10.4% of Wall Township’s 10,689 housing units predate 1940 and 22.1% went up in the 1940s and 50s, much of that on the low ground near the water. The largest single decade, though, is the 1990s at 20.4%, and it is inland. That gap is the story here. 57.1% of the township predates 1980, almost exactly the 57.2% that holds for Monmouth County as a whole, and its two halves need opposite work.
81.0% of units are single-family detached and 5.0% attached, and 84.9% of occupied units are owner-occupied. Gas heats 89.4% of homes, with 5.9% on electricity and 3.1% on oil, so the argument here is a gas bill and a comfort problem, not a fuel switch.
Wall is what was left after the shore boroughs were carved out of it — Manasquan, Spring Lake, Sea Girt, Belmar, Brielle, Lake Como and Spring Lake Heights all came out of this township between 1884 and 1927 — so it wraps around them, from the Atlantic edge at West Belmar and Wreck Pond inland through Glendola and Allenwood to Allaire. The house changes as you go.
The houses we insulate in Wall Township
Start at the water. West Belmar and the streets near Wreck Pond and the Shark River hold the small post-war stock: bungalows, capes and low ranches on tight lots, many of them summer houses that became year-round homes without ever getting an envelope to match. The cape fails at the knee wall, with batts on the room side, no air barrier behind them, joist bays running out to an open eave under the bedroom floor, unbaffled slopes and a shallow flat attic over the top. The bungalow fails at the same eave plus a crawl space underneath that has never been sealed. Salt air and damp ground finish off any steel fastener or duct board down there.
Inland, the 24.6% built in the 1960s and 70s is the ranch and the split-level on larger lots around Glendola, Allenwood, New Bedford and the roads out toward Allaire. In a ranch the whole loss is one horizontal plane: insulation compressed and thin, nothing holding it out to the outside wall, and a row of penetrations nobody sealed. A split spreads it out, adding a room above the garage on exposed joists, a cantilevered front, and a short upper attic behind a panel in a closet ceiling.
Then the 1990s, 20.4% of the township on its own, plus 10.4% from the 1980s and 12.0% since 2000. Those are two-story colonials with insulated walls, so the walls are not the job. Everything above the top-floor ceiling is: light fixtures set into the drywall, the open shaft behind a two-story entry, an access panel with nothing on top of it, exhaust ducts ending under the roof rather than through it, sloped ceilings with no vent channel, a room over the garage, and heating equipment installed on the wrong side of the insulation.
10.4% of Wall predates 1940 — the frame houses of the mill and crossroads hamlets, Blansingburg, Osbornes Mills, Remsen Mills, Hurleys Mills and Allenwood, and the farm houses of the same generation as the 1840 Allgor–Barkalow Homestead. Those are balloon-framed until proven otherwise, with stud bays open from sill to attic, and the wiring gets checked before anything goes into a cavity. The 318 units in buildings of fifty or more and the 262 in buildings of twenty to forty-nine are association property, so that envelope is a board decision rather than a homeowner’s.
Wreck Pond, the Shark River and the houses on low ground
Wreck Pond is a tidal pond on the Atlantic coast shared with Spring Lake, Spring Lake Heights and Sea Girt, and its watershed covers about 12 square miles of eastern Monmouth County. The Shark River runs along the northern edge, and the township counts 1.03 square miles of water in its 31.69. Houses on that ground behave differently from houses two miles inland.
Three rules. First, no closed-cell foam on a foundation wall that has been wet or can be: it traps water against block and hides the evidence. On low ground we seal and insulate the floor deck above the crawl space instead, block and seal the rim, and lay a vapor barrier on the ground so the wall can dry. Second, on a house that has been raised, the entire floor deck is now an exterior surface exposed to wind off the water, and it needs a continuous insulated air barrier underneath, plus sealing at every pipe, duct and stair enclosure that comes up through it. A raised house with an unsealed deck is colder than it was before it was lifted. Third, ductwork under a raised or crawl-space floor is outdoor ductwork, and it gets sealed and insulated or it wastes half of what the furnace makes.
Inland the ground is drier, basements stay dry, and the wall and rim are ordinary work.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a foot of cellulose over an attic that is open at every plate and chase and you have paid for depth and bought nothing.
In a Wall cape or bungalow the order is: block the joist bays under the knee wall at the eave line, air seal the back of the knee wall, seal the top plates, the flue and plumbing chases, the bath fan and the recessed lights, baffle the slopes, then insulate the knee wall, the slopes and the flat. Then go under the house: seal the rim, and on low ground insulate the floor deck rather than the wall. In a 1990s colonial the same job starts with the duct joints and the air handler platform.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Wall Township
Most of our projects run between $3,500 and $12,500. In a shore-edge cape the number moves with the feet of knee wall and eave to block and whether the slopes get filled. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Wall Township
Wall buys electricity from JCP&L and gas from New Jersey Natural Gas, and with 89.4% of homes on gas the heating account is nearly always the NJNG one. Where two utilities bill the same house, either program can carry the job.
NJNG runs Whole Home Energy Solutions under its SAVEGREEN name. The rebate comes off a model of the finished house — $2,000 at a modeled five percent saving, another $200 for every point above it, stopping at $7,500 for the project — and the balance can go on 0% on-bill repayment of up to $25,000, with the term unpublished. The scope has to carry insulation and air sealing together, the contractor has to be participating in the program, and the install has to land by 30 June 2027. NJNG’s free Whole Home Energy Assessment, one per 12 months for residential customers, is the short visit with small items fitted; the rebate-grade assessment is priced by the contractor.
JCP&L Whole Home Energy Solutions pays on the same scale, never above $7,500 nor above half the cost of the work, with 0% on-bill financing of $2,500 to $25,000 over 36, 60 or 84 months up to $10,000, or 120 months above that. The audit fee is not published. JCP&L also gives residential customers who own their home a no-cost Whole Home Energy Assessment. The 5.9% of Wall on electric heat and the 3.1% on oil have to use JCP&L, because the gas program requires gas heat.
Income-qualified households get the work outright rather than at a discount. New Jersey Natural Gas Home Weatherization runs to $14,000 for NJNG heating customers who have owned the home a year or longer. JCP&L Home Weatherization runs to $14,000 in upgrades and $2,500 in health and safety repairs for households between 250% and 400% of the federal poverty guidelines. New Jersey Comfort Partners covers households at or below 250% of those guidelines, $82,500 for a family of four in 2026, in buildings of 1 to 14 individually metered units, and refers oil, propane and kerosene homes to the state’s Office of Weatherization.
New Jersey’s IRA Home Energy Rebates have not launched — the state calls them in development and closed to applications — and the federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so a 2026 job earns no federal credit. Code and climate in Wall Township
57.1% of Wall predates 1980 and nearly all of that predates New Jersey’s first statewide energy subcode of 1 January 1978, which is another way of saying a 1948 bungalow near Wreck Pond was built to no insulation standard and a 1965 ranch at Glendola to very little. Monmouth County is climate zone 4A, with Middlesex and Ocean.
The 2024 IECC took effect in New Jersey on 17 August 2026. New houses get R-49 ceilings, a reduction from the R-60 of the 2021 edition, along with R-30 cavity walls or R-20 plus R-5 continuous, U-0.30 windows in the 4A counties, and an air leakage limit of 3.0 air changes per hour at 50 pascals; complete permit applications filed under the old code hold good until about 16 February 2027. R-49 is the depth the state considers right for this climate, so it is the depth we design to in an existing house as well.
Retrofits sit under New Jersey’s Rehabilitation Subcode, which is why this work is simple: insulating an attic does not force the rest of the house up to code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance and needs no permit. Spray foam and other foam plastic insulation need one, which we pull as part of the job.

It needs a continuous insulated air barrier under the deck, sealed at every pipe, duct and stair enclosure coming up through it, and any ductwork down there treated as outdoor duct. Closed cell suits that spot: it air seals and resists moisture in one pass. What we will not do is foam a foundation wall that floods.
