More than half of Mount Laurel was built in twenty years. 54.4% of the township’s 19,966 housing units went up in the 1980s and 90s, 30.0% in the 1980s and 24.4% in the 1990s, and the median unit dates from 1987. Only 28.0% of the township predates 1980 and 1.8% predates 1940, so this is not an old-house town and the walls are rarely the job.
The second number decides the rest. 25.9% of Mount Laurel homes are single-family attached, 5,178 townhouses and duplex halves, against 14.5% for Burlington County as a whole. Detached houses are 48.7%, 4.9% of units sit in two- to four-unit buildings and 12.4% in buildings of five to nineteen. 1.5% is manufactured housing, 298 units. 76.2% of occupied units are owner-occupied. Gas heats 73.4% of homes, electricity 21.3% and oil only 2.6%.
That makes Mount Laurel a party-wall and ductwork town: the shared wall never closed at the roof line, the air handler sitting in a vented attic, the cathedral ceiling framed without a baffle.
The houses we insulate in Mount Laurel
Mount Laurel was a farming township until Philadelphia’s growth reached it in the later 1960s, and the subdivisions kept coming for thirty years after. The 1980s and 90s house is a two-story colonial or a contemporary with a two-story foyer and a cathedral family room, in Ramblewood, Birchfield, Fellowship, Rancocas Woods and the streets off Route 38, Route 73 and County Route 537. It was insulated when it was built, R-11 to R-13 in the walls and R-19 to R-30 on the attic floor, and blowing more into those walls is not the job. What fails is what the builder’s code never reached: the air handler and its flex duct laid across the attic joists outside the insulation, tray and cathedral ceilings with no baffle at the eave, the bonus room over the garage sitting on open joist bays, recessed cans that leak, and bath fans that dump into the attic.
The 25.9% that is attached is our other Mount Laurel house. A townhouse row is one attic over four or six homes, divided by party walls that were framed as fire separations and not as air barriers. Where the party wall meets the roof there is usually a gap running the length of the unit, and the trusses above it carry a continuous cavity, so your home breathes into your neighbors’ attics and out the ridge all winter. End units are worse than middles, with a full exposed gable to go with it. Many have a garage under the front bedroom, and the joist bays over it are open to the outside at the header.
21.2% of the township is the first wave, the splits, bi-levels and ranches of the 1960s and 70s that replaced the farms. In those the attic is a long low run of loose-fill settled to half the depth it was blown at, the eaves are wind-washed, the band joist between levels is open, and a bedroom over the garage sits on bays nobody closed. A bi-level adds a half-below-grade lower level with block walls and a slab edge that were never insulated at all.
The 5.0% from the 1940s and 50s and the 1.8% from before 1940 — 361 units — are the old crossroads: Masonville, Centerton, Colemantown, Coxs Corner, Hartford and Petersburg, and the ground around Paulsdale and Jacob’s Chapel. Those are farmhouses, capes and small ranches. We assume balloon framing and knob-and-tube in the oldest of them until a wall is open, and old wiring comes out first. The 298 manufactured homes are a different animal: the loss is the belly board under the floor and the open skirted crawl, not the ceiling.
The wall you share, and who has to agree
Mount Laurel gave its name to the 1975 State Supreme Court decision, reaffirmed in 1983, that requires New Jersey towns to zone for housing affordable to low- and moderate-income households. Much of the attached and garden-apartment stock built here from the 1980s on came out of that shift, and it is why a quarter of the township shares a wall.
A shared wall changes the scope twice over. The party wall is a heat and air path, not just a sound barrier, and closing it at the top plate and up the truss cavity is usually the biggest thing we do in a townhouse. Then there is permission: where the attic runs on over your neighbors, or the roof and outside walls belong to a homeowners association, the association has to sign off before anyone opens a ceiling. We will read the documents with you and say what falls inside your four walls.
Much of the 21.3% of Mount Laurel homes heated by electricity is in the garden apartments and condos. A middle-floor unit with electric baseboard and a concrete deck above and below has almost nothing we can improve; a top-floor unit under a trussed attic does, if the association allows access. We say which one you have before we drive out.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a Mount Laurel townhouse attic to R-49 with the party wall open at the plate, and the neighbors’ air moves straight past it.
In a townhouse the sequence is: close the party wall where it meets the roof and up through the truss cavity, seal the top plates, the plumbing and flue chases, the recessed lights and the bath-fan boots, seal the air handler cabinet and every duct joint, baffle the eaves so the insulation can go to full depth, close the joist bays over the garage, then blow the attic floor. In a 1980s colonial the ducts come first and the party wall step drops out.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Mount Laurel
Most of our projects run between $3,500 and $12,500. In a Mount Laurel townhouse the number moves with the length of party wall to close, whether the attic hatch is inside the unit or in a common hallway, and how much duct is above the ceiling. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Mount Laurel
Mount Laurel is PSE&G territory for both electricity and gas, which keeps this simple. With 73.4% of the township on gas and only 2.6% on oil, the case here is almost always a gas bill.
PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing, insulation and the related work an assessment calls for, plus 0% on-bill repayment of up to $25,000, over seven years for projects of $10,000 or less and ten years above that or for income-qualified customers. It is written for owner-occupied homes of one to four units, which covers the detached houses and the townhouses but not a unit in a larger building. Every project has to include air sealing and the envelope work the assessment identifies, done by a BPI-certified contractor participating in PSE&G’s program, who sets the assessment fee. PSE&G does not publish what each measure pays, so “up to $7,500” is as precise as anyone can be.
PSE&G’s Whole Home Energy Assessment is a separate, free walk-through for any PSE&G residential gas or electric customer in a home of fewer than five units; small items go in on the spot. PSE&G Home Weatherization installs insulation, air sealing and duct sealing at no cost for households between 250% and 400% of the federal poverty level. New Jersey Comfort Partners does the same at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four, in buildings of 1 to 14 individually metered units; homes on oil or propane are referred to the state’s weatherization office.
New Jersey’s IRA Home Energy Rebates have not launched. The state says the programs are in development and not open for applications, so there is nothing to apply for yet. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, and there is no federal insulation credit on a 2026 job. Code and climate in Mount Laurel
28.0% of Mount Laurel went up before 1980, one of the lowest shares in Burlington County, so most of the township was built under some version of an energy code. That is not the reassurance it sounds like. The splits and ranches of the 1960s and 70s predate New Jersey’s first statewide energy subcode of 1 January 1978, and the 1980s and 90s houses were built to early editions that asked far less of an attic and nothing at all of a duct run above one. Burlington County is climate zone 4A, along with Camden, Mercer, Ocean and Atlantic around it.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of 3.0 air changes per hour at 50 pascals.
A house already standing falls under New Jersey’s Rehabilitation Subcode: insulating the attic does not require bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is the number the state considers right for this climate, and it is what we design to.

Our Mount Laurel townhouse is freezing on the end wall and hot upstairs. What is going on?
Two different faults with one cause. The end wall is a full gable exposed on three sides, usually with the insulation stopping short of the eave, so wind washes the corner. Upstairs is hot because the air handler and its flex duct sit in the vented attic and the party wall is open at the roof line, so leaked supply air heats the attic while your neighbors’ attic air moves through yours. Closing the party wall, sealing the ducts and baffling the eaves fixes both, in that order.
