Insulation Contractors in Neptune Township, NJ

21.6% of Neptune Township’s 12,976 housing units predate 1940 — 2,807 of them — and that is the largest single era cohort in a township whose median unit dates from 1963. Both are true at once because Neptune is two building histories side by side: a 19th-century seaside town at the ocean end, and the postwar subdivision running west from it.

The rest of the shape: 64.8% of units are detached houses and 10.9% attached, 10.3% sit in two- to four-family buildings, 7.1% in buildings of five to nineteen units and 6.2% in buildings of twenty or more. 98 units are mobile homes. 68.6% of occupied units are owner-occupied, and 1,589 units stand vacant at a given count, which in a shore town is partly housing lived in for only part of the year. Gas heats 82.2% of occupied homes, electricity 9.4%, oil 3.3% and bottled gas 2.9%.

The township runs from the Atlantic Ocean west to the Garden State Parkway at Exit 100, with the Shark River estuary as its southern border and Asbury Park to the north. Inside it are Ocean Grove on the beachfront, the riverside community of Shark River Hills, Mid-town, Whitesville, West Neptune, Green Grove and Summerfield, and the Route 66 corridor in the west. Which part of the township you are in decides the job more than the deed date does.

The houses we insulate in Neptune Township

The 2,807 units built before 1940 are frame houses, and we treat every one of them as balloon framed until something is opened. The stud bays run from the sill plate to the attic with no fire blocking, so cellar, walls and attic behave as one connected flue, and the attic floor is the top of it. Knob-and-tube is the second assumption, and no wall cavity is filled until the wiring is settled. The first work is not insulation: it is blocking the stud bays at the attic floor, sealing the plates and the plumbing and chimney chases, then insulating the attic plane and coming back for the cellar ceiling and the rim.

The postwar township is the other half of the book: 23.0% of the stock is 1940s and 50s, 2,335 units of it built in the 1950s alone, and 16.2% is 1960s, another 2,102 units. That is the cape and the ranch, on the streets of Shark River Hills, Whitesville, West Neptune and Green Grove. A cape fails at the knee wall: batts stapled to the room side with nothing behind them, floor joists running under the knee wall out to the eave, unbaffled 2×6 slopes and a shallow flat above. A ranch fails across a long low attic where the loose-fill has settled below its rated depth, the eaves are wind-washed and the top plates, flue chase and bath fan were never sealed.

8.0% of the township went up in the 1970s and 11.0% in the 1980s, 15.5% across the 1980s and 90s. Those are splits, bi-levels and contemporaries, and the failure moves off the attic plane: an attic on each level with a short knee wall between them that nobody insulated, a bedroom over an uninsulated garage with the joist bays open at the band, a cantilevered bay in outside air, and cathedral slopes with no vent baffle, so the rafter bay is wind-washed and the ceiling below is cold.

1,412 units are attached homes and 15.7% of the township has gone up since 2000, 994 units in the 2000s and 978 in the 2010s. Those walls are already full, and anyone selling blown-in walls on a house of that age is selling the wrong thing. The work is the party wall where it passes through the attic plane, usually unsealed and open to the framing on both sides, the air handler and ducts sitting in a vented attic, the tuck-under garage ceiling, and bath fans blowing into the roof cavity.

10.3% of the stock is in two- to four-family buildings, 406 units in twos and 931 in threes and fours. We scope those as one building: the stair chase, the floor cavity between units and the roof over the top unit are shared, and sealing one apartment pushes air into the other. The 6.2% in buildings of twenty or more get a different answer: no attic above the top ceiling, no cavity to fill, and an envelope owned by an association rather than by the person in the unit — which is where the state’s rebate program draws its own line at one- to four-unit homes. The 98 mobile homes start under the floor.

South and west, toward the Shark River estuary, houses sit on crawl spaces rather than full cellars. A vented crawl space here is a cold, damp plenum: the batts between the floor joists sag out of contact and end up on the ground, the ducts leak into it, and the floor above never warms up. It gets closed at the walls and rim instead of stuffed between the joists.

Ocean Grove: a summer town asked to hold heat in February

Ocean Grove was founded in 1869 as a summer camp meeting site by Methodist clergymen, and it is listed on the National Register of Historic Places, noted for its Victorian architecture and for the Great Auditorium. That history is the insulation story. The cottages went up as warm-weather buildings on a tight grid, tall and narrow with steep roofs, deep porches and a garret under the ridge, and none of it was drawn to hold heat through February. Most are heated year round now.

What we find in them is consistent. The garret is finished or half-finished, with knee walls behind the plaster and a floor that is also the ceiling below, so the assembly has to be worked out before anything is blown. The stud bays are open top to bottom. The porch roof ties into the wall at the second-floor band, one of the leakiest joints in the building, and old flue chases pass through every floor. Between the buildings there is often barely working room, so wall cavities are done from inside or not at all.

The order of operations matters more here than the R-value on the quote. Close the tops of the stud bays and the porch band, seal the chases and the garret perimeter, insulate whichever plane the finished space needs — sloped ceiling, knee wall, attic floor, or all three — and treat the cellar or crawl as the bottom of the box. Sealed in that order, a cottage stops delivering the draft Ocean Grove owners complain about: cold air at ankle height in a room whose ceiling is already insulated.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. In a balloon-framed Neptune house the gap is the wall cavity itself, open from cellar to garret, and no depth of material on an attic floor closes it.

In an older house the sequence starts at the top of the stud bays, blocked and sealed at the attic floor, then the top plates, the chases, the porch band, the cans and the bath fan ducted outside, and only then insulation on the attic plane, followed by the rim and sill. In a Shark River Hills cape it starts at the eave instead: block the joist bays under the knee wall, put a real air barrier on its back side, baffle the slopes, then insulate knee wall, slope and flat in that order. In a split, the knee wall between levels and the garage ceiling come before the attic gets another inch.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Neptune Township

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Neptune Township

Electricity in Neptune comes from JCP&L and gas from New Jersey Natural Gas. Start with whichever one bills the fuel that heats the house, because the gas program requires gas heat: New Jersey Natural Gas for the 82.2% on gas, JCP&L for the 9.4% heating with electricity. Which one leads usually follows the contractor’s program approvals, and the other is worth a call to confirm.

New Jersey Natural Gas Whole Home Energy Solutions, branded SAVEGREEN, pays up to $7,500 in rebates per project: $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, capped at $7,500 and at half the project cost. Alongside it sits 0% on-bill repayment of up to $25,000. Insulation and air sealing both have to be in the job, installed by June 30, 2027. Residential customers can also get a free Whole Home Energy Assessment once every twelve months, a lighter walk-through that leaves small items behind.

JCP&L Whole Home Energy Solutions uses the same ceiling and the same formula, and adds 0% on-bill financing of $2,500 to $25,000 over 36, 60 or 84 months up to $10,000, or 120 months above that or for income-qualified customers. The audit is done by a contractor participating in the program and JCP&L does not publish what it costs. Its free Whole Home Energy Assessment is open to residential customers who own the home they live in.

Income-qualified households can have the work done at no cost. New Jersey Natural Gas Home Weatherization covers up to $14,000 of insulation and air and duct sealing for heating customers who have owned the home a year or more, in buildings of up to three units. JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 of upgrades and $2,500 of health and safety repairs for households between 250% and 400% of the federal poverty guidelines, in one- to four-unit homes at least five years old. New Jersey Comfort Partners works at or below 250% of the guidelines, $82,500 a year for a family of four. The 3.3% of Neptune homes on oil and the 2.9% on bottled gas fall outside the gas program, and Comfort Partners refers those households to the state weatherization office.

New Jersey’s IRA Home Energy Rebates have not launched. The state says the programs are in development and not open for applications, so nothing should be budgeted against them. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025; a proposal that still counts one in is out of date. Code and climate in Neptune Township

68.8% of Neptune’s housing was built before 1980 and 21.6% before 1940, so more than two thirds of the township went up before New Jersey’s first statewide energy subcode of 1 January 1978, and a fifth of it before any energy standard existed here at all. Monmouth County is climate zone 4A.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of no more than 3.0 air changes per hour at 50 pascals. R-49 is what we design a retrofit to reach.

An existing house answers to New Jersey’s Rehabilitation Subcode instead. Insulating an attic does not oblige you to bring the rest of the building up to current code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need one, which we pull as part of the job.
