Insulation Contractors in Jackson, NJ

9.2% of Jackson’s occupied homes still burn oil. That is the highest oil share of any Ocean County town we cover, and in a township of 100.55 square miles — the largest in the county by area, with a portion inside the Pinelands National Reserve — it is no accident. Gas heats 80.3% and electricity 7.7%, but the houses out past the end of a gas main run on a tank, and an oil tank changes the arithmetic of every insulation job.

The rest of the picture is a young stock spread thin. Of 22,061 units the median dates from 1990: 35.0% went up in the 1980s and 90s, 32.0% since 2000 and 23.8% in the 1960s and 70s, with only 1.6% predating 1940. 77.5% are detached and 85.9% owner-occupied, among the highest owner shares on our Ocean County list. There are also 1,412 mobile homes, 6.4% of the township.

So Jackson is two jobs. In the newer colonials it is the air handler and ducts in a vented attic, the cathedral slope with no baffle, the bonus room over the garage. In the older houses on the sand roads it is a settled attic, a crawl space and an oil bill that makes the work pay back faster than it would three towns north.

The houses we insulate in Jackson

Of the 22,061 units, 1.6% predate 1940, 7.5% are 1940s and 50s, 23.8% are 1960s and 70s, 35.0% are 1980s and 90s and 32.0% have gone up since 2000. Only 32.9% of the township was standing before New Jersey’s first statewide energy subcode of 1 January 1978, which is the lowest pre-1980 share here after Lakewood.

Jackson filled in on a curve. It averaged about a hundred new homes a year in the late 1950s, roughly 750 a year through the 1960s, and more than a thousand units a year in the 1970s and 80s, out from the old crossroads settlements — Cassville, Whitesville, Jackson Mills, Bennetts Mills, Van Hiseville — across land that had been cranberry bogs, chicken farms and pine woods.

The 35.0% from the 1980s and 90s is the colonial on a half-acre or better: R-11 to R-13 walls, an attic blown to R-19 or R-30 and then forgotten, and the failures that go with that vintage. The furnace or air handler sits in a vented attic with its ducts, so everything the ducts leak heats the attic. The cathedral or tray ceiling was framed with no baffle at the eave, so its insulation is wind-washed and the ceiling below runs cold. The bonus room over the garage has open joist bays under the floor. Bath fans blow into the attic. The rim joist was never sealed. None of that is a wall problem, and blown-in walls on a 1990s Jackson colonial are the wrong sale.

The 23.8% from the 1960s and 70s is the ranch and the split, on a slab or a shallow crawl space rather than a deep basement. The attic is a low plane of loose-fill settled to half its depth with the hatch, top plates, bath fan and flue chase all open, and the eaves unbaffled. Under it, a crawl space with a dirt floor, vents open all year and fiberglass falling out of the joists. The 1.6% that predates 1940 is the old settlements, and those houses are balloon-framed with open stud bays from sill to attic; we assume knob-and-tube until we see otherwise.

The 1,412 mobile homes are their own assembly: a belly board under the floor, a shallow roof cavity, and skirting the wind gets under. The work there is the belly, the skirting and any roof-over; the walls are seldom worth opening.

Oil heat, propane and the houses past the end of the main

Jackson is a hundred square miles of township with a lot of woods in it, and gas mains do not reach all of it. 9.2% of occupied homes heat with oil and another 1.4% with bottled or LP gas. If you are one of them, three things follow.

First, the payback is shorter. Oil and propane cost more per unit of heat than piped gas, so the same air sealing and the same eighteen inches of cellulose return more each winter in a Cassville farmhouse than in an identical house on a gas main. We do not have to argue a homeowner on a tank into caring about the envelope; they already do the arithmetic every delivery.

Second, the rebate route is different. The gas utility’s Whole Home program requires gas heat, so an oil-heated or propane-heated Jackson house goes through JCP&L instead. And New Jersey Comfort Partners, the no-cost income-qualified program, does not do oil, propane or kerosene homes itself — it refers them to the state’s Office of Weatherization.

Third, the mechanical room matters. An oil-fired boiler or furnace and its tank need combustion air and a clear flue, and a basement or utility room that has been leaking air is where that air has been coming from. When we tighten a house around an atmospherically vented appliance we look at the flue and the combustion air supply before we close anything, and we say so in the scope rather than finding out afterward.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Add a foot of cellulose over an unsealed attic hatch and a dozen open can lights and the ceiling leaks what it always leaked.

In a 1990s Jackson colonial the sequence is: seal the attic plane, the top plates, the chases, the bath fan penetrations and the recessed lights; seal the air handler platform and the duct joints, then insulate the ducts; baffle the eaves and the cathedral slopes; block the joist bays over the garage; then bring the attic to depth and finish at the rim. In a 1960s ranch the order runs attic plane, eaves, attic depth, then the crawl space: vents closed, rim and sill sealed, vapor retarder down, walls foamed.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Jackson

Most of our projects run between $3,500 and $12,500. Jackson houses are large by county standards, so ceiling area is usually the biggest driver: the attic footprint, the length of cathedral slope, whether the ducts and air handler are in the scope, and whether there is a bonus room over the garage. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Jackson

In Jackson, JCP&L sends the electric bill and New Jersey Natural Gas the gas bill. Between them they administer a single statewide program, Whole Home Energy Solutions, for owner-occupied buildings of one to four units. Approach the utility that heats you: the 80.3% on gas go to New Jersey Natural Gas, which will not take a house without gas heat, and everyone on oil, propane or electricity goes to JCP&L.

New Jersey Natural Gas Whole Home Energy Solutions, the SAVEGREEN brand, tops out at up to $7,500 in rebates for one project, scored at $2,000 for a modeled five percent saving and $200 for each further point, never more than half the cost. Alongside it is 0% on-bill repayment of up to $25,000, term unpublished. Insulation and air sealing are required in every project, installation must happen by June 30, 2027, and a participating contractor carries it out. The separate Whole Home Energy Assessment walk-through is free once every twelve months.

JCP&L Whole Home Energy Solutions reaches the same $7,500 on the same scoring and adds 0% on-bill financing of $2,500 to $25,000 over 36 to 120 months. A participating contractor performs the audit; JCP&L publishes no fee. Its own Whole Home Energy Assessment walk-through is free to residential customers who own the home, which in Jackson is 85.9% of them.

Free work sits under all of that. New Jersey Natural Gas Home Weatherization puts up to $14,000 of insulation and air and duct sealing into an income-qualified gas-heated home. JCP&L Home Weatherization for Income-Qualified Customers reaches $14,000 in upgrades and $2,500 in health and safety repairs for households from 250% to 400% of the federal poverty guidelines. New Jersey Comfort Partners takes those at or under 250%, $82,500 a year for a family of four in 2026, and hands oil, propane and kerosene homes to the state’s Office of Weatherization.

The New Jersey IRA Home Energy Rebates have not launched. The state page describes them as in development and closed to applications. Code and climate in Jackson

32.9% of Jackson went up before 1980, so two-thirds of the township was built under some energy code and a third was not. Ocean County is climate zone 4A; Bergen and the northwestern counties are 5A.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is what we design an attic to, and a 1990s attic at R-19 is a long way below it.

A house already standing falls under New Jersey’s Rehabilitation Subcode: insulating an attic does not require bringing the rest of the house to code or a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam needs a permit, which we pull as part of the job.

We heat with oil out past the gas main. Is insulation still worth it?

More than it is for your neighbor on gas. Oil costs more per unit of heat, so the same work returns more every winter, and the payback on air sealing plus attic depth is usually the shortest of any job we quote. The rebate route changes: the gas utility’s program is not open to you, so you go through JCP&L, and Comfort Partners refers oil homes to the state weatherization office. One caution — we check the flue and combustion air for an oil boiler before tightening the house around it.
