68.3% of Philipstown’s occupied homes heat with fuel oil or kerosene and 11.5% with bottled propane, the highest shares of each among the Putnam towns we cover. Only 12.7% heat with electricity, and the town has little or no utility gas service. Most winters here are paid for by the delivery.
Philipstown also has the largest pre-war share among those towns: 26.3% of its 4,429 housing units predate 1940, 20.5% are from the 1940s and 50s, 25.4% from the 1960s and 70s, 14.1% from the 1980s and 90s and 13.8% from 2000 on, and the median unit dates from 1963. 79.1% are detached houses, 5.7% sit in two-unit buildings and 3.2% in buildings of three or four, and 77.3% of occupied homes are owner-occupied.
Philipstown runs along the east bank of the Hudson, facing Highlands, Cornwall and a sliver of Stony Point across the water, with Cortlandt in Westchester to the south and Fishkill and East Fishkill in Dutchess to the north. Its main population centers are the village of Cold Spring by the river, the village of Nelsonville northeast of it, and the hamlet of Garrison, with Continental Village, Manitou, Graymoor, North Highlands and South Highland beyond them and parts of Hudson Highlands and Fahnestock state parks inside its lines.
The houses we insulate in Philipstown
Philipstown was settled around 1715 and established as a town in 1788, and its 1,163 units built before 1940 carry that age. In a pre-war house, whether in Cold Spring, Nelsonville, Garrison or out on a country road, we expect balloon framing, with stud bays open from the cellar to the attic; plaster on lath that nobody wants to lose; brick or stone walls with no cavity at all in some; and knob-and-tube wiring in the walls until we have proved otherwise. The two-families and small buildings of three or four units share stairs, floors and a roof, and they get scoped as whole buildings.
Filling a balloon-framed wall is a matter of blocking the bays at the top and bottom first, so the dense-packed cellulose stays in and the wall stops acting as a flue, then filling each bay through a small hole from outside or inside, patched afterward. A masonry wall is not filled at all: the attic, the cellar, the rim and the windows’ air leaks are the work. Wiring that is still live knob-and-tube is replaced before any insulation touches it.
The 1950s built 14.6% of the town and the 1970s 15.3%. The capes and small ranches of the first period fail at the knee wall and the eave; the raised ranches and contemporaries of the second at the rim on the block wall, the lower level, and the cathedral ceiling with no baffle and a skylight or woodstove flue through it.
The 13.8% built since 2000, 1.0% of it since 2020, has full walls, and the work is the air handler and ducts in the attic, the tall walls backing onto attic space, and in some, a foam roof deck that needs checking rather than adding to. Philipstown also has 87 mobile homes, where the floor and the skirting are the place to start.
No gas main: oil, propane and the heat pump question
With oil at 68.3% and propane at 11.5%, the saving from sealing and insulating a Philipstown house arrives as fewer fills of the tank. Delivered fuels usually cost more per unit of heat than gas, so the same work tends to pay back sooner here than it would in a gas-heated town. We do not quote fuel prices, because they move.
If you are weighing a heat pump, Philipstown sits in Central Hudson territory, where New York’s Clean Heat program allows heat pump incentives of up to 85% of project cost, against a 70% cap in most other places. That is a real difference, and it is a reason to get the order right. A heat pump sized for a leaky, uninsulated house is a bigger and more expensive heat pump, and in the coldest weeks it works hardest exactly where the house leaks most. New York’s heat pump program is moving to reward — and from 2028 require — a sealed and insulated house before it pays for a heat pump.
So the sequence we recommend in an oil or propane house is: seal and insulate first, live through a heating season if you can, then size the heat pump to the house you now have. If you keep the oil boiler as a backup, we check its combustion air and the chimney chase as part of the air sealing, and the chase is closed with sheet metal and fire-rated sealant, never foam against the flue.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow cellulose into a Cold Spring attic while the balloon-framed walls below it stay open from cellar to roof, and warm air keeps rising straight past the insulation.
In a pre-war Philipstown house the sequence is: block the tops of the open stud bays at the attic and the bottoms at the cellar; seal the sill and rim on the stone foundation; seal the chimney chase, plumbing stacks and ceiling penetrations; then dense-pack the walls, insulate the attic to depth and insulate the rim. In a masonry house the walls drop out of the list and the attic, cellar and rim carry the job.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Philipstown
Most of our projects run between $3,500 and $12,500. In an older village house the number moves with the count of wall bays to block and dense-pack, how the plaster or siding is opened and patched, the sill and rim, and any wiring that has to be dealt with first. A two-family or three-unit building is priced as one building. A newer house is priced on its attic, ducts and slopes rather than its walls.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Philipstown
Philipstown, Cold Spring and Nelsonville buy their electricity from Central Hudson, and there is little or no utility gas service in the town. In New York the electric company decides which programs a house can use, and Central Hudson customers use NYSERDA’s Comfort Home, or EmPower+ if income-eligible, for insulation incentives.
NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It is for Con Edison, NYSEG, Central Hudson and Orange & Rockland electric customers in market-rate one- to four-family homes, and knob-and-tube wiring can block a home’s eligibility. Comfort Home is open in 2026. It closes when the utilities’ new weatherization programs start, planned for around January 2027, so a homeowner who wants Comfort Home money should not wait.
If your household income is under Putnam County’s EmPower+ limit, NYSERDA’s EmPower+ program can pay for air sealing and insulation — at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households — through an EmPower+ contractor, and renters can apply. For four people the 2026 limits are $97,200 or less and under $129,600.
For financing, Central Hudson is one of the utilities that carries NYSERDA’s Green Jobs–Green New York On-Bill Recovery Loans, $1,500 to $25,000 over 5, 10 or 15 years, repaid on the electric bill; a Smart Energy Loan on the same terms is repaid monthly instead. Every program here pays through its own participating contractors, so check eligibility and approved contractors on the MyEnergy portal before you sign.
The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. New York has no state tax credit for insulation. The whole list is in our New York and New Jersey rebate guide.
Code and climate in Philipstown
72.2% of Philipstown’s housing was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, and a pre-war house predates it by four decades or more. Putnam County is Climate Zone 5, as are Orange across the river and Dutchess to the north; Cortlandt, over the southern line in Westchester, is Climate Zone 4.
New construction now follows the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025. In Zone 5 that means R-49 in the ceiling, or R-38 over all of it where its full uncompressed height extends over the wall top plate at the eaves; R-30 floors; R-15 continuous, R-19, or R-13 plus R-5 continuous on basement and crawl space walls; U-0.27 windows; and air leakage of 3.0 air changes per hour or less at 50 pascals.
An old house is not forced up to that table. Parts you do not alter need not comply, no blower door test is required when you insulate an existing home, and a wall or roof cavity the work opens is filled to full depth. ENERGY STAR recommends R-60 for an uninsulated attic in this climate, R-49 where 3 to 4 inches are already there.

Usually, yes. If the walls are balloon-framed, we block the stud bays at the attic and cellar first, then dense-pack cellulose into each bay through small holes, drilled from outside behind a lifted clapboard or from inside and patched. Any live knob-and-tube wiring has to be replaced before insulation goes in. If the walls turn out to be brick, there is no cavity to fill, and we put the effort into the attic, cellar and rim instead.
