot, a deep porch, a steep roof with dormers, and a summer-resort building history that means none of it was designed to hold heat in February. Assume balloon framing until we open something: the stud bays run from the sill straight to the attic with no fire blocking, so the cellar, the wall cavities and the attic are one connected chimney. Assume knob-and-tube in the walls too, and no wall gets filled until the wiring is settled. The first work is almost never the walls; it is blocking the top of the stud bays at the attic floor, sealing the plates and chases, insulating the attic floor, then the cellar ceiling and the rim.
The 2,585 units in two- to four-family buildings are the working part of the city. Most are older frame houses cut into flats, or purpose-built two-families with an up-and-down layout: one stair chase running the height of the building, a floor cavity between units that is open at the perimeter, one or two heating plants in a cellar, and a low-slope roof over the top unit that has no ventilation path to speak of. We scope a two- to four-family as one building, because the stair, the floor cavity and the roof are shared, and treating one apartment alone leaves the other one feeding air into it.
Then the suburban part. 14.5% of the city is 1940s and 50s and 23.5% is 1960s and 70s, built when the old farms were turned into residential streets after the war. Those are capes, ranches and splits, and they fail the way they fail everywhere: settled loose-fill on a long attic plane, joist bays open at the eave under a cape’s knee wall, an unbaffled slope, a bedroom over the garage. They are the most simple work in Long Branch and usually the best return.
18.4% of the stock has gone up since 2000, 1,957 units of it in the 2000s, most visibly in the beachfront redevelopment districts and around the train station the city made a transit village in 2013. Townhouses of that generation have full walls, so the work is the party wall where it passes into the attic, the ducts in an unconditioned attic or ceiling chase, the tuck-under garage and the low-slope roof sections.
The oceanfront mid-rises are the exception we say out loud. A building of that kind has a masonry or panel envelope with no cavity to fill, no attic above the top ceiling, and an envelope owned by the association rather than by the person in unit 6C. The useful call there is to the board and its engineer. The state’s rebate program draws the same line: it is written for one- to four-unit homes.
What Sandy left, and the houses that came back up
Long Branch flooded in places when Sandy came ashore on 29 October 2012, the boardwalk was destroyed and did not reopen until April 2016, and parts of the city went two weeks without power. Most of the city sits high enough to have been spared the worst, but the low ground toward Branchport and Pleasure Bay did not escape, and a decade of rebuilding has left a particular house behind: one that has been lifted, or gutted and put back, or built new on piers with parking underneath.
Those get insulated from the floor up rather than the attic down. In a raised house the first floor deck is the thermal boundary, and it wants closed cell foam on the underside of the subfloor, continuous across the joist ends and the perimeter beam, so the boundary follows the floor instead of stopping at the walls. Everything below that line is a space that can get wet again: no fibrous insulation in it, no ductwork you cannot afford to lose, mechanicals on platforms or moved upstairs. Where an enclosure below has required flood vents, we leave them clear and never seal them shut.
A house that flooded and was opened to the studs is the one moment when the walls are worth doing in an old frame building. With the plaster already off, the cavities can be blocked, air-sealed and insulated properly, and the balloon-framed bays finally closed at top and bottom. That window shuts when the drywall goes on.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. In a balloon-framed Long Branch house the gap is the wall cavity itself, running from cellar to attic, and no amount of material on the attic floor closes it.
The sequence in an older house here starts at the top of the stud bays: block them at the attic floor with rigid material and sealant, seal the plates, the plumbing and chimney chases and any balloon-framed interior partitions, cap the recessed lights, duct the bath fans outside, and only then insulate the attic floor. Then the cellar, for the rim and the sill. In a two- to four-family the stair chase and the floor cavity between units come first, and the low-slope roof over the top unit is scoped separately because it has no vent channel to work with.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Long Branch
Most of our projects run between $3,500 and $12,500. A two- to four-family is priced as one building on the roof area over the top unit, the height of the stair chase, the stud bays to block and cellar access. In a pre-1940 single-family it is attic floor area and the amount of balloon framing to close. In a raised or rebuilt house it is the square footage of floor deck foamed from below. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Long Branch
Gas in Long Branch comes from New Jersey Natural Gas and electricity from JCP&L. Start with whichever one bills you for the fuel that heats the home, because the gas program requires gas heat: New Jersey Natural Gas for the 74.1% on gas, JCP&L for the 20.3% on electricity. The contractor’s program approvals usually decide which utility leads, and the other is worth a call to confirm.
A second condition matters more here than in most towns. Whole Home Energy Solutions is for one- to four-unit homes that the owner lives in. Where 41.3% of occupied units are owner-occupied, that line decides a lot of jobs: an owner living in one half of a two-family is in the program, a landlord who lives elsewhere is not. We check it before quoting, so nobody budgets around a rebate they cannot claim.
New Jersey Natural Gas Whole Home Energy Solutions, branded SAVEGREEN, pays up to $7,500 in rebates per project — $2,000 at a modeled five percent energy saving plus $200 for each point above that, capped at $7,500 and at half the project cost — with 0% on-bill repayment of up to $25,000 alongside it. Insulation and air sealing both have to be in the job, which has to be installed by June 30, 2027. New Jersey Natural Gas separately offers residential customers a free Whole Home Energy Assessment once every twelve months, a lighter walk-through that leaves small items behind.
JCP&L Whole Home Energy Solutions matches that $7,500 ceiling on the same formula and adds 0% on-bill financing of $2,500 to $25,000, over 36, 60 or 84 months up to $10,000 and 120 months above that or for income-qualified customers. A contractor participating in the program does the audit and JCP&L does not publish its price. JCP&L’s free Whole Home Energy Assessment is open to residential customers who own their home.
For income-qualified households the work can be free. JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 of upgrades and $2,500 of health and safety repairs for households between 250% and 400% of the federal poverty guidelines, in one- to four-unit homes at least five years old. New Jersey Natural Gas Home Weatherization does up to $14,000 of insulation and air and duct sealing for income-qualified heating customers who have owned the home a year or more. New Jersey Comfort Partners works at or below 250% of the guidelines, $82,500 a year for a family of four, in buildings of one to fourteen individually metered units.
New Jersey’s IRA Home Energy Rebates have not launched. The state says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal credit on a 2026 job; treat any proposal that still counts on one as out of date. Code and climate in Long Branch
62.2% of Long Branch was built before 1980 and 24.1% before 1940, which puts a quarter of the city up before there was any energy standard in New Jersey at all and most of the rest up before the state’s first statewide energy subcode of 1 January 1978. Monmouth County is climate zone 4A.
New Jersey adopted the 2024 IECC on 17 August 2026. New construction gets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of no more than 3.0 air changes per hour at 50 pascals. R-49 is what we design a retrofit to reach.
An existing house is covered by New Jersey’s Rehabilitation Subcode instead: insulating an attic does not oblige you to bring the rest of the building to current code, and no blower-door test is required. Blown-in or batt insulation against the interior finish is ordinary maintenance and needs no permit; spray foam and other foam plastic insulation do need one, which we pull as part of the job.
