The median Point Pleasant home was built in 1968, the oldest median of any Ocean County town we cover, and 67.9% of the borough went up before New Jersey’s first statewide energy subcode of 1 January 1978. 29.1% of the housing dates from the 1940s and 50s, with 23.6% in the 1950s alone, and another 18.5% from the 1960s. This is a post-war borough, and the post-war house here is a cape.
There are 8,522 housing units on 3.49 square miles of land, so Point Pleasant is denser and more mixed than the townships south of it: 78.6% detached, 5.7% attached, 4.9% in two- to four-unit buildings and 8.7% in buildings of five to nineteen units. 80.4% of occupied units are owner-occupied and only 632 units sit vacant. Gas heats 87.5% of occupied homes, electricity 8.4% and oil 2.6%.
The borough has water on every side — the Manasquan River to the north, Beaver Dam Creek to the south, Point Pleasant Beach and Bay Head to the east, and the canal straight through the middle — which means a shallow crawl space under many of these houses and a flood elevation to respect on the low streets. Between the knee wall in the cape and the crawl space under it, most of our Point Pleasant work is decided before we get to the walls.
The houses we insulate in Point Pleasant
Of the 8,522 units, 5.9% predate 1940, 29.1% are 1940s and 50s, 33.0% are 1960s and 70s, 21.7% are 1980s and 90s and 10.4% have been built since 2000. By decade: 23.6% in the 1950s, 18.5% in the 1960s, 16.6% in the 1980s, 14.4% in the 1970s. Only 4.9% arrived in the 2010s and 0.2% since 2020, so almost every job here is a retrofit.
The 1950s cape is the borough’s signature house and its knee wall is the most common failure we find. A knee wall is a short stud wall with insulation on the room side and nothing sealing its back, facing a triangular attic that opens straight to the eave. The floor joists run underneath it out to the soffit, so outside air moves under the bedroom floor all winter. Above the knee wall the slopes are shallow rafters with no baffle, the flat attic over the top is short of depth, and the dormer cheeks are on the same air path. Where a cape of that age carries asbestos-cement shingle siding we do not drill through it: the walls get filled from inside, or by lifting and refastening shingles.
The 1960s and 70s houses, 33.0% of the borough, are ranches and splits. The failures there are a long low attic of settled loose-fill, unsealed top plates and chases, wind-washed eaves with no baffles, a cantilevered bay and a bedroom over the garage. The 1980s, at 16.6%, brought contemporaries and the attached houses that make up 5.7% of the stock: cathedral and vaulted ceilings framed without a vent channel, a party wall open into the attic on the attached ones, and the air handler up in the vented attic.
The 502 units that predate 1940 are the old village near the river and the inlet, from the days when this was a fishing and boat-building place. Balloon-framed walls with no fire-stopping, a garret over the top floor, and knob-and-tube that comes out before anything goes into a wall. The 277 units in two-unit buildings are up-and-down two-families, and we scope those as one building rather than one apartment, because the stair chase and the floor cavity between the units serve both.
West Point Pleasant: a year-round borough, not the boardwalk
The post office called this place West Point Pleasant until 1956 and plenty of people still do, which is a useful habit: Point Pleasant is not Point Pleasant Beach, and there is no boardwalk here. It is a borough of about nineteen thousand people living in their houses through February, and the housing numbers show it: 80.4% owner-occupied, 632 vacant units out of 8,522. They are full-time houses standing on 1950s and 60s shells.
The Manasquan River–Bay Head Canal, finished in 1925 and renamed the Point Pleasant Canal in 1964, cuts the borough in half as the northernmost leg of the Intracoastal Waterway, and the two lift bridges at Route 88 and Bridge Avenue open as many as three hundred times a day in summer. For our purposes the canal marks the low ground. On the streets that back onto it, onto the river or onto Beaver Dam Creek, the crawl space is the first thing we look at and the flood elevation decides the method.
Where a crawl space is dry and above the flood elevation, the job is to close the vents, seal a vapor retarder over the ground and foam the perimeter walls with closed cell. Where it takes water, the insulated line moves up to the underside of the subfloor. Fiberglass stapled between floor joists near tidal water sags, holds damp and falls out, and we remove it rather than add to it.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Fill a cape’s knee-wall attic with batts and leave the joist bays open at the eave and the bedroom floor stays exactly as cold.
In a Point Pleasant cape the order is: block the joist bays under the knee wall at the eave line, put a proper air barrier on the back of the knee wall, seal the top plates, the flue and plumbing chases, the bath fan and the recessed lights, baffle the slopes so they can be filled without choking the vent path, then insulate the knee walls, the slopes and the flat attic. After that, the crawl space or the rim.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Point Pleasant
Most of our projects run between $3,500 and $12,500. In a cape the number moves with the feet of knee wall and eave to block, whether the slopes and dormer cheeks are being filled, and whether the walls have to be done from inside because of the siding. In a ranch or split it is ceiling area and the floor over the garage. Under the house, encapsulating a crawl space is a bigger scope than sealing a rim, and a two-family is priced as one building. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Point Pleasant
Point Pleasant is JCP&L for electric and New Jersey Natural Gas for gas. 87.5% of the borough heats with gas, so for most owners the case is the gas bill and New Jersey Natural Gas is the place to start; confirm with JCP&L.
The gas side, New Jersey Natural Gas Whole Home Energy Solutions, branded SAVEGREEN, pays up to $7,500 per project on a published formula: $2,000 at a modeled five percent energy saving, then $200 for each additional percentage point, capped at $7,500 or half the project cost. Add 0% on-bill repayment of up to $25,000. Insulation and air sealing are required in every project, and the work must be installed by 30 June 2027. The free Whole Home Energy Assessment that comes with a residential gas account, once a year, is a lighter walk-through than the assessment a participating contractor prices.
JCP&L Whole Home Energy Solutions pays to the same $7,500 ceiling on the same formula, with 0% on-bill financing of $2,500 to $25,000 over 36, 60 or 84 months up to $10,000 and 120 months above that, and a free Whole Home Energy Assessment for residential customers who own the home. One local caution: these programs are written for owner-occupied homes of one to four units, which covers the two-families and small houses that make up most of the borough but not a unit inside one of the larger buildings.
For income-qualified households the work can be free. JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 of efficiency work and $2,500 of health and safety repairs for households between 250% and 400% of the federal poverty guidelines, and New Jersey Natural Gas runs a matching program of up to $14,000. New Jersey Comfort Partners does insulation, air sealing and duct sealing at no cost at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four, and refers the 2.6% of the borough that heats with oil to the state weatherization office instead.
The state’s IRA Home Energy Rebates have not launched. New Jersey lists them as in development and not open for applications, so treat any offer of one as a warning sign. Code and climate in Point Pleasant
67.9% of Point Pleasant was built before New Jersey’s first statewide energy subcode of 1 January 1978, a higher share than any other Ocean County town on our list, and the 1950s cape that makes up so much of the borough was framed with no energy code at all. Ocean County is climate zone 4A, the same as Monmouth across the Manasquan River and Burlington to the west.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals.
Point Pleasant is almost all existing buildings, so New Jersey’s Rehabilitation Subcode is the one that matters: an attic can be insulated without bringing the rest of the house to code and without a blower-door test. Batt or blown-in insulation against the interior finish is ordinary maintenance and needs no permit; spray foam and other foam plastic insulation need a permit, which we pull with the job. R-49 remains the design target for this climate.
