54.0% of Paterson’s 52,532 housing units are in two- to four-family buildings: 17,524 units in two-unit buildings and 10,809 in buildings of three or four. Nothing else in the city comes close. Detached houses are 17.0% of the stock, attached houses 3.9%, and 13.4% of units sit in buildings of twenty or more. The median unit dates from 1953 and 79.3% of the city went up before 1980.
The number that decides what we can do here is a different one. 26.2% of occupied units are owner-occupied, 13,027 homes out of 49,688, so Paterson is a renter city, and the person who can authorize work on a building is the one who owns it. The whole-home rebate program every New Jersey utility runs is written for one- to four-unit homes the owner lives in, which here means the owner of a two- or three-family living on one of its floors. That owner, the owner of one of the 8,909 detached houses, and the landlord who calls us himself are the Paterson customer.
The rest we will name plainly. Downtown’s Beaux-Arts blocks of four to seven stories, the mill buildings of the Great Falls district that became apartments, and the 4,731 units in buildings of fifty or more are not a retrofit market: masonry walls with no cavity, no attic over anybody’s ceiling, an envelope owned by a board. Gas heats 82.8% of Paterson, electricity 12.6% and oil only 1.6%, so the bill we are lowering is a gas bill.
The houses we insulate in Paterson
Paterson was founded in 1791 around the Great Falls of the Passaic, whose 77-foot drop and raceways powered the mills until 1914 and drew in weavers from Piedmont and Naples. The housing those silk decades built is 33.2% of the stock today, 17,463 units from 1939 or earlier, mostly the frame two- and three-family house on a narrow lot.
That house is a stack. Three floors, sometimes a finished apartment in the roof, balloon-framed side walls whose stud bays run from the sill plate to the roof with no blocking, one stair chase from cellar to top landing, and one or two heating plants below. Over three stories the stack effect pulls cellar air up the chase and out at the roof all winter, which is why the top floor is hot, the first floor is cold, and the bill is high either way. Knob-and-tube wiring is common here, and it comes out before anything goes into a wall.
The roof is the other Paterson particular. Many of these houses are flat or nearly flat, with a cockloft — a shallow, often uncrawlable void between the top-floor ceiling and the roof deck — and no ventilation path at all. A cockloft that can be reached is air sealed at every top plate, chase and light, then dense-packed or foamed. One that cannot is done from below at the ceiling plane, or with closed-cell foam against the deck when the roof is being replaced anyway. A quote for a blown-in ceiling that does not say which of those it is was written from the sidewalk.
East of downtown, the Eastside Park Historic District is about a thousand houses in Tudor, Georgian colonial, Victorian, Italianate villa and Dutch colonial forms, built for the city’s industrial families. They have walk-up third floors, plaster on lath, deep unbaffled eaves and dormer cheeks that leak into finished rooms. Frame walls we dense-pack from outside; solid masonry has no cavity, so there the work is the third floor, the attic plane, the cellar and the rim. The East River, Manor, Riverside, Northside and South Paterson sections hold more of the same stock.
Then the later cohorts. 27.1% of Paterson is 1940s and 50s, capes and small ranches on the edges of the old grid, failing at the knee wall and across a shallow attic of settled loose-fill. 18.9% is 1960s and 70s, much of it garden apartments. 9.7% has gone up since 2000: infill three-families whose walls are already full, where the job is the flat roof, the floor cavities and the ducts.
The Passaic runs along the eastern edge of the city, and in August 2011 the remains of Hurricane Irene put it over levels not seen for a hundred years. In the riverside blocks a cellar that has been under water gets the flood treatment: insulate the underside of the first floor and put no closed-cell foam on a wall that floods.
Who can say yes to the work in Paterson
In a city where 26.2% of occupied units are owner-occupied, the first question on the phone is not what the house is made of. It is whether you own the building. A tenant cannot buy an envelope job on somebody else’s building, and a contractor who takes a deposit from one is doing something wrong. If you rent, the useful call is to your landlord, and we will talk to the landlord.
If you own and live in the building, you are the customer the program was designed around: the two-family with the owner downstairs, the three-family with the owner on the first floor. An absentee owner can still have the work done, and should, but the utility rebate is written around occupancy, so check that before counting on it. Either way the building is scoped and priced as one, because the stair chase, the floor cavities and the heating plant are shared and sealing one apartment only moves the leak.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Fill the cockloft of a three-family and leave the stair chase open at the top, and the chase keeps drawing cellar air through three apartments and out the roof.
In a Paterson three-family the order is: cap the stair chase where it meets the roof structure and seal it at the cellar; block the balloon-framed stud bays at every floor line and at the sill; seal the floor cavity between apartments at the rim; close the plumbing stacks, flue chases, bath fans and ceiling lights at the top-floor ceiling; seal the cellar rim. Then insulate the cockloft or roof deck to depth, dense-pack the walls once the wiring has been checked, and treat the cellar ceiling or foundation wall.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Paterson

A two- or three-family is priced as one building, and the number moves with the floors in the stack, whether the cockloft can be entered, how many balloon-framed bays need blocking and dense-packing, and cellar access. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Paterson
Paterson is PSE&G territory for both electric and gas, in every ward.
PSE&G Whole Home Energy Solutions offers up to $7,500 in rebates toward air sealing, insulation and related work, plus 0% on-bill repayment of up to $25,000 over 7 or 10 years. It covers one- to four-unit homes the owner lives in and starts with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program; the contractor sets that assessment fee. PSE&G does not publish per-measure amounts, so “up to $7,500” is as precise as anyone can plainly be.
Separate from that, PSE&G’s Whole Home Energy Assessment is free for any PSE&G residential gas or electric customer in a home of fewer than five units, a walk-through with LEDs, a smart thermostat and attic-hatch insulation installed on the spot. In a Paterson two- or three-family that takes in the tenants too, because what qualifies is the utility account and the size of the building.
The no-cost programs matter more here than in most towns. The median Paterson household income is $53,766, and New Jersey Comfort Partners installs insulation, air sealing, duct sealing and hot-water measures at no cost for households at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four, in buildings of 1 to 14 individually metered units, which is nearly every two-, three- and four-family in the city. PSE&G Home Weatherization does the same work at no cost for households between 250% and 400% of the federal poverty level. The owner still authorizes the work; the income test is on the household.
The New Jersey IRA Home Energy Rebates have not launched. The state says they are still in development, so they are not available. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, whatever a flyer says. Code and climate in Paterson
79.3% of Paterson’s housing went up before 1980, and the mill-era two- and three-family, 33.2% of the stock on its own, predates New Jersey’s first statewide energy subcode of 1 January 1978 by two generations. Nothing in those walls was required to be there. Passaic County is climate zone 5A, with Bergen, Morris and Sussex; Essex, across the line at the southern end of the city, is 4A.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is the number the state considers right for this climate, and it is what we design to.
A building already standing falls under New Jersey’s Rehabilitation Subcode: insulating a cockloft or an attic does not require bringing the rest of the building to code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.

We own a three-family in Paterson and live on the first floor. Where should the money go first?
The stair chase and the top-floor ceiling, in that order, then the cellar rim. Warm air from three apartments collects at the top of the chase and leaves through the cockloft, pulling cold air in at the cellar to replace it, so capping the top of the stack does more for the bill than any depth of insulation underneath it. Once the chase and the ceiling plane are sealed, the balloon-framed side walls are worth dense-packing. Walls first is the common mistake here.
