Warren County is only half a gas county. Utility gas heats 49.9% of occupied homes, fuel oil 29.9%, electricity 11.9%, bottled gas 4.2% and wood 2.2%. Close to four homes in ten pay a delivered price for every BTU that leaks out, and delivered fuel changes two things at once: how fast air sealing pays for itself, and which rebate program the house may enter.
The stock is old at one end and new at the other. Of 46,675 housing units the median was finished in 1972, but 22.6% predates 1940 and 25.0% went up in the 1980s and 90s, the largest single cohort. 14.8% is 1940s and 50s, 23.1% is 1960s and 70s, and 14.5% has been built since 2000. 60.5% of the county was standing before New Jersey’s first statewide energy subcode of 1 January 1978. 68.5% of units are single-family detached and 11.1% attached, 7.2% sit in two- to four-family buildings, only 4.6% in buildings of twenty or more, and 464 are mobile homes. 74.3% of occupied units are owner-occupied.
The county reads as three places. Along the Delaware at the southwest tip sit the canal and railroad towns, Phillipsburg facing Easton and the Lehigh Valley across the river — Warren is the one New Jersey county tied to neither the New York nor the Philadelphia combined statistical area. East and north of that runs the farm country of the Musconetcong, Pequest and Paulins Kill valleys, with the county seat at Belvidere and the Jenny Jump and Allamuchy ridges of the Highlands standing over it. The houses across Warren County
The oldest quarter of the county, 22.6% or 10,533 units, is the canal, mill and farm stock. It concentrates hardest in Phillipsburg, where 48.0% predates 1940, and thins going east: Hackettstown 19.5%, Washington Township 14.3%, Lopatcong Township 9.5%. In town it is a two- or three-story frame house on a narrow lot; out on the roads it is a farmhouse added to twice, with three roof planes and a knee-wall attic behind an upstairs bedroom. Both are usually balloon framed, so the stud bays run from sill plate to attic floor with nothing capping them, and warm air climbs inside the walls rather than through them. Both usually have a floored walk-up attic, so the air barrier gets built at that floor with boards lifted, not blown over the top of them. We assume knob-and-tube wiring until we see otherwise, and it comes out before any wall is filled.
The 14.8% from the 1940s and 50s is the cape and the story-and-a-half, heaviest in Phillipsburg at 26.4% and on the roads around the borough of Washington at 16.8%. A cape’s finished upstairs is wrapped on three sides by unconditioned space: a short knee wall with batts on the room side and open air behind them, floor joists running out under the bedroom to an open eave, unbaffled roof slopes, and a shallow flat attic on top. The dormer cheeks sit on the same air path and are usually the coldest plaster in the house. Adding depth to the flat attic while leaving the knee walls open is the most common half-job we are called to finish.
The 23.1% built in the 1960s and 70s is the ranch, the split-level, the bi-level and the raised ranch, and Warren’s hills decide how they were built. Hackettstown is 35.0% of that era, Lopatcong Township 31.6%, Washington Township 26.0%. On sloping lots the lower level is half below grade and the band joist on the foundation wall is the leakiest line in the building, usually stuffed with a batt that never touched the rim. The bedroom or family room over the garage sits on joist bays open at both ends. The attic is long and low, the loose-fill blown into it sixty years ago has settled to two-thirds of its original depth, and the last two feet above the exterior wall are wind-washed for want of baffles. On a house standing in an open field, that wind-washing costs more than it does on a sheltered street.
The newest 39.5% of the county — 25.0% from the 1980s and 90s and 14.5% since 2000 — is subdivision colonials and townhouse rows on former farm ground: Lopatcong Township 21.9% and 29.6%, Washington Township 23.7% and 19.2%, Hackettstown 14.1% and 17.3%. Those walls are already filled, and nobody should be selling blown-in walls on a house that young. The losses are at the ceiling plane and the ductwork: an air handler and its ducts in a vented attic outside the insulation, cathedral and tray ceilings framed with no baffle, a bonus room over the garage, recessed cans punched through the ceiling, and bath fans ending in the attic. Where the house is attached — 11.1% of the county, 5,189 units — add the party wall, which in many rows runs open into a shared attic.
Two forms get handled differently. The two- to four-family houses, 7.2% of the county and 12.1% of Phillipsburg, are scoped as one building, because the stair chase and the floor cavity between flats run through all of it. The buildings of twenty units or more, 4.6% countywide but 12.3% of Hackettstown, are not a retrofit we do: the envelope belongs to an owner or an association, and the state program is written for one- to four-unit homes anyway. If you rent in one, the useful call is to the building’s owner.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Fill a Phillipsburg foursquare’s attic floor to full depth and leave the balloon-framed stud bays open at the top, and the house is still feeding warm air into the attic all winter.
The order changes with the house. In the pre-1940 stock it is the open stud bays at the attic floor, the chimney chase and the porch roof pocket first. In a cape it is the joist bays under the knee wall, then a rigid air barrier on the attic side of that wall, then baffles in the slopes. In a split or bi-level it is the band joist, the garage ceiling and the framed band wall where the upper level steps back. In a 1990s colonial it is the duct seams, the air handler platform, the top plates and the can lights.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Warren County
Most of our projects run between $3,500 and $12,500. In this county the number moves with the shape of the attic — one flat plane over a ranch against a cape’s knee walls, slopes and flat, or a farmhouse’s three roof planes — with the count of bypasses to close first, with whether a band joist, a garage ceiling, a party wall or a floor between flats is in the scope, and with whether the ductwork is inside the house or in the attic. Sloped lots add work at the lower level that a flat lot does not have.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Warren County
Electricity across Warren County is JCP&L, in Phillipsburg, Hackettstown, Lopatcong Township and Washington Township alike. The gas utility, where a main reaches the street, is Elizabethtown Gas in all four. That sounds simple until you look at the fuel: gas heats 49.9% of occupied homes, so the other half of the county is on oil, propane, electricity or wood.
It matters because the gas program requires gas heat. A house with an oil tank in the cellar, a propane tank in the yard, a wood stove or electric baseboard cannot enter the Elizabethtown Gas program, whatever its address. Those homes go through JCP&L, which does not require you to heat with electricity. A house that does burn gas can go through either utility’s Whole Home program; start with the one that bills you for the heat and confirm with the other, since a contractor’s program approvals usually decide which takes the lead.
JCP&L Whole Home Energy Solutions is worth up to $7,500 in rebates against air sealing and insulation. The formula pays $2,000 at a modeled saving of five percentage points and $200 for every point beyond it, stopping at $7,500 or half the project cost. 0% on-bill financing of $2,500 to $25,000 comes with it, repaid over 36, 60 or 84 months up to $10,000 and 120 months above that or for income-qualified customers. A contractor participating in the program does the audit and the work; JCP&L does not publish that fee. Its Whole Home Energy Assessment is a separate free walk-through for customers who own the home, with small items installed on the spot.
Elizabethtown Gas Whole Home Energy Solutions runs the same formula to the same $7,500 ceiling and adds 0% on-bill repayment of $2,500 to $25,000, up to seven years for a project of $10,000 or less and up to ten above that or for income-qualified customers. It needs an active Elizabethtown Gas account and gas heat, and covers single-family houses, townhomes, condos and buildings under four units. Its Whole Home Energy Assessment is free as well.
Underneath both sit the no-cost programs. JCP&L Home Weatherization for Income-Qualified Customers installs up to $14,000 of efficiency work and $2,500 of health and safety repairs at no charge for households between 250% and 400% of the federal poverty guidelines, in one- to four-unit homes at least five years old; Elizabethtown Gas runs a matching program to the same limits, $82,501 to $132,000 for a family of four in 2026. New Jersey Comfort Partners covers households at or below 250% of the guidelines, $82,500 for a family of four, in buildings of 1 to 14 individually metered units — but it refers oil, propane and kerosene homes to the state’s Office of Weatherization, which here is a great many of them.
New Jersey’s IRA Home Energy Rebates have not launched. The state’s own page describes them as in development and not open for applications, so they are not available to anyone here. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, whatever a mailer still promises. Code and climate in Warren County
60.5% of Warren County’s housing went up before 1980, effectively all of it before New Jersey’s first statewide energy subcode of 1 January 1978. The farmhouses, capes, ranches and splits that make up most of the county were framed with no insulation requirement in force, and what is in them is whatever an owner chose to add later. Warren is climate zone 5A, along with Sussex, Morris, Hunterdon, Somerset, Passaic and Bergen — the colder of New Jersey’s two zones, which shows in a valley county where cold air settles overnight on the river flats.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is the number the state considers right for this climate, and it is what we design an attic to.
A house already standing falls under New Jersey’s Rehabilitation Subcode. Insulating an attic does not require bringing the rest of the house up to current code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish counts as ordinary maintenance and needs no permit; spray foam and other foam plastic insulation need one, which we pull as part of the job.
