A third of Summit was standing before the Second World War. 33.4% of the city’s 8,603 housing units predate 1940 and another 37.5% went up in the 1940s and 50s, which puts 87.0% of Summit on the ground before New Jersey’s first statewide energy subcode of 1 January 1978. The median unit dates from 1953, and only 6.5% has been built since 2000.
The rest of the shape: 66.7% of units are detached houses, 7.3% attached, 5.9% in two-unit buildings, 4.8% in three- and four-unit buildings and 9.2% in buildings of twenty or more. 71.8% of units are owner-occupied. Gas heats 83.7% of occupied homes, oil still heats 6.3% and electricity 6.2%.
Summit sits on a ridge at the top of the Second Watchung Mountain and grew outward from a railroad: Jonathan Crane Bonnell gave land to the Morris and Essex in 1837, the line that is now NJ Transit’s Morris and Essex Lines, and the station pulled the city past neighboring New Providence, which had no train. Growth came in two waves, the estate and resort years before 1915 and the post-war boom that gave Summit its tree-lined streets and architect-designed houses. Our work is in those two.
The houses we insulate in Summit
The pre-1940 third is the largest block of work here and the most demanding. In 1909 at least forty houses were going up at once, some with stables, and the survivors are tall, framed with full-height studs from sill to eave, plastered on lath, and topped by a garret or third floor that someone has since turned into bedrooms. Balloon framing makes every stud bay a chimney running from cellar to attic, so blowing those walls full without first plugging the bays top and bottom moves the air problem rather than solving it. We assume knob-and-tube wiring in a house of this age until an electrician says otherwise, and the wiring comes out before anything goes into a wall.
The 37.5% built in the 1940s and 50s is the ordinary Summit job: capes, colonials and early ranches on the streets that filled in after the war. A cape fails at the knee wall, a short stud wall with insulation on the room side and no air barrier behind it, the floor joists running out under the bedroom to an open eave and the slope above unbaffled. A colonial of the same years fails at the attic hatch, the top plates, the chimney chase and the plumbing stack, and along a rim joist nobody has touched. In both, the flat attic often carries two or three inches of original rock wool under later batts laid crosswise, which looks like a finished job and performs like none.
16.1% of the city was built in the 1960s and 70s, the split-level and raised-ranch years: a long low attic where the eave gives you eight inches of headroom, a bedroom over the garage with joist bays open above the garage ceiling, and small triangular attics over the low wing that get skipped by anyone working quickly.
The 6.5% built since 2000 is mostly replacement, an older house down and a large one with a complicated roof up on the lot. Those walls are insulated to the code of their year and filling them is not the job. The job is the air handler and ducts sitting in a vented attic outside the insulation, tray and cathedral ceilings framed with no baffle, the bonus room over the garage, and bath fans that end in the attic.
The 10.7% of units in two- to four-unit buildings we scope as one building, because the shared stair chase and the floor cavity run through both units. The 9.2% in buildings of twenty or more we do not take: no attic, no cavity, and an envelope owned by a board rather than by one apartment’s owner.
Old houses on the ridge, and what we do to them first
An estate-era house on the Summit ridge is exposed in a way a house on flat ground is not. Wind drives across the top of the mountain, and a tall house with a leaky third floor behaves like a chimney: air enters low at the cellar and rim, climbs the balloon-framed bays and the open stair, and leaves through the garret and the roof plane. Every cubic foot that leaves is replaced by cold air pulled in at the bottom, which is why the first floor stays cold however hot the radiators run.
So the sequence in an old Summit house runs bottom to top. Seal the rim and cellar penetrations, cap the balloon-framed stud bays where they open into the basement and again at the attic, close the stair, chimney and stack chases, then decide the roof line. If the third floor is finished and heated, the insulation belongs in the roof slope rather than on the attic floor, which usually means closed cell foam in rafter bays with no room for a vent channel. If the attic is unfinished storage, the floor is the cheaper and better plane.
6.3% of Summit still heats with oil, a high share for Union County, and that works in your favor: oil costs more per unit of heat delivered, so the same work pays back faster in an oil-heated house.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Put fourteen inches of cellulose over an attic floor that leaks at the top plates and the stack, and you have a leaky attic floor under fourteen inches of cellulose.
In a pre-1940 Summit house the order is: block the balloon-framed stud bays top and bottom, seal the stair and chimney chases, seal the top plates, bath fan and attic hatch, insulate the attic floor or the roof slope, then come back for the rim joist. In a post-war cape it is shorter: block the joist bays under the knee wall at the eave, air barrier on the back of the knee wall, baffle the slopes, then insulate.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Summit
Most of our projects run between $3,500 and $12,500. In an older Summit house the number moves with height and access: how many balloon-framed bays get capped from both ends, whether a finished third floor pushes the work into the roof slope, and how much cellar rim is reachable. A post-war cape or a 1960s split is a smaller scope: knee walls, the attic plane, the garage ceiling and the rim. Our spray foam cost guide breaks the foam side down further.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Summit
Summit is one of the few Union County towns where the two bills come from different companies. JCP&L delivers the electricity and PSE&G the gas, not Elizabethtown Gas as in most of the county. With 83.7% of homes on gas heat, start with PSE&G, the utility that bills you for the fuel you are trying to burn less of, and confirm with JCP&L; a contractor’s program approvals usually settle which one leads.
PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing and insulation, plus 0% on-bill repayment of up to $25,000, over seven years for projects of $10,000 or less and ten years above that. It starts with an assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets that fee. PSE&G does not publish per-measure amounts. JCP&L Whole Home Energy Solutions does publish its formula: $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, capped at $7,500 and at half the project cost, with 0% on-bill financing of $2,500 to $25,000.
The free item at both is the lighter walk-through called the Whole Home Energy Assessment: PSE&G offers one a year to any residential customer in a home of fewer than five units, JCP&L to customers who own the home.
Two no-cost routes sit under that. PSE&G Home Weatherization installs insulation, air sealing and duct sealing at no cost for households between 250% and 400% of the federal poverty level, and JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 in upgrades and $2,500 in health and safety repairs on the same band. New Jersey Comfort Partners does the work at no cost at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four; homes heated with oil or propane, part of that 6.3%, are referred to the state’s weatherization office.
The New Jersey IRA Home Energy Rebates have not launched — the state’s own page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, whatever a flyer says. Code and climate in Summit
87.0% of Summit went up before 1980, and New Jersey’s first statewide energy subcode took effect on 1 January 1978, so the estate house, the post-war cape and most splits were built with no insulation requirement at all. Union County is climate zone 4A, a step milder than Morris and Somerset over the county line.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it calls for R-49 ceilings — the 2021 edition it replaced asked for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted until about 16 February 2027.
A house already standing falls under New Jersey’s Rehabilitation Subcode: insulating an attic does not require bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is what the state considers right for this climate, and it is what we design to.

Our Summit house has a finished third floor. Should the insulation go on the attic floor or in the roof?
In the roof, if that third floor is heated and used. Insulating the floor under a heated space leaves the room outside the envelope, and in a tall ridge house that room is where the stack effect ends, so it bakes in summer and never holds heat in winter. We foam the rafter slopes and the knee walls that flank them and seal the stair chase below. If the space is unheated storage, the floor plane is the better buy.
