Utility gas heats 44.5% of Tewksbury Township, which is another way of saying most of the township heats with something else: 32.5% burn fuel oil, 13.0% run on electricity, 7.7% on bottled propane and 1.4% on wood. That is the highest oil share and the highest electric share of the Hunterdon towns we cover, and it decides both the payback on a job here and which rebate program a house can even apply to.
The stock is 2,370 units, 86.9% of them detached houses on large lots, and 95.7% of occupied units are owner-occupied — effectively an owner-occupied township. The median unit dates from 1978. 35.6% of the housing went up in the 1960s and 70s, the single biggest cohort, 27.7% in the 1980s and 90s, 17.9% since 2000 and 8.4% before 1940. 54.4% predates 1980, more than the county’s 51.5%.
Big detached houses on 31.78 square miles of ridge and valley between the Lamington River and Interstate 78 means long roof planes, deep attics, attached garages with rooms above them, and a lot of exposed wall. It also means no gas main to argue about on most properties, and a fuel bill that arrives by truck.
The houses we insulate in Tewksbury Township
The decade spread: 8.4% before 1940, 5.4% in the 1940s, 4.9% in the 1950s, 17.6% in the 1960s, 18.0% in the 1970s, 17.2% in the 1980s, 10.5% in the 1990s, 15.5% in the 2000s and 2.4% in the 2010s. The settlements are Oldwick, Mountainville, Fairmount, Cokesbury, Pottersville, Fox Hill, Farmersville and Apgar’s Corner, with the rest of the township spread along the county roads.
The 1960s and 70s houses are the core of the work, 35.6% of the township: long ranches, raised ranches, splits and early colonials built when the township was still farmland with lots being carved off it. They have insulation, and that is what fools owners. The loose-fill has settled below its original depth, the eaves are wind-washed because nobody installed baffles, a split has an interior knee wall between the levels open to the attic behind it, and the room over the garage sits on joist bays that run out to the exterior wall with no blocking.
The 1980s and 90s colonials, 27.7% together, have R-11 to R-13 walls and an attic that got R-19 to R-30 of fiberglass laid over an unsealed ceiling. The 17.9% built since 2000 are larger again, with complicated roofs: the air handler and its trunk lines in a vented attic, tray and cathedral ceilings framed without baffles, a bonus room over a three-car garage, and bath fans blowing into the attic. In those houses the walls are already full and the job is air sealing and ductwork.
13.0% of the township heats with electricity, a high share for a rural township, and those houses are the ones where envelope work pays most obviously. Whether it is baseboard, a heat pump or a newer system, every unit of heat is bought at an electric rate, and the load is set by the ceiling, the ducts and the leaks. We scope those houses envelope-first and let the equipment be sized to a smaller load afterwards.
The 200 units built before 1940 are the farmhouses and village houses. Balloon framing that runs open from the cellar to the eave, sills on rubble stone, a garret finished at some point without a vent path, an ell or summer-kitchen wing on a shallow crawl, and knob-and-tube wiring we assume is live until proven otherwise. Wiring comes out before anything goes into a wall.
Oldwick, the historic district and what we will not drill
The village was settled by German families from about 1749 and was called New Germantown until the First World War, when it was renamed Oldwick. Its historic district covers 170 acres along Main Street, Church, King, James, Joliet and William streets, with 127 contributing buildings in a mixture of Victorian, Federal, New England and Georgian styles, and Zion Lutheran Church of 1749 at its center. The Tewksbury Inn dates from 1800 and the Methodist church from 1865.
None of that is a wall we drill through from outside. In a house of this age the wall is often timber frame with lath and plaster inside and no usable cavity, or a cavity so irregular that filling it traps moisture against historic siding. The work is the attic floor and the garret, blocking at every floor line so the framing stops acting like a flue, the sill and rim over a stone cellar, and the floor over a crawl under a later wing. Where a wall really can be filled we do it from inside, and only after the wiring is dealt with.
The same rule holds in Mountainville and the other old hamlets. We would rather do a smaller scope well on a house of this age than sell a wall job that a 1790s frame will not thank us for.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. In a farmhouse with balloon-framed walls open from cellar to eave, a foot of cellulose on the attic floor sits on top of an open chimney.
The sequence in a Tewksbury farmhouse: block the wall cavities at the top plate and at every floor line, close the chases around the chimney and the stack, seal the garret door and knee walls, then insulate the attic floor to R-49 and any slope that can be baffled. Then the sill and rim over the stone cellar and the floor over the crawl. In a 1960s or 70s ranch it starts at the top plates, the bath fan and the attic hatch, then the eave baffles, then the room over the garage.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Tewksbury Township

PSE&G does not publish per-measure amounts. Its free Whole Home Energy Assessment is open to its residential gas or electric customers, which here means its gas customers. No-cost work: JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 of upgrades and $2,500 of health and safety repairs for households between 250% and 400% of the federal poverty guidelines, and PSE&G Home Weatherization does the same for its customers. New Jersey Comfort Partners works at or below 250% of those guidelines, $82,500 for a family of four in 2026, and refers oil, propane and kerosene homes to the state’s Office of Weatherization instead — which in this township is a large share of the housing.
The New Jersey IRA Home Energy Rebates have not launched — the state’s own page says they are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Tewksbury Township
54.4% of Tewksbury Township was built before 1980, more than the county’s 51.5%, and those houses went up before New Jersey’s first statewide energy subcode of 1 January 1978. A 1960s ranch here was framed with no insulation requirement at all, which is why it can hold settled loose-fill and still lose heat like an uninsulated house. Hunterdon County is climate zone 5A, the colder of the state’s two zones.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28, and air leakage of 3.0 air changes per hour at 50 pascals. A permit application filed under the old code is still accepted until about 16 February 2027.
A house already standing falls under New Jersey’s Rehabilitation Subcode: insulating an attic does not require bringing the rest of the house up to current code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is what we design to.
