44.1% of Holmdel’s 6,491 housing units were built in the 1980s and 90s, 1,587 of them in the 1990s alone, and the median unit dates from 1987. Only 35.8% of the township predates 1980. That makes Holmdel a different job from the post-war towns down the hill toward Raritan Bay: the houses here were insulated when they were built, and what fails in them is the air handler in the attic, the ducts around it, and the ceilings the framers could not reach.
The rest of the numbers: 77.6% of units are detached houses and 14.3% are attached, which is 927 townhouse and duplex units. Two-unit buildings are 0.3% of the stock, buildings of fifty or more are 3.7%, and 126 units are mobile homes. 91.2% of homes are owner-occupied. 92.3% heat with gas, 2.1% with oil and 3.7% with electricity, so the bill we lower in Holmdel is a New Jersey Natural Gas bill on a large house.
The township was formed in 1857 from Raritan Township, now Hazlet, and it stayed farm country long after its neighbors filled in; Crawford Hill, at 391 feet the highest point in Monmouth County, still belongs to a research laboratory. The houses that matter to us came in two waves: the 1960s and 70s subdivisions, 26.1% of the stock, and the big colonials of the 1980s and 90s that followed once the Parkway exits at 114 and 116 and Route 34 made the farms worth more as lots.
The houses we insulate in Holmdel
The 1990s colonial is the Holmdel house. 24.4% of the township is 1990s and 19.7% is 1980s: two-story foyer, family room with a cathedral or tray ceiling, four or five bedrooms, a bonus room over a two- or three-car garage, a full basement. These went up under the energy codes of their day, so the walls carry R-11 to R-13 batts and the attic floor R-19 to R-30, and blowing more into the walls is not the job. The second-floor air handler sits in the vented attic with its ductwork, outside the insulation. Supply joints and boots leak into the attic, the return pulls attic air into the house, the platform was cut into the ceiling plane, and around it are two dozen recessed cans, the foyer chase, the plumbing walls and bath fans that blow into the insulation. The cathedral and tray slopes were built without baffles, so the batts in them are wind-washed from the soffit. The bonus room has open joist bays on the garage side and a knee wall with nothing behind it.
Before the colonials came the splits, bi-levels and ranches of the 1960s and 70s, 16.2% and 9.9% of the stock, on the older streets around the localities the township still calls Centerville, Everett, Morrells Corner and Pleasant Valley Crossroads. A split fails at the garage-under bedroom, the cantilever and the three-level attic; a bi-level fails at the lower level, half below grade on a slab with block walls that were never insulated; both have a few inches of settled loose-fill and a long attic of unsealed bypasses. These houses were built with no energy code at all, and they are the best payback in Holmdel.
The 927 attached units, 14.3% of the stock, are the townhouses of the 1980s onward. Their weak point is the party wall, where the fire wall stops at the ceiling and the attic above it is open to both units, and the end unit with its one exposed wall. The air handler is in the attic here too. The 240 units in buildings of fifty or more and the 83 in buildings of five to nine have shared roofs and an association that makes envelope decisions; we work with the association, not the owner of one unit. The 126 mobile homes are a floor and belly-wrap job, smaller and simpler than a house, and we will say on the phone whether it is worth doing.
20.0% of Holmdel has been built since 2000: 814 units in the 2000s and 451 in the 2010s. The walls in those houses are full, and the work is ducts, slopes, the garage ceiling and the rim. At the other end, 242 units, 3.7%, predate 1940. These are the farmhouses, the kind Bruce Springsteen rented to write Darkness on the Edge of Town in 1977. They are balloon-framed, often with knob-and-tube still live, and no wall gets filled until the wiring is checked; the first job in one is the attic floor, the cellar and the rim.
The attic that holds the air handler
In a 1990s Holmdel colonial the second-floor system lives in a space that is roughly outdoor temperature. In July that attic is far hotter than the day outside, and every leak in the supply trunk pushes cooled air into it while the return draws hot, dusty attic air back down into the bedrooms. In January the same leaks bleed heat, and the trunk lines lose more through their thin wrap. The homeowner sees a second floor that will not hold temperature and a system that runs all afternoon. The batts on the attic floor are doing their job; the ducts are the loss.
There are two ways to fix it. The first keeps the attic vented: seal every joint, boot and the air handler cabinet, insulate the trunks, seal the platform and the chase around it, then bring the floor to R-49 over sealed ducts. The second moves the thermal boundary to the roof deck with spray foam, so the air handler sits inside the conditioned house. The second costs more, and it is the right answer when the ducts cannot be reached, when a cathedral or tray ceiling makes the floor unworkable, or when the attic is finished storage. We tell you which applies after the walk-through, and we do not foam a roof deck that does not need it.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a Holmdel attic to R-49 over a leaking air handler platform and you have buried the problem under fourteen inches of cellulose.
In a 1990s colonial the sequence is: seal the duct joints and boots and the air handler platform, seal the chase around the two-story foyer, cap and seal the recessed cans, seal the top plates and plumbing walls, vent the bath fans through the roof, baffle the cathedral and tray slopes, block the joist bays under the bonus room and seal the garage ceiling, then the rim joist in the basement. Then insulate. In a split or bi-level it starts at the garage ceiling and the cantilever, then the attic plane, then the block walls of the lower level.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Holmdel
Most of our projects run between $3,500 and $12,500. In Holmdel the number moves with the footprint, because a colonial on a former farm lot has a large attic and a long duct run; with the count of recessed cans and the area of cathedral or tray ceiling; with whether a bonus room over the garage is in the scope; and with the choice between sealing and burying the ducts or foaming the roof deck, which is the biggest single swing. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Holmdel
Holmdel is JCP&L territory for electricity and New Jersey Natural Gas territory for gas. 92.3% of the township heats with gas, and the gas utility’s program requires gas heat, so the place to start is New Jersey Natural Gas and the place to confirm is JCP&L. A house can go through either utility’s Whole Home program, and the contractor’s program approvals usually decide which one takes the lead.
New Jersey Natural Gas Whole Home Energy Solutions, sold under the SAVEGREEN name, pays up to $7,500 in rebates per project: $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, capped at $7,500 and at half the project cost, with 0% on-bill repayment of up to $25,000; the term length is not published. Every project must include insulation and air sealing, and the work must be installed by June 30, 2027. It starts with an assessment by a contractor participating in the program. New Jersey Natural Gas’s free Whole Home Energy Assessment is a separate, lighter walk-through for its residential customers, once every twelve months, that installs small items on the spot and points you at the rebate.
JCP&L Whole Home Energy Solutions uses the same formula, up to $7,500, plus 0% on-bill financing of $2,500 to $25,000 over 36, 60 or 84 months for projects up to $10,000 and 120 months above that or for income-qualified customers. The audit is done by a contractor participating in the program, and JCP&L does not publish the audit fee. JCP&L’s own free Whole Home Energy Assessment is open to residential customers who own the home. For the 3.7% of Holmdel that heats with electricity, JCP&L’s program is the one that applies.
Two no-cost programs sit under those. New Jersey Natural Gas Home Weatherization installs up to $14,000 of insulation, air sealing and duct sealing at no cost for income-qualified NJNG heating customers who have owned the home at least a year, in homes of up to three units more than five years old. JCP&L Home Weatherization for Income-Qualified Customers provides up to $14,000 in upgrades and $2,500 in health and safety repairs at no cost for households between 250% and 400% of the federal poverty guidelines, in homes of one to four units at least five years old. New Jersey Comfort Partners does the work at no cost for households at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four; the 2.1% of Holmdel on oil is referred to the state’s weatherization office instead.
New Jersey’s IRA Home Energy Rebates have not launched. The state’s page says the programs are in development and not open for applications, so they are not available. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025; there is no federal insulation credit on a 2026 job, and a contractor still advertising one is a year behind. Code and climate in Holmdel
35.8% of Holmdel went up before 1980, which is the 1960s and 70s splits and the farmhouses, built before New Jersey’s first statewide energy subcode of 1 January 1978. The other 64.0% was built under a code, but the code of 1990 asked for far less than the code of today. Monmouth County is climate zone 4A, the milder of the state’s two zones.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of 3.0 air changes per hour at 50 pascals. A 1990s colonial with R-19 on the attic floor is thirty R below that. R-49 is the number the state considers right for this climate, and it is what we design to.
A house already standing falls under New Jersey’s Rehabilitation Subcode: insulating the attic does not require bringing the rest of the house to code or a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. Foaming a roof deck in Holmdel is a permitted job, and we handle the paperwork.

Our 1990s Holmdel colonial already has insulation. Why is the second floor hot all summer and cold all winter?
Because the second-floor air handler and its ducts are in the attic, outside the insulation. The batts on the attic floor are fine; the ducts running over them leak conditioned air into the attic and pull attic air back into the bedrooms, and in July that attic is the hottest space on the property. The fix is to seal and insulate the ducts and the platform, seal the ceiling plane under them, and then either deepen the floor to R-49 or foam the roof deck so the system sits inside the house. Adding insulation without touching the ducts changes nothing upstairs.
