Most calls about sound insulation in New London County come from buildings where somebody else lives on the other side of the surface. This is a county of divided houses: 7.2% of its 122,712 units sit in two-unit buildings and another 6.2% in three- and four-unit buildings, and only 68.1% of occupied homes are owner-occupied. In the cities that share goes further still. The rest of the calls come from single-family houses where the noise is internal — a bedroom over the garage, a home office beside a family room, a teenager with a drum kit in the basement.
One distinction decides whether the work satisfies. Insulation in a wall or a joist bay absorbs sound; it does not block it. Blocking is done by weight and by breaking the rigid path between the two faces of the assembly. In one manufacturer’s tested walls, a 2×4 partition with fiberglass batts and one layer of 5/8-inch Type X board each side rates STC 35; the same wall with resilient channel on one side rates 48, and a double row of studs rates 56. The batts were in all three. We install the absorption half — mineral wool, fiberglass, dense-pack cellulose, blown fiberglass and open cell foam — and we will tell you when the rest of the answer belongs to a drywall or framing contractor.
Where soundproofing insulation pays in New London County houses
Start with the two- and three-family stock in the cities. Two-unit buildings are 19.9% of New London’s units and three- and four-unit buildings 9.9%, while Norwich runs 13.0% and 12.2%. In a converted whaling-era or mill-era house the units are usually stacked, so the complaint is footsteps, not conversation: an uninsulated floor with a ceiling nailed straight to the joists below. Filling those bays is worth real points, but on a wood-framed floor the published gains assume a ceiling hung on resilient channel, and floor covering upstairs moves impact ratings more than anything in the cavity.
Then the attached houses. Townhouses and duplex halves are 9.6% of Groton’s units, the highest share in the county, with Ledyard at 6.3%, Griswold at 6.2% and Waterford at 6.2%. The party wall between two units is often a single framed wall, sometimes with the attic open above it. Where that wall can be opened, mineral wool or fiberglass fills it and the gap at the top gets closed; where it cannot, dense-pack through drilled holes fills the cavity without stripping the board.
Then the single-family houses with an internal problem. The 1980s and 90s built 42.9% of Colchester, 25.7% of Lebanon and 22.9% of Stonington, and those colonials came with bonus rooms over garages, open stairwells and uninsulated interior partitions. In a raised ranch or split in Montville or East Lyme, the bedroom above the garage hears the door opener and the car. Bathroom walls, laundry walls, media rooms and a bedroom shared with the mechanical room are the other regulars.
Some of this is not the homeowner’s call. New London puts 16.4% of its units in buildings of twenty or more, Norwich 8.9%, and in a building that size the landlord or the condominium board says whether a shared wall or floor gets opened at all. We will walk it with them.
How we do soundproofing insulation in New London County
The first hour is diagnosis, because the fix follows the noise. Voices, a television and traffic are airborne, rated by Sound Transmission Class. Footsteps, the garage door and a washing machine are structure-borne, rated by Impact Insulation Class, and they travel through framing and rigid connections. A floor can score well on one and badly on the other, which a homeowner hears as not making out the words but hearing every step. We also look for the holes, because insulation does nothing for a gap: back-to-back outlet boxes, a duct running straight from one room into the next, the open top of a party wall, a plumbing chase.
Then the material, chosen for the cavity rather than the brochure. Unfaced mineral wool or fiberglass batts, cut to fill the bay without gaps, are the standard for an open wall; thickness matters more than density, and a batt that is folded or pinched loses what it was bought for. For bays crowded with wiring and pipe, a knee wall, or an open-web truss floor, open cell foam fills what a batt cannot; it is the foam for sound, with a published absorption coefficient far above closed cell’s, which is rigid and absorbs very little. For walls and ceilings already closed, dense-pack cellulose or fiberglass goes in through small holes at high density and the holes are patched. Anything already in the cavity that is wet, settled or rodent-fouled comes out under containment with a HEPA vacuum first, and mold growing on framing or sheathing is a remediation trade that finishes before we fill anything.
Then the honest boundary. Adding board, hanging it on resilient channel, building a second row of studs, mass-loaded vinyl and acoustic underlayment are drywall, framing and flooring work, and they are where the big numbers come from. What is ours is the cavity and the sealing: filling the bay completely, sealing around boxes, pipes and framing gaps, and sealing the outlets and the base of a wall that stays closed. A room over a garage arrives with its ceiling already closed, since the residential code here requires 5/8-inch Type X gypsum board under living space, so those bays get dense-packed through the garage side and anything penetrating that ceiling has to stay protected.
What soundproofing insulation costs in New London County
Most of our projects run between $3,500 and $12,500. A sound job is priced by the number of bays, not the square feet of room. Open walls in a gut renovation are the cheapest to fill. A closed party wall in a Groton townhouse is priced by bay count and patching. A floor between two apartments in New London or Norwich is the most involved, because the ceiling below usually has to come down for the bays to be filled, which brings in other trades. Rebates for soundproofing insulation in New London County
Be clear-eyed about this one: Connecticut’s programs pay for energy, not for quiet. The Energize Connecticut insulation incentive, reached through a Home Energy Solutions visit at a $40 copay for one- to four-unit homes not served in six years, names its qualifying areas — attic floors, floored-over attics, walls, basement and garage ceilings and rim joists — and the wall rule is written around the building envelope: existing R-4 or less, finishing at R-13 or greater. An interior partition between two bedrooms is not an envelope wall and will not be paid for. A garage ceiling under a bedroom, an exterior wall being opened anyway, or an attic floor over a noisy top story can qualify on their energy merits, at up to $2.00 per square foot or 75 percent of the total cost, whichever is less, to a maximum of $10,000. Mineral wool, fiberglass batts, blown fiberglass, cellulose, dense-pack cellulose and spray foam are all on the accepted materials list.
The order still applies to anything that does qualify: recommended at the Home Energy Solutions visit, approved before installation, installed by an approved contractor from the Energize CT Insulation Installers Network. Ask any installer who quotes you, this company included, whether they are in that network. The incentive rises to $2.50 per square foot for income-qualified households and for any address inside a designated environmental justice community, which takes in all of Griswold, Groton, Montville, New London and Norwich and block groups within East Lyme, Lebanon, Ledyard, Stonington and Waterford.
A building on a municipal meter is outside Energize CT and inside a narrower offering. Norwich, billed for both electricity and gas by Norwich Public Utilities, has a wall and attic rebate only. Groton, shared between Groton Utilities and Eversource, and the parts of Lebanon and Montville on Bozrah Light & Power, have an attic rebate that requires electric heat and/or central air conditioning. Part of Griswold sits with the Jewett City Department of Public Utilities, whose current terms have to come from the utility. Everywhere else the meter belongs to Eversource. Where the building is rented, the program expects the landlord’s approval before a tenant applies. No federal tax credit covers insulation placed in service after 31 December 2025. Code and climate in New London County
New London County is climate zone 5A, so any wall we open on the outside of a building has to meet the energy numbers as well as the sound goal: under the 2022 Connecticut State Building Code and its 2021 IECC, a wood-frame wall takes R-30 in the cavity or one of three cavity-plus-continuous combinations. A batt chosen for sound still has to carry its R-value.
Sound has its own code, and it applies between homes rather than inside one. The 2021 International Building Code, as adopted in Connecticut’s 2022 code, requires walls, partitions and floor-ceiling assemblies separating dwelling units to reach STC 50 in a laboratory test, or a Normalized Noise Isolation Class of 45 when tested in the field, and floor-ceilings to reach IIC 50, or a Normalized Impact Sound Rating of 45 in the field. Penetrations for piping, electrical devices and ducts have to be sealed, lined or otherwise treated so the rating survives. The residential appendix sets STC 45 and IIC 45 between dwelling units including adjacent townhouse units. Nothing in either sets a number for a wall inside a single home, and how the sections apply to an existing wall is the building official’s call. If a rating has been promised to you, ask for the laboratory, the report number and the test date — an old report can overstate a modern wall by several points.

Does sound insulation actually stop noise between apartments?
It reduces it; it does not stop it. Filling an empty cavity is worth roughly 4 to 11 points of Sound Transmission Class in the published guideline tables, which turns loud speech understood through a wall into a murmur. Getting past that takes weight and separation: another layer of board, resilient channel, or a second row of studs, which are drywall and framing work. What insulation is best for wall noise — fiberglass, mineral wool or foam?
For an open wall, unfaced mineral wool or fiberglass batts cut to fill the bay. Stone wool reads a few points higher in its own maker’s tests, but the sets come from different laboratories, and thickness and a gap-free fit matter more than density.
