More than a third of Woodbridge went up in the fifteen years after the war. 36.5% of the township’s 37,130 units date from the 1940s and 50s, and 24.1% from the 1950s alone — the single biggest decade in the oldest original township in New Jersey, chartered in 1669. The median unit dates from 1962. 11.1% predates 1940, 22.3% went up in the 1960s and 70s, 19.3% in the 1980s and 90s, and 10.8% since 2000. 69.9% of the township was standing before 1980.
61.8% of the stock is detached houses, 22,932 of them. 4.0% is attached townhouse and duplex halves, 6.1% sits in two-unit buildings, and 10.9% is in buildings of twenty units or more. 65.5% of occupied units are owner-occupied. Gas heats 80.6% of them and electricity 9.8%, but 5.5% still burns oil — the highest oil share of the Middlesex towns we cover, and a number that decides which rebate program a house can use.
So the work here is the post-war cape and ranch built with no energy code, the split and colonial that followed with some insulation and no air sealing, and under both, in a township with water on three sides, a basement question that has to be answered before anything gets installed down there.
The houses we insulate in Woodbridge
Woodbridge is ten places with one name. Avenel, Colonia, Fords, Hopelawn, Iselin, Keasbey, Menlo Park Terrace, Port Reading, Sewaren and Woodbridge Proper have their own ZIP codes and their own building eras, and the older centers hold most of the 4,123 pre-1940 units, 11.1% of the township. In those we assume balloon framing until we see otherwise: the stud bays run open from the sill plate to the attic, so the top of every bay gets blocked before the attic floor is touched. Old wiring comes out before anything goes into a wall.
The 1940s and 50s built 36.5% of Woodbridge, 12.5% in the 1940s and 24.1% in the 1950s. That is the era the Parkway and the Turnpike arrived — seven and a half miles of Parkway and five and a quarter of Turnpike run through the township, which is why the world’s first cloverleaf opened here in 1929 — and what filled Colonia, Iselin, Avenel, Fords and Menlo Park Terrace was the cape and the small ranch. The cape fails at the knee wall: a short stud wall with batts stapled on the room side, nothing behind them, and floor joists running from under that wall out to the eave, so outdoor air moves under the bedroom floor all winter. The slopes above have no baffles. The ranch fails differently: one long attic of loose-fill settled below the joist tops, a bath fan discharging into it, and open top plates over every interior partition.
The 1960s and 70s added 22.3%, 13.3% of it in the 1960s. Those are the split-levels and bi-levels, and their weak assemblies are always the same two. A bedroom or den sits over the garage with the joist bays under it open at the header, and the lower level sits half below grade behind a foundation wall that was never insulated. Add the cantilevered bay under a window seat, the half-flight attic blown once in 1974, and the recessed lights punched through the ceiling in a later kitchen remodel.
19.3% came in the 1980s and 90s and 10.8% since 2000, including 6.0% in the 2010s. Those houses have R-11 to R-13 in the walls and R-19 to R-30 in the attic, and the walls are not the job. The air handler and ductwork sit in the vented attic, outside the insulation, so duct leakage heats the attic instead of the bedrooms. The 1,468 attached units add the party wall, which runs into the attic open at the top; it was built to stop fire, not air, and we close it at the attic plate on your side. The 10.9% in buildings of twenty or more are a board’s or landlord’s call, and a flat roof with shared mechanicals is not a job we can sell one tenant.
Water on three sides, and the basement
Woodbridge floods, and its geography explains why: the Arthur Kill on the east, the Raritan River to the south, the Rahway River to the north, and much of the developed land as little as five feet above sea level. Pumpkin Patch Brook runs through the township into the Robinson’s Branch of the Rahway. Sewaren, Port Reading, Keasbey and Hopelawn sit closest to tidal water.
That changes what belongs below the first floor. If a basement or crawl space has taken water, we do not line the walls with anything that will hold it, and fiberglass stapled into a basement ceiling becomes a sponge that stays wet. The scope in a house that floods is the first-floor deck: seal the penetrations, seal and insulate the rim joist above the flood line, insulate the floor from below with a material that can dry, and leave the foundation wall alone. Closed cell foam is a vapor retarder, which is exactly why it does not go on a wall that takes water.
Where the lower level has stayed dry — and plenty of Colonia and Iselin basements have — the foundation wall and rim are worth doing, and a bi-level lower level is often the best return in the house. We tell you which of the two you have before quoting.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow twelve inches over a 1950s attic floor with the top plates, the chimney chase and the bath fan still open, and the house leaks as much as it did.
In a Woodbridge cape the sequence is: block the joist bays under the knee wall at the eave, put an air barrier on the back of the knee wall, seal the top plates, the chases, the bath fan and the recessed lights, baffle the slopes so they can be filled without choking the eave, then insulate the knee wall, the slopes and the flat attic to R-49. Then the rim joist, if the basement is dry. In a ranch it starts at the top plates; in a split, at the garage ceiling.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Woodbridge
Most of our projects run between $3,500 and $12,500. In a Woodbridge cape the number moves with the feet of knee wall and eave to block and whether the slopes are filled. In a split it moves with the garage ceiling, the cantilever and the lower-level wall. Near the water it moves with what we can safely do below the first floor, which is often less work. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Woodbridge
Woodbridge is PSE&G for electricity and Elizabethtown Gas for gas. Two utilities, one house: start with whichever one bills the heating fuel and confirm with the other, since a house served by both can go through either Whole Home program.
Elizabethtown Gas Whole Home Energy Solutions pays up to $7,500 in rebates per project — $2,000 for a modeled saving of five percent plus $200 for every percentage point above that, never more than half the project cost — plus interest-free on-bill repayment of $2,500 to $25,000, up to seven years on projects of $10,000 or less and ten above that. It needs an active Elizabethtown Gas account and gas heat. Its Whole Home Energy Assessment walk-through is free.
PSE&G Whole Home Energy Solutions offers up to $7,500 in rebates toward air sealing and insulation plus interest-free on-bill repayment of up to $25,000 over seven or ten years. It starts with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program; the contractor sets that fee, and PSE&G does not publish per-measure amounts. Separately, PSE&G’s Whole Home Energy Assessment is a free walk-through with small items installed on the spot, open to any PSE&G customer in a home of fewer than five units.
The 5.5% of Woodbridge that heats with oil is the exception worth naming. The gas program requires gas heat, so an oil-heated house works through the PSE&G side, and an income-qualified one is referred to the state’s Office of Weatherization rather than New Jersey Comfort Partners, which does no-cost insulation and air sealing at or below 250% of the federal poverty guidelines, $82,500 for a family of four in 2026. PSE&G Home Weatherization and Elizabethtown Gas Home Weatherization for Income-Qualified Customers cover households between 250% and 400% of those guidelines. New Jersey’s IRA Home Energy Rebates have not launched — the state says they are in development and not open for applications.

Code and climate in Woodbridge
69.9% of Woodbridge was built before 1980 and most of that before New Jersey’s first statewide energy subcode of 1 January 1978, which means the 1950s cape that dominates Colonia and Iselin was built with no insulation requirement. Middlesex County is climate zone 4A, along with Union and Monmouth on either side.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is the number the state considers right for this climate, and it is what we design to.
An existing house falls under New Jersey’s Rehabilitation Subcode. Insulating the attic does not require bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.

Our Fords basement has flooded twice. Should we insulate it?
Not the walls. A foundation wall that takes water should not be covered with anything that traps it, and batts in a basement ceiling that gets wet stay wet and lose their R-value. What works in a house that floods is the floor above: seal the penetrations through the first-floor deck, seal and insulate the rim joist above the flood line, insulate the floor from below with a material that can dry, and leave the wall bare so it can be washed out. The living space stays warm and nothing sits in the water’s way.
