Stafford Township has 14,988 housing units and 3,151 of them are vacant on an average day. That is the signature of a township that grew as a resort: Beach Haven West and Ocean Acres started in the 1950s as vacation developments, and Route 72 through Manahawkin is still the only road onto Long Beach Island. The other 11,837 units are lived in all year, 89.1% of them by their owners.
The median Stafford unit dates from 1991, one of the latest in the county. Only 35.0% of the township went up before New Jersey’s first statewide energy subcode of 1 January 1978. 29.0% is 1960s and 70s, 34.0% is 1980s and 90s and 31.0% has been built since 2000. Detached houses are 88.2% of the stock. Gas heats 80.7% of occupied homes, electricity 13.5% and oil only 1.7%.
Two very different houses come out of that history. On the bay side there is the lagoon house, framed for July and later lived in through February. Inland, across the Parkway and up into the pines, there is the subdivision house of the 1990s and 2000s with its ducts in a vented attic. The work is not the same in the two halves of the township.
The houses we insulate in Stafford Township
Of the 14,988 units, 2.5% predate 1940, 3.6% are 1940s and 50s, 29.0% are 1960s and 70s, 34.0% are 1980s and 90s and 31.0% have gone up since 2000. The single biggest decade is the 1990s at 20.8%, with the 1970s just behind at 20.9% and the 2000s at 18.2%. Attached houses are 3.3% of the stock, two- to four-unit buildings 1.9%, and there are 338 mobile homes.
The 1970s house on the water is a low ranch or a story-and-a-half on a crawl space, sometimes on a slab, sitting close to a bulkheaded lagoon. It was built to be shut in September. The attic is shallow and short of insulation, the eaves have no baffles, and the wind off Barnegat Bay drives air through every unsealed top plate and chase harder than it would two miles inland. Under the floor, a vented crawl space with a dirt or sand floor, drooping fiberglass between the joists and ducts running through it. Nearly all of these houses have grown: a porch enclosed, a second floor or a dormer added, a great room with a cathedral ceiling framed without a baffle. Each addition is a new joint between old framing and new, and those joints leak.
Inland is the other Stafford. Ocean Acres, shared with Barnegat, and the streets around Manahawkin filled in through the 1980s and 90s and kept filling after 2000. Those houses have R-11 to R-13 in the walls and R-19 to R-30 over the ceiling, so blowing the walls is rarely the job. What fails is the air handler and the duct trunk sitting in a vented attic outside the insulation, the tray or cathedral ceiling with no vent channel, the bonus room over the garage with open joist bays under its floor, the recessed lights, and the bath fans blowing into the attic. The 12.4% built in the 2010s is the same list with tighter walls and, usually, more duct.
The 2.5% that predates 1940 is the old village at Manahawkin and the crossroads at Cedar Run and Mayetta: balloon-framed walls, an unfloored garret, a stone or block crawl space. We assume knob-and-tube until the attic proves otherwise, and the wiring comes out before insulation goes in. The 338 mobile homes are their own assembly: the work is the belly board and the skirting the wind gets under, not the walls.
Beach Haven West: the summer house that stayed all winter
Beach Haven West was cut as a lagoon community and sold to people who came down for a season. The 1980s turned it from seasonal vacation homes into year-round residences, and thousands of houses that had never seen a January picked up a furnace, then a second bathroom, then a family. Nobody insulated the shell first.
That leaves a house with three problems at once. The envelope was framed light, so the attic and the band around the floor are both thin. The house sits low and near open water, so wind pushes air straight through the windward wall and the flood maps govern anything below the first floor. And the additions came decade by decade, so two or three roof planes meet over the same ceiling with a chase or a soffit joining them to the outdoors.
The rule below the first floor is simple: nothing that holds water. Where a house has been raised, or where the crawl space floods, the underside of the floor deck is the insulated line, done in closed cell foam sprayed tight to the subfloor and around every pipe and wire, with the water lines and ducts brought up inside that layer where they cannot freeze. The enclosure underneath stays flood-vented and bare. Fiberglass stapled between floor joists in a bayside crawl space sags, wicks and drops out within a few winters, and we take it out rather than add to it. Where the crawl space is dry and above flood elevation, the answer is the opposite: close the vents, cover the ground, foam the perimeter walls and bring the crawl space inside the house.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. On an exposed lagoon lot the gap does more damage than it would inland, because the wind is doing the pushing.
In a Beach Haven West house the sequence starts where the additions meet the original: seal the top plates and the framing joints over the old porch line, close the chases and dropped soffits, gasket the hatch, baffle the eaves and the cathedral slopes, seal the recessed lights and vent the bath fans outside. Then insulate the ceiling, then the floor — deck or crawl space walls, depending on flood elevation.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Stafford Township
Most of our projects run between $3,500 and $12,500. On the bay side the number moves with how many roof planes the additions created, whether the cathedral ceilings are being opened, and whether the floor is being foamed from below. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Stafford Township
Stafford is one of the Ocean County towns served by Atlantic City Electric rather than JCP&L, though a small part of the township is JCP&L, so check the name on the electric bill first. Gas is New Jersey Natural Gas, and with 80.7% of homes on gas heat that is where most owners here should start.
New Jersey Natural Gas Whole Home Energy Solutions, branded SAVEGREEN, pays up to $7,500 per project and publishes how it gets there: $2,000 at a modeled five percent energy saving, plus $200 for every percentage point above that, capped at $7,500 and at half the project cost, with 0% on-bill repayment of up to $25,000. Every project must include insulation and air sealing, and the work has to be installed by 30 June 2027. New Jersey Natural Gas gives its residential customers a free Whole Home Energy Assessment once every twelve months, separate from the fuller assessment a participating contractor prices.
Atlantic City Electric Whole Home Energy Solutions also pays up to $7,500, no more than half the project cost, with 0% financing of $2,500 to $25,000 through the program’s lender over 36, 60 or 84 months up to $10,000 and 120 months above that. It does not publish a per-measure formula, so up to $7,500 is as precise as anyone can be, and it is for single-family residences only, which rules out a condominium or apartment with separately metered units above or below. It states no free walk-through either, so the free assessment in Stafford is the gas utility’s.
For income-qualified households the work can cost nothing. Atlantic City Electric’s Home Weatherization Program covers up to $14,000 of improvements, wall, ceiling and attic insulation included, plus $2,500 of health and safety updates, and New Jersey Natural Gas runs a matching program of up to $14,000. New Jersey Comfort Partners does insulation, air sealing and duct sealing at no cost for households at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four; homes on oil, propane or kerosene are referred to the state weatherization office instead.
The New Jersey IRA Home Energy Rebates are still not open. The state describes them as in development and not accepting applications, so no contractor can promise you one. Code and climate in Stafford Township
Only 35.0% of Stafford predates New Jersey’s first statewide energy subcode of 1 January 1978, which is a smaller share than most of the county. That is no reason to assume the rest is fine: a house framed in 1991, the township’s median year, met a code far weaker than today’s. Ocean County is climate zone 4A, and so are Burlington across the pines and Monmouth up the shore.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals.
A standing house falls under New Jersey’s Rehabilitation Subcode instead: insulating an attic triggers neither a whole-house upgrade nor a blower-door test. Blown-in or batt insulation set against the interior finish counts as ordinary maintenance and needs no permit; spray foam and other foam plastic insulation do need one, and we pull it as part of the job. The floor above it, not the walls around it. Where a crawl space or ground-floor enclosure floods, we insulate the underside of the floor deck with closed cell foam, seal every pipe and wire penetration and bring the water lines and ducts up inside that layer, leaving the enclosure below flood-vented and bare. Fiberglass does not belong under a bayside house. If your crawl space is dry and above flood elevation, the better job is to close it up and insulate the perimeter walls.
