The median Phillipsburg housing unit was finished in 1941, and 48.0% of the town’s 7,018 units were standing before 1940 — the oldest stock of any Warren County town we work in. Phillipsburg grew as the Delaware River terminus of the Morris Canal from 1831 and as the point where five railroads met, and the houses built for that workforce are still the houses on the hill.
56.8% of units are detached, but 17.0% are attached — the twins and rows put up shoulder to shoulder on narrow lots — and 12.1% sit in two- to four-family buildings. Another 7.5% are in buildings of twenty units or more. 58.8% of occupied units are owner-occupied, the lowest owner share of the four Warren towns we cover, so many calls here come from someone living in one half of a two-family and renting the other.
Gas heats 68.2% of occupied units, oil 16.2% and electricity 12.3%. 87.7% of the town went up before New Jersey had a statewide energy code. In a stock that old, the insulation is whatever a previous owner put in, and the air leakage rather than the R-value on the label is what the heating bill pays for.
The houses we insulate in Phillipsburg
Of the 7,018 units, 48.0% predate 1940, 26.4% went up in the 1940s and 50s, 13.4% in the 1960s and 70s, 8.0% in the 1980s and 90s and 4.3% since 2000. Only 1.5% has been built since 2010. Nearly everything we scope here is a house framed before anyone measured a building for air leakage.
The pre-1940 house — 3,366 units of it — is a two- or three-story frame house, often balloon framed, with stud cavities that run uninterrupted from the sill plate to the attic floor. Warm air leaves the cellar, climbs inside the walls and dumps into the attic, and no depth of attic insulation stops it. Above the top-floor ceiling there is usually a floored walk-up attic full of storage, so the air barrier has to be built at that floor with the boards lifted. We assume knob-and-tube wiring until we see otherwise, and it comes out before a wall is filled.
The 26.4% built in the 1940s and 50s — 976 units in the 1940s, 874 in the 1950s — filled the higher ground toward Warren Heights, Delaware Park, Lopatcong Heights, Shirmers and Andover Furnace with capes, story-and-a-half houses and early ranches. The cape fails at the knee wall: a short stud wall with batts on the room side and nothing behind them, floor joists running out under the bedroom to an open eave, unbaffled slopes and a shallow flat attic above. The dormer cheeks are on the same air path and are usually the coldest surface in the house.
The 13.4% from the 1960s and 70s is ranches and split-levels, and the ground decides how they were built. Phillipsburg steps up from the river toward the Pohatcong Mountain ridge, so lots are sloped and many of these houses have a walk-out lower level, a garage tucked under a bedroom, or both. The attic is long and low with settled loose-fill, the eaves are wind-washed, and the joist bays over the garage are effectively outdoors.
The 8.0% from the 1980s and 90s and the 4.3% since 2000 have insulated walls already. What they lack is a sealed attic plane: recessed lights, top plates, bath fans venting into the attic.
Twins, rows and the wall between them
17.0% of Phillipsburg is attached housing and another 7.8% is in two-unit buildings. Both change how we scope. A twin shares a party wall that in a pre-1940 building often runs up as an open cavity into a shared attic, with no fire blocking above the ceiling joists. Your heat crosses into the neighbor’s half and their damp cellar air crosses into yours. We close that wall at the attic plane on your side, seal the cornice pocket at the front and insulate your half, and none of it needs the neighbor’s signature.
An up-and-down two-family is a different job. The stair chase and the floor cavity between the apartments run through both units and there is usually one heating plant in the cellar, so sealing half a building is money half spent. We scope and price those as one building. If you own it and live in half of it, the rebate programs treat it as a one- to four-unit home, which is what you want.
The apartment buildings are where we say no. 5.4% of the town’s units sit in buildings of fifty or more and 2.1% in buildings of twenty to forty-nine. Those envelopes belong to an owner, not a tenant, and the utility programs are written for one- to four-unit homes. If you rent in one, the call is to the building’s owner.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. In a balloon-framed house you can lay a foot of cellulose across the attic floor and still lose the heat, because the air travels up inside the walls and never touches it.
In a Phillipsburg pre-1940 house the sequence is: cap the open stud cavities where they meet the attic floor, close the party wall at the attic plane, seal the old coal-flue chase and the plumbing stacks, weatherstrip the walk-up attic door, then seal the top-floor ceiling plane. After that the rim joist and the sill over the stone cellar, rarely mortared tight in a house of this age. Then the insulation goes in at the depth on the quote. In a post-war cape the order starts at the knee walls instead: block the joist bays at the eave, air barrier behind the knee wall, baffle the slopes, then fill.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Phillipsburg
Most of our projects run between $3,500 and $12,500. In a Phillipsburg twin the number moves with the open stud cavities to cap, the length of party wall at the attic, whether the walk-up attic floor has to come up, and whether knob-and-tube has to be dealt with first. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Phillipsburg
Phillipsburg is JCP&L territory for electricity, and the gas utility is Elizabethtown Gas. With 68.2% of the town on gas and 16.2% on oil, which program applies depends on what is in your cellar. Start with the utility that bills you for your heating fuel and confirm with the other; a house can go through either utility’s Whole Home program, and the contractor’s program approvals usually decide which takes the lead.
JCP&L Whole Home Energy Solutions pays up to $7,500 in rebates — $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, capped at half the project cost — plus 0% on-bill financing of $2,500 to $25,000. A contractor participating in the program does the audit, and JCP&L does not publish the audit fee. Separately, JCP&L’s Whole Home Energy Assessment is free for residential customers who own their home: a walk-through with small items installed on the spot.
Elizabethtown Gas Whole Home Energy Solutions runs on the same formula, with 0% on-bill repayment of $2,500 to $25,000 over up to seven years for a project of $10,000 or less and up to ten years above that. It requires an active Elizabethtown Gas account and gas heat, so it is closed to the 16.2% of the town on oil and the 12.3% on electric heat; those houses go the JCP&L route. Elizabethtown Gas offers a free Whole Home Energy Assessment too.
Two no-cost programs sit underneath. JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 of efficiency work and $2,500 of health and safety repairs at no cost for households between 250% and 400% of the federal poverty guidelines, in one- to four-unit homes at least five years old; Elizabethtown Gas runs a matching program at the same limits, which in 2026 means $82,501 to $132,000 for a family of four. New Jersey Comfort Partners does the work at no cost at or below 250% of the guidelines, $82,500 for a family of four, in buildings of one to fourteen individually metered units — which covers most of Phillipsburg’s two- to four-family stock. Homes heated with oil, propane or kerosene are referred to the state weatherization office instead.
New Jersey’s IRA Home Energy Rebates have not launched. The state’s own page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, whatever a flyer says. Code and climate in Phillipsburg
87.7% of Phillipsburg was built before New Jersey’s first statewide energy subcode of 1 January 1978, and 48.0% before 1940, which is to say before insulation was a normal part of a house. Warren County is climate zone 5A, the colder of New Jersey’s two zones.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28 for a 5A county, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted until about 16 February 2027.
A house already standing falls under New Jersey’s Rehabilitation Subcode. Insulating an attic does not oblige you to bring the rest of a 1910 twin up to current code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull. R-49 is the number the state considers right for this climate, and it is what we design to.
