Insulation Contractors in Toms River, NJ

Toms River has 45,845 housing units, the largest stock of the Ocean County towns we cover, and 37.0% of them went up in the 1960s and 70s. The median unit dates from 1978, and 54.1% of the township predates New Jersey’s first statewide energy subcode of 1 January 1978, which is to say it was framed before anyone had to put insulation in a wall. 78.8% of units are detached, 81.8% are owner-occupied, and gas heats 84.6% of them. That is a retrofit market: one owner, one gas bill, one attic.

The house is a ranch or a cape on a slab or a crawl space, put up in the decades after the Garden State Parkway opened, when what was then the Township of Dover filled out from the old village to the bay. The 1980s and 90s added 27.0%, much of it in the decade the township gained more than 20,000 residents, and 18.9% has been built since 2000.

Three assemblies do most of the work here: the low vented attic over a 1960s ranch, the crawl space under it, and the open underside of a house now standing on pilings in Silverton or Ortley Beach.

The houses we insulate in Toms River

Of the 45,845 units, 2.7% predate 1940, 14.4% are 1940s and 50s, 37.0% are 1960s and 70s, 27.0% are 1980s and 90s and 18.9% have gone up since 2000. Detached houses are 78.8% of the stock and attached houses 4.5%; 2.5% of units sit in buildings of fifty or more, and 1,407 are mobile homes. Oil heats 3.7% of occupied units and electricity 9.3%.

The 2.7% that predates 1940 is the village, county seat since 1850 and listed on the state and national registers, and the streets around it: balloon framing, nothing in the walls, a cellar under some and a crawl space under others. We assume knob-and-tube until the attic says otherwise.

The 1960s and 70s ranch is the Toms River house, 18.8% of the stock from the 60s and 18.2% from the 70s. On the coastal plain it sits on a slab or a shallow crawl space, not a basement. On the mainland streets of East Dover, Silverton, Gilford Park and Pine View it has a low-pitched roof over a shallow attic, loose-fill settled to half its depth, no baffles at the eaves, and a ceiling full of unsealed bypasses: the hatch, the bath fans, the top plates, the recessed lights, the flue chase. The crawl space under it has a dirt floor, vents open all year, fiberglass hanging out of the joists and ductwork running through it, which is why the floor is cold in February and the house is damp in July. The fix is to close the vents, lay a vapor retarder, foam the walls with closed cell and bring the crawl space inside. A ranch on a slab loses at the slab edge and the sill instead.

The 1980s and 90s house, 27.0% of the township, is the colonial or contemporary on the newer streets in West Dover and Pleasant Plains. Those walls hold R-11 to R-13 batts and the attic R-19 to R-30, so blown-in walls are not the sale. What fails is the vented attic with the air handler and ducts in it, the cathedral slope built without baffles, the bonus room over the garage and the rim. The post-2000 houses, 18.9%, are the same story with fuller walls.

The 1,407 mobile homes have a belly board under the floor, a shallow roof cavity and skirting the wind gets under. The work is the belly, the skirting and the roof-over; the walls are rarely worth opening.

Silverton, Ortley Beach and the house that was raised after Sandy

In October 2012 the surge from Barnegat Bay gave Silverton and the downtown their worst flooding on record, and the barrier peninsula across the bridge took worse. Much of Dover Beaches North and South, Ortley Beach, Normandy Beach, Ocean Beach and Chadwick was rebuilt or lifted afterward, and many bay-front houses on the mainland went up on pilings. That created a house form the coastal plain did not have in 1975: a first floor eight or ten feet in the air with the floor framing open to the wind on every side.

A raised house loses more through its floor than through its roof, so the underside is the assembly. Batts stapled between the joists sag, wick and fall out within a few winters. The answer is closed cell foam sprayed to the underside of the subfloor, sealing the floor plane and every penetration, with the ducts and water lines brought up inside that layer where they cannot freeze. Nothing that holds water belongs below flood level, so no fiberglass goes under a raised house and the ground-level enclosure stays flood-vented and bare. The same rule applies to a bay-front house that was never lifted: if the crawl space or garage floods, the deck above it is the insulated line, not the wall below.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a ranch attic to R-49 over an open hatch and thirty unsealed can lights and the ceiling leaks the same air it did before.

In a Toms River ranch the sequence is: seal the attic plane first, the top plates, the hatch, the bath fans, the chases and the light fixtures; baffle the eaves; then blow the attic. Below, close the crawl space vents, seal the rim and the sill, lay the vapor retarder and foam the crawl space walls. In a raised house: seal every floor penetration, foam the underside, then bring the ducts inside the foam.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Toms River

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Toms River

Toms River is JCP&L territory for electricity and New Jersey Natural Gas territory for gas. Both run the same statewide program, Whole Home Energy Solutions, for owner-occupied homes of one to four units, and a house billed by one company for gas and the other for electricity can go through either — start with the one that bills you for heat. For 84.6% of Toms River that is New Jersey Natural Gas, whose program requires gas heat; a house on electricity or oil starts with JCP&L.

New Jersey Natural Gas Whole Home Energy Solutions, branded SAVEGREEN, pays up to $7,500 in rebates per project: $2,000 for a modeled saving of five percent plus $200 for every point above that, capped at half the project cost, with 0% on-bill repayment of up to $25,000 whose term is not published. Every project must include insulation and air sealing, the work must be installed by June 30, 2027, and a participating contractor does the assessment. Its lighter Whole Home Energy Assessment walk-through is free for New Jersey Natural Gas residential customers once every twelve months.

JCP&L Whole Home Energy Solutions pays up to $7,500 on the same formula, plus 0% on-bill financing of $2,500 to $25,000 over 36 to 120 months. JCP&L does not publish the audit fee, and its own free Whole Home Energy Assessment walk-through is open to residential customers who own their home.

Three no-cost programs sit under those. New Jersey Natural Gas Home Weatherization gives up to $14,000 in free insulation and air and duct sealing to income-qualified gas-heating customers who have owned the home a year. JCP&L Home Weatherization for Income-Qualified Customers gives up to $14,000 in upgrades and $2,500 in health and safety repairs at no cost for households between 250% and 400% of the federal poverty guidelines. New Jersey Comfort Partners does the same at or below 250% of those guidelines, $82,500 a year for a family of four in 2026; the 3.7% of Toms River that heats with oil is referred to the state’s Office of Weatherization instead.

New Jersey’s IRA Home Energy Rebates have not launched. The state’s page says they are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025; there is no federal insulation credit on a 2026 job, whatever a flyer says. Code and climate in Toms River

54.1% of Toms River went up before 1980, nearly all of it before New Jersey’s first statewide energy subcode of 1 January 1978, so the ranch in Silverton was built with no insulation requirement at all. Ocean County is climate zone 4A, like Monmouth and Middlesex to the north; Bergen and the northwestern counties are 5A.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of 3.0 air changes per hour at 50 pascals. A house already standing falls under New Jersey’s Rehabilitation Subcode: insulating an attic does not require bringing the rest of the house to code or a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam needs a permit, which we pull as part of the job. A house raised after Sandy has its own elevation paperwork, and foam under the floor does not change it.

The floor. A raised house loses more through the underside than through the roof, and batts between the joists will sag and fall within a few winters. We seal every plumbing and wiring penetration in the subfloor, spray closed cell foam to the underside of the floor deck, and bring the ducts and water lines inside that layer so they cannot freeze. The space below stays open and flood-vented, and nothing that holds water goes below flood level.
