56.3% of Raritan Township’s 9,136 housing units were built in the 1980s and 90s, and 38.2% went up in the 1980s alone. The median unit dates from 1987. Only 24.9% predates 1980 and 3.8% predates 1940, against 17.3% pre-1940 across Hunterdon County. The rest of the county is farmhouse country with subdivisions dropped into it; Raritan Township is the reverse.
65.5% of the units are detached and 21.6% are single-family attached — 1,974 townhouses and duplex halves, the largest attached share of the Hunterdon towns we cover. 89.4% of occupied units are owner-occupied, 81.1% heat with gas against 45.2% countywide, and 9.1% burn oil. The township completely surrounds Flemington, laid out inside it in 1870 and a separate borough since 1910, so everything outside that line is what we mean here.
In a township whose typical house was framed in 1987, the walls already have batts and the attic already has something on the floor. What is missing is the air barrier: the attic plane over a two-story colonial full of open top plates, recessed cans and a pull-down stair; ductwork in a vented attic; the bonus room over the garage; cathedral ceilings with no baffles; the rim joist.
The houses we insulate in Raritan Township
The decade spread: 3.8% before 1940, 6.1% across the 1940s and 50s, 8.7% in the 1960s, 6.3% in the 1970s, 38.2% in the 1980s, 18.1% in the 1990s and 18.8% since 2000. It sits across 37.65 square miles of the Amwell Valley and the Raritan Valley, the northwestern corner up on the Hunterdon Plateau, the South Branch of the Raritan and the Neshanic through the middle, and old place names — Copper Hill, Croton, Reaville, Larisons Corners — on a township whose housing is mostly forty years old.
The 1980s colonial is the house we scope most often. Its walls carry R-11 to R-13 batts, its attic got R-19 to R-30 of fiberglass laid over an unsealed ceiling, and nobody sealed anything first. Heat leaves through open top plates, plumbing and flue chases, wire penetrations, a pull-down stair with a quarter-inch gap around its frame, and recessed cans that are holes in the ceiling with a fixture in them. Add a colonial’s stack effect and the attic works like a chimney.
The 1990s and 2000s houses, 18.1% and 14.1% of the township, carry more complicated roofs, so the failures move up into the roof geometry. The air handler and trunk lines sit in the vented attic and duct leakage heats the attic instead of the bedrooms. Tray and cathedral ceilings were framed with no baffle, so the slopes are wind-washed and the ceiling below runs cold. In these houses we spend the visit with the ducts, not the walls.
15.0% of the township is 1960s and 70s: ranches, splits and bi-levels, all insulated, which is the trap. The loose-fill has settled well under its original depth, the eaves are wind-washed where nobody installed baffles, and a split has an interior knee wall between levels open to the attic on its back side. The bedroom over the garage is cold because the joist bays under it run out to the exterior wall with no blocking.
The 3.8% built before 1940 and the 6.1% from the 1940s and 50s are farmhouses and post-war capes. In the older ones we assume balloon framing and knob-and-tube wiring until we see otherwise, and the wiring comes out before anything goes into a wall. Fieldstone foundations get sealed at the sill and rim, the garret is often finished and unvented, and the cape fails at its knee walls with joist bays open to the eave.
Townhouses and duplex halves: the party wall
1,974 units here, 21.6% of the township, are single-family attached. They are counted one by one, but they do not fail one by one. In a great many of these buildings the wall between units is drywalled to the ceiling and left open above it, so its top stands in the attic with nothing closing it off. Heated air rises through the partition cavity into a shared attic; on a windy night yours crosses into the neighbor’s side and theirs into yours. The fire-rated draftstop is not an air barrier.
Sealing the top of that wall, the plate line where it meets the ceiling drywall, and any soffit crossing it does more for comfort than any depth of insulation. End units are the coldest in the building: an exposed gable and two corners of real exterior wall where an interior unit has one. Where the attic runs continuous over several units the work gets planned with the association, because the cavity above your ceiling does not stop at your ceiling.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Lay another foot of fiberglass over an unsealed 1980s ceiling and you have an unsealed ceiling with a foot of fiberglass on it.
In the Raritan Township colonial the sequence runs: seal the partition top plates, the plumbing stacks, the flue chase and the wire penetrations at the attic floor; gasket the pull-down stair; cover leaking recessed cans; duct the bath fans out through the roof; seal and insulate the duct runs and the air handler platform; baffle the eaves and any cathedral slope; block the joist bays under the bonus room. Then insulate the flat to R-49, then the rim joist.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Raritan Township

Insulation rebates in Raritan Township
The electric utility here is JCP&L and the gas utility is Elizabethtown Gas. With 81.1% of the township on gas heat, most houses hold a live account with both and get a choice of programs — unusual in a county where gas reaches only 45.2% of homes and 31.5% heat with oil.
Elizabethtown Gas Whole Home Energy Solutions pays up to $7,500 per project: $2,000 for a modeled energy saving of five percent plus $200 for every percentage point above that, capped at $7,500 and at half the project cost, plus 0% on-bill repayment of $2,500 to $25,000, up to seven years for projects of $10,000 or less and up to ten years above that. It needs an active gas account and gas heat. Its Whole Home Energy Assessment is free.
JCP&L Whole Home Energy Solutions uses the same formula, with 0% on-bill financing of $2,500 to $25,000 over 36, 60 or 84 months up to $10,000 and 120 months above that, and JCP&L’s Whole Home Energy Assessment is free for residential customers who own the home. For the 9.1% burning oil and the 2.1% on propane, JCP&L is the only route: the gas program needs gas heat. Start with whichever utility bills you for the fuel you heat with, and expect the assessment for the rebate program itself to be priced by the contractor.
JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 of upgrades and $2,500 of health and safety repairs at no cost for households between 250% and 400% of the federal poverty guidelines, in homes at least five years old; Elizabethtown Gas runs the same amounts. New Jersey Comfort Partners does the work at no cost at or below 250% of those guidelines, $82,500 for a family of four in 2026, and refers oil and propane homes to the state’s Office of Weatherization.
The New Jersey IRA Home Energy Rebates have not launched — the state’s own page says they are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, whatever a flyer in your mailbox says. Code and climate in Raritan Township
24.9% of Raritan Township was built before 1980, the smallest pre-1980 share of the Hunterdon towns we cover and less than half the county’s 51.5%. Those houses went up before New Jersey’s first statewide energy subcode of 1 January 1978, with no insulation requirement at all. The other three quarters were built under an energy code — thin by current standards, but not nothing, which is why the honest scope here starts with the attic. Hunterdon County is climate zone 5A.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28, and air leakage of 3.0 air changes per hour at 50 pascals. A permit application filed under the old code is still accepted until about 16 February 2027.
A house already standing falls under New Jersey’s Rehabilitation Subcode: insulating an attic does not require bringing the rest of the house up to current code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is what we design to.
