22.6% of Middletown’s 25,701 housing units were built in the 1950s, the largest single decade in the township. Add the 1940s and the post-war cohort is 26.1%; the 1960s and 70s add another 28.0%, so more than half the township went up in the thirty years after the war. The median unit dates from 1970, and 65.0% of the stock predates 1980.
It is a detached-house township. 77.9% of units are single-family detached and 8.5% attached; 86.2% of occupied units are owner-occupied. Two- to four-family buildings are 3.3% of the stock and buildings of 20 or more units 4.7%. Gas heats 84.8% of homes, electricity 10.6%, oil 2.7%. The work here is the owner’s own attic, crawl space and rim, in a house that was built before New Jersey had an energy code.
Middletown was a group of loosely connected fishing and farming villages until the railroad junction of 1875, and it grew into a suburb so fast after World War II that whatever town center it had was lost. What it has instead is a ring of named places, and the house changes from one to the next: the flat bayshore villages on Sandy Hook Bay, the hills of Navesink and Locust, and the inland subdivisions around Lincroft. Each fails in its own way.
The houses we insulate in Middletown
The 1950s house is the cape and the small ranch, and the bayshore villages hold a great many of them: Belford, Port Monmouth, Leonardo, North Middletown and East Keansburg, on the flat ground along Sandy Hook Bay and Raritan Bay. Lots are small, the houses sit low, and the foundation is a crawl space or a shallow block wall more often than a full basement. The cape fails at the knee wall: a short stud wall with batts on the room side and nothing on the attic side, floor joists that run out under it to an open eave, unbaffled rafter slopes and a shallow flat above. The ranch fails across a long low attic where the original loose-fill has settled to a few inches and every top plate, chase and can light is open to the rooms below. Under both sits a vented crawl space with dirt or a thin slab, damp through a bayshore summer, and a rim joist that has never been sealed.
The 1960s and 70s, 28.0% of the township, are the split-levels and bi-levels of the inland sections, Lincroft, Fairview and New Monmouth among them, and the first of the larger colonials. The split has a bedroom over the garage with open joist bays under the floor, a half-flight attic over the upper level that is awkward to reach and therefore never touched, and a cantilever on the front. The bi-level has its lower floor half below grade behind framed walls that were finished but never insulated, and a garage under the bedrooms. Both were built with R-11 batts in the walls at best and an attic that was insulated once, to a depth nobody would accept now.
The 1980s account for 18.0% of Middletown on their own, and the 1980s and 90s together for 23.7%: the two-story colonials and contemporaries of the later subdivisions and of the hills, Navesink, Locust, Monmouth Hills and the Highlands of Navesink. These carry R-19 in the attic and R-11 or R-13 in the walls, and what fails is the geometry: a cathedral ceiling over the family room with no baffles in the slopes, a two-story foyer with an open chase behind it, an air handler and its ducts in the vented attic, recessed lights in every ceiling, and a bonus room over the garage. The walls are not the job in these houses. The attic plane and the ducts are.
10.9% of the stock predates 1940. Some of it stands in the Middletown Village Historic District, 80 acres on both sides of Kings Highway south and west of Route 35, with colonial structures and three historic churches, the oldest founded in 1688; the district went on the National Register on 3 May 1974, and a landmarked house is insulated from the attic floor, the cellar and the rim, not by drilling its walls. The rest of the pre-1940 stock is the frame housing of the old villages: balloon-framed, with stud bays open from sill to attic and wiring we check before anything goes into a wall.
Bayshore villages and the hills above them
Middletown holds 17.78 square miles of water, and the shape of the township is set by the bay. Belford, Port Monmouth, Leonardo and North Middletown sit on flat, low ground along Sandy Hook Bay, with the Naval Weapons Station Earle pier running 2.9 miles out from Leonardo. A house on that ground has a crawl space or a slab, a water table that is never far down, and a foundation wall that may have been wet. That changes the scope. We do not put closed-cell foam on a crawl space or basement wall that floods; we seal and insulate the floor deck above it instead, block and seal the rim, put a vapor barrier on the ground, and leave the wall to dry. The attic in a bayshore cape or ranch is handled the same way as anywhere else, but the floor and the crawl space are where a bayshore house loses heat and takes on moisture, and they come first.
Away from the bay the ground rises into Navesink, Locust, Monmouth Hills and the Highlands of Navesink, and the houses change with it: larger, later, more of them from the 1980s on, with basements that stay dry and attics that are complicated. There the work is the cathedral slopes, the attic ducts and the rim. Lincroft, Fairview and the inland streets between are the split-level belt. We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Add twelve inches of cellulose over an attic floor that is open at every plate and chase, and the house still breathes through the attic; it just does it under a blanket.
In a Middletown 1950s cape the order is fixed. Block the joist bays under the knee wall at the eave line, put an air barrier on the attic side of the knee wall, seal the top plates, the plumbing and flue chases, the bath fan and the recessed lights, baffle the slopes, then insulate the knee wall, the slopes and the flat. Then go under the house: seal the rim joist and, in a bayshore crawl space, the floor deck. In a split, the garage ceiling and the cantilever get sealed before the attic gets a single bag.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Middletown
Most of our projects run between $3,500 and $12,500. In a Middletown cape the price moves with the feet of knee wall and eave to block and whether the slopes are being filled. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Middletown
Middletown is JCP&L territory for electricity and New Jersey Natural Gas territory for gas. 84.8% of the township heats with gas, so for most homes the heating bill is a New Jersey Natural Gas bill, and that is where to start. A house with two utilities can go through either one’s Whole Home program, and the contractor’s program approvals usually decide which one leads; begin with the utility that bills your heating fuel and confirm with the other.
New Jersey Natural Gas Whole Home Energy Solutions, which the utility brands SAVEGREEN, pays up to $7,500 in rebates per project: $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, plus 0% on-bill repayment of up to $25,000; the utility does not publish the term. Every project must include insulation and air sealing, the work must be done by a contractor participating in the program, and it must be installed by 30 June 2027. New Jersey Natural Gas’s Whole Home Energy Assessment is free for its residential customers, once every 12 months; the fuller assessment that opens a rebate project is priced by the contractor.
JCP&L Whole Home Energy Solutions uses the same formula, capped at $7,500 and at half the project cost, plus 0% on-bill financing of $2,500 to $25,000 over 36, 60 or 84 months up to $10,000, or 120 months above that or for income-qualified customers. The audit is done by a participating contractor, and JCP&L does not publish its fee. JCP&L’s Whole Home Energy Assessment is a no-cost walk-through for JCP&L residential customers who own their home. For the 10.6% of Middletown that heats with electricity and the 2.7% on oil, JCP&L’s program is the one that applies, since the gas program requires gas heat.
Three programs do the work at no cost. New Jersey Natural Gas Home Weatherization gives up to $14,000 in free weatherization to income-qualified NJNG heating customers who have owned the home at least a year, in homes of up to three units more than five years old. JCP&L Home Weatherization for Income-Qualified Customers gives up to $14,000 in upgrades and $2,500 in health and safety repairs to households between 250% and 400% of the federal poverty guidelines, in one- to four-unit homes at least five years old. New Jersey Comfort Partners insulates and air seals at no cost for households at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four in 2026, in buildings of 1 to 14 units; homes heated with oil, propane or kerosene are referred to the state’s Office of Weatherization instead.
New Jersey’s IRA Home Energy Rebates have not launched. The state’s page says the programs are currently in development and not yet open for applications, so they are not available. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025; there is no federal insulation credit on a 2026 job, and a contractor still advertising one is behind the times. Code and climate in Middletown
65.0% of Middletown’s housing went up before 1980, and nearly all of it before New Jersey’s first statewide energy subcode of 1 January 1978. A 1950s bayshore cape was built to no insulation standard at all. Monmouth County is climate zone 4A, with Middlesex and Ocean; Bergen and Morris to the north are 5A, which changes the window number but not the attic number.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is the number the state considers right for this climate, and it is what we design to.
A house already standing falls under New Jersey’s Rehabilitation Subcode. Insulating the attic does not require bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.

Near the bay, the floor. A crawl space wall that has been wet, or could be, is not a place for closed-cell foam or anything that traps water against block. We seal and insulate the underside of the floor deck, block and seal the rim joist, put a vapor barrier on the ground, and leave the wall to dry. On higher ground with a dry foundation, sealing the crawl space walls and closing the vents is the better assembly. We look at the water line on the block before we decide.
