897 of Pawling’s 3,443 housing units, 26.1%, were built in 1939 or earlier, and the 1980s added another 599, 17.4%, more than any decade since. Between those two peaks the town built slowly: 14.3% of the stock dates from the 1940s and 50s and 19.9% from the 1960s and 70s. The 1990s added 10.8%, and 11.6% has gone up since 2000. The median unit dates from 1971.
75.7% of units are detached houses, 5.8% attached houses, 4.5% in two-unit buildings and 3.9% in buildings of three or four. The town also has 107 units in buildings of 20 to 49 and 100 in buildings of fifty or more, and no mobile homes. 77.8% of occupied homes are owner-occupied. Heat comes two main ways: 59.1% burn fuel oil or kerosene, 25.1% heat with electricity, 9.1% use bottled propane and 1.5% wood, and Pawling has little or no utility gas service. In an oil house, sealing and insulation show up as fewer deliveries; in an electrically heated house, every unit of heat kept in comes straight off the electric bill.
Those figures cover the whole Town of Pawling in southeastern Dutchess County, named for Catherine Pauling, daughter of Henry Beekman: the village of Pawling, the hamlet of Shorehaven in the west, Quaker Hill near the eastern line, Hurd Corners, Baker Corner, Holmes, Woodinville and West Pawling on Route 55. Putnam County lies to the south, Connecticut to the east, Beekman to the west and Dover to the north.
The houses we insulate in Pawling
The 897 units from 1939 or earlier include the town’s oldest farmhouses and the houses of the village. Quakers settled Quaker Hill from about 1720, and their Meeting House still stands; George Washington made his headquarters at the John Kane House in what is now the village for two months in 1778. The oldest farmhouses are often timber-framed: heavy posts and beams, wall cavities of uneven depth, and additions put on over the generations. Dense-packing that wall means probing cavity by cavity. The later village houses are balloon-framed, with stud bays open from cellar to attic and old wiring to check before anything goes in.
The 1940s and 50s left capes and small ranches: knee walls with nothing behind them, joist bays open under the upstairs floor, and attics with a few settled inches of loose-fill. The ranches and raised ranches of the 1960s and 70s lose heat at the rim joist, the garage ceiling and the attic hatch.
The colonials and contemporaries of the 1980s and 90s, 28.2% of the town together, are the largest group, and on the hills many sit on sloping lots with walkout basements. The downhill side of a walkout is a framed wall above grade, often with little insulation, and its rim joist is exposed to the weather on the outside and to the basement on the inside. Upstairs, the familiar failures are bonus rooms over garages, cathedral ceilings, recessed lights and attic hatches. Some were built with electric baseboard heat, so whatever leaks out is replaced at electric rates.
The 207 units in buildings of twenty or more belong to their owners or associations, and decisions about their walls and roofs are made there.
The valley floor and the hills on either side
Pawling’s geography sorts its houses. The eastern and western parts of the town are high and hilly, rising to Observatory Hill at 1,332 feet. Down the middle run the Great Swamp and the Harlem Valley, where the village sits and where most people live, along NY 22 and Metro-North’s Harlem Line, with stations at the village and at the Appalachian Trail. The lowest ground in town, 420 feet, is in the Great Swamp along the southern boundary.
On the valley floor the first question in any cellar is water. A basement or crawl space on low ground near wetland is more likely to be damp, and insulation installed against a wet foundation wall traps moisture where it does damage. So the water comes first: grading, gutters, drainage or a dehumidifier. Then the rim joist and foundation walls get closed-cell foam, which does not absorb water and acts as its own vapor retarder, never fiberglass batts against a damp wall.
Up on Quaker Hill, around West Pawling and on the slopes toward Hammersly Ridge, the problem is wind. Wind presses air into a house on one side and pulls it out the other, and it blows straight through loose insulation at the eaves if nothing stops it there. A hillside house with a deep attic can still be cold in a January wind, because the leaks are at the eaves, the sill, the walkout wall and the hatch.
We seal before we insulate
Insulation keeps heat from passing through a ceiling or a wall. It is not an air barrier, and a house with plenty of insulation and no air sealing still loses its warm air through every gap the builder left.
In a Pawling walkout colonial the sequence is: seal and insulate the rim joist with closed-cell foam all the way around, including the exposed downhill side; seal the framed walkout wall at its top and bottom plates; seal the floor over the garage and the wall between the garage and the house; then in the attic, seal the top plates, recessed light housings, bath fans, plumbing vents and the chimney or flue chase, weatherstrip and insulate the hatch, set baffles at the eaves, and bring the attic up to depth. Bonus room knee walls get an air barrier on the attic side before they get insulation.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Pawling

The Town and village of Pawling get electricity from NYSEG, not Central Hudson, and have little or no utility gas service. NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It is for market-rate owners of one- to four-family homes, and a repeat customer can put $1,000 toward another package within a year of the first or $2,000 after more than a year. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027; if you want it, move now.
NYSERDA’s EmPower+ is for income-eligible owners and renters of one- to four-family homes. In Dutchess County the moderate-income line is $68,900 for one person and $106,880 for a household of four; under it, EmPower+ pays half the cost of air sealing and insulation up to $7,000. At or below $51,675 for one person or $80,160 for four, it pays the cost up to $14,000. Federal money adds up to $1,600 for air sealing, insulation and ventilation. The work goes through an EmPower+ contractor.
With 25.1% of Pawling on electric heat, one more point matters. New York’s heat pump program is moving to reward, and from 2028 require, a sealed and insulated house before it pays for a heat pump, so insulate first. NYSERDA’s Green Jobs–Green New York program lends $1,500 to $25,000 over 5, 10 or 15 years, and NYSEG carries the On-Bill Recovery Loan. The federal Section 25C tax credit ended for work placed in service after 31 December 2025, so a 2026 job earns no federal insulation credit; be wary of anyone still selling one. New York has no state tax credit for insulation.
Code and climate in Pawling
60.2% of Pawling’s housing was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, so the farmhouses, the village houses and the capes and ranches all predate it. Dutchess County is Climate Zone 5, as is Putnam County across the southern town line.
A new Pawling house is built to the 2025 Energy Conservation Construction Code of New York State, in effect since 31 December 2025. Zone 5 means R-49 in the ceiling, or R-38 where it keeps its full uncompressed height over the wall top plate at the eaves; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 with R-5 continuous; U-0.27 windows; and a blower door result of 3.0 air changes per hour at 50 pascals or better.
Your existing house is not held to that table. Unaltered parts of it need not comply, New York’s code requires no blower door test when an existing home is insulated, and a cavity the work exposes gets filled to full depth. ENERGY STAR recommends R-60 for an uninsulated attic in this climate and R-49 for an attic that already has 3 to 4 inches.

Mostly it is an air leakage problem. Wind pushes cold air in on the windward side and pulls warm air out on the other, through the sill, the rim joist, the eaves, outlets on outside walls and the attic hatch. More insulation alone will not stop that. The fix is to seal those paths first, then dam the eaves so wind cannot blow through the attic insulation, and then add depth. On oil or electric heat, you notice the difference in the next windy week.
