Four in ten Paramus homes were built in the 1940s and 50s. That is 40.2% of the borough, a higher share than any other Bergen County town we cover, and only 5.9% predates 1940. Paramus went from 6,268 people in 1950 to 23,238 in 1960 as the malls rose at Routes 4 and 17, and what it built in that decade was capes and ranches: 84.2% of its housing is detached and 81.7% is owner-occupied.
So this is a cape page. The knee wall is the most common failed assembly in Paramus, and the asbestos-cement siding on many of those capes decides how the walls get filled. This page is for the owner of one of those houses, and for the owner of the large replacement house that went up on a cape lot after 2000.
The houses we insulate in Paramus
The median Paramus home was built in 1963. Of 8,898 units, 5.9% predate 1940, 40.2% were built in the 1940s and 50s, 22.6% in the 1960s and 70s, 15.5% in the 1980s and 90s and 15.8% since 2000; 68.7% of the borough predates 1980. Detached houses are 84.2% of the stock, two- to four-family buildings 5.1%, and buildings of 20 or more units 5.7%. The borough was incorporated in 1922 as a rural area of celery farms and dirt roads, and it nearly quadrupled between 1948 and 1958 as Garden State Plaza and Bergen Mall opened in 1957, the Fashion Center in 1967 on 33 acres of celery farm, and Paramus Park in 1974.
The neighborhoods have names: Arcola, Bergen Place, Dunkerhook, Fairway Oaks and Spring Valley, where farmland gave way after the war to residential streets such as Maywood Avenue and Highland Avenue, and where new homes and split-levels replaced some old farm fields through the 1950s and 60s. The house on those streets is a cape or a ranch.
A cape’s weak point is the knee wall: a short stud wall with insulation on the room side and no air barrier behind it, facing a triangular attic that is open to the eaves. The floor joists run under the knee wall out to the eave, so outdoor air moves under the bedroom floor all winter. The slopes are 2×6 rafters with no baffle, the flat attic above is shallow, and the dormer cheeks belong to the same air path. None of it was wrong for the 1950s; the standard moved. Many of these capes carry asbestos-cement shingle siding, and that settles how the walls get done: we fill them from inside or by lifting shingles, never by drilling through the siding.
The 1960s and 70s ranches and split-levels, 22.6% of the borough, are insulated, which is the trap: settled loose-fill, wind-washed eaves, a long low attic of unsealed bypasses, a cantilevered bay and a bedroom over the garage with open joist bays under it. The 1980s–90s colonials, 15.5%, have code-minimum R-11 to R-13 walls and an R-19 to R-30 attic that leaks at the rim, the garage wall, the recessed cans and the soffits, with the air handler sitting in the vented attic.
Paramus Road carries three Register-listed Jersey Dutch stone farmhouses, the Terhune, Harmon Van Dien and Zabriskie houses. Those walls are mortared sandstone with no cavity to fill, and we will not drill them; the work is the garret from inside, the attic floor, the cellar and rim, and any later frame wing. Along the Saddle River, the borough’s western edge, a lower level that has been wet gets the flood treatment: seal and insulate the first-floor deck, and no closed-cell foam on a wall that floods.
If your Paramus house went up after 2000, the walls are not the job
15.8% of Paramus has been built since 2000, and much of it is the replacement house: a cape came down, and a large house with a complex roof went up on the lot. Those houses were built to the energy codes of 2000 to 2015, and their walls are full. Anyone selling you blown-in walls on a post-2000 house is selling you the wrong thing.
What fails in them is different. The air handler and the ductwork sit in a vented attic, outside the insulation, and the duct leakage heats the attic instead of the bedrooms. Tray and cathedral ceilings were built without baffles, so the insulation in the slopes is wind-washed and the ceiling below is cold. The bonus room over the garage has open joist bays under it. Bath fans blow into the attic. It is an air-sealing and duct job: seal and insulate the ducts, seal the air handler platform, baffle the slopes, close the garage ceiling, vent the fans outside. That is where the savings are in a house whose walls are already full.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Stuff a cape’s knee-wall attic with batts and leave the joist bays open at the eave, and the bedroom floor is as cold as it was.
In a Paramus cape the sequence is: block the joist bays under the knee wall at the eave line, put an air barrier on the back of the knee wall, seal the top plates, the plumbing and flue chases, the bath fan and the recessed lights, baffle the slopes so they can be filled without choking the eave, then insulate the knee wall, the slopes and the flat attic. Then the rim joist in the basement. In that order the insulation performs at the depth on the quote.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Paramus

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Paramus
Paramus is PSE&G territory for both electric and gas. 86.8% of the borough heats with gas and only 1.3% with oil, so there is no fuel-switching conversation here; the case is the gas bill, and the rebates are PSE&G’s.
PSE&G Whole Home Energy Solutions offers up to $7,500 in rebates toward air sealing, insulation and related work, plus 0% on-bill repayment of up to $25,000 over 7 or 10 years. It starts with PSE&G’s home energy assessment, and the work must be done by a BPI-certified contractor participating in PSE&G’s program. PSE&G does not publish per-item amounts. The Whole Home Energy Assessment itself is free for any PSE&G gas or electric customer, once a year.
Two no-cost programs sit under that. PSE&G Home Weatherization provides insulation, air sealing and duct sealing at no cost for households above 250% and below 400% of the federal poverty level. New Jersey Comfort Partners does the same for households at or below 250% of the federal poverty guidelines, for example $82,500 for a family of four; homes heated with oil or propane are referred to the state weatherization office. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025. There is no federal insulation credit on a 2026 job.
Code and climate in Paramus
68.7% of Paramus went up before 1980, and New Jersey’s first statewide energy subcode took effect on 1 January 1977, so the 1950s cape was built with no energy code at all. Bergen County is climate zone 5A; Essex, Hudson and Union next door are 4A.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a permit application filed under the old code is still accepted for six months, until about mid-February 2027 — with walls at R-20 plus R-5 continuous, windows at U-0.28, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is the number the state considers right for this climate, and it is what we design to.
A house already standing falls under New Jersey’s Rehabilitation Subcode: insulating the attic does not require bringing the rest of the house to code or a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.
