Clark has almost no old houses. Only 3.0% of its 6,084 housing units predate 1940, the smallest pre-war share of any Union County town we cover, and the township was built in two hard bursts instead: 41.0% of the stock went up in the 1940s and 50s and another 38.3% in the 1960s and 70s. The median unit dates from 1962. 82.3% of Clark was standing before New Jersey’s first statewide energy subcode of 1 January 1978.
That makes this a ranch, cape and split-level township. 74.3% of units are detached houses and 3.5% attached; 4.6% sit in two-unit buildings and 1.9% in three- and four-unit buildings, with 11.6% in buildings of twenty or more. 76.1% of units are owner-occupied. Gas heats 84.4% of occupied homes, oil 5.1%, electricity 7.4% and bottled gas 2.2%.
Clark was the fifth ward of Rahway until it was set off as its own township in 1864, and it stayed farmland long enough that the post-war subdivisions had open fields to fill. Robinson’s Branch Reservoir, the largest body of water in Union County, cuts the township diagonally, and the Rahway River Parkway follows the river through it. The Garden State Parkway crosses at the Clark Circle.
The houses we insulate in Clark
The 1950s left 30.6% of the township in one decade: capes, small colonials and the first ranches. A cape fails at the knee wall, a short stud wall with insulation on the room side and nothing sealing its back, floor joists running out under the bedroom to an eave with no blocking, and a sloped ceiling with no baffle above it. The flat attic over the middle is shallow and usually holds the original loose-fill, flattened to half its depth, with a later batt run crosswise on top. A ranch of the same years fails differently: a long low attic where the whole perimeter is wind-washed, an attic hatch in a hall closet that has never been weatherstripped, and a rim joist nobody has looked at since the house was framed.
Then the 1960s put up another 25.7% and the 1970s 12.6%, which is the split-level and bi-level Clark. The split is the house we get called about most here, and it is the hardest one to insulate properly because it has no single attic. There is a full attic over the top level, a small triangular attic over the low wing, and a short vertical wall between the two roofs that is nothing but framing and sheathing, usually with no insulation at all. Air moves from the low attic through that wall into the upper attic all winter.
Under all of that sits the garage. In a Clark split or bi-level the garage is built into the low level with a bedroom or family room over it, and the joist bays above the garage ceiling are open at the band, so outdoor air runs under the floor of a heated room. That is the cold room in the house nine times out of ten.
11.0% of the township has been built since 2000, including 5.4% in the 2010s. Those houses and townhouses were built under the energy codes of their years and their walls are already full. The work in them is the air handler and duct runs in a vented attic, the cathedral and tray ceilings that were framed with no vent channel, the party wall in an attached unit and the bonus room over the garage.
The 11.6% of units in buildings of twenty or more are a different animal. There is no attic over your unit and no cavity in a masonry wall, and the envelope belongs to the association rather than to you, so the useful call is to the board. We will say so on the phone rather than after driving out.
The split-level and its two attics
A split is really two houses joined at a stair, and the joint is where the heat goes. Work it in this order and it stops.
First the low attic over the wing, which is often reachable only through a scuttle in a closet and is frequently skipped altogether. It gets air sealed at the top plates and insulated to full depth with baffles at the eave. Second the wall between the two roof levels: it needs an air barrier and insulation on its cold side, because right now it is the largest uninsulated surface in the house and nobody can see it. Third the garage ceiling and the band joist around it, which is what the bedroom over the garage is actually waiting for. Fourth the upper attic, its hatch, its bath fan and its top plates.
Bi-levels and raised ranches on the same streets have a version of the same problem: a lower level half below grade, with a rim joist at ground height that leaks along its whole length, and a foyer stair that pulls cold air up into the living level every time the front door opens.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a Clark split’s upper attic to R-49 and leave the wall between the two roofs open, and the new insulation is sitting on top of an air leak.
So the sequence in a split is: seal the top plates, the wire and plumbing penetrations and the chases at both attic levels, close the wall between the roofs, block and seal the joist bays over the garage, seal the band joist in the lower level, then insulate the low attic, the split wall, the garage ceiling and the upper attic in that order. In a 1950s cape it is knee walls first: block the joist bays at the eave, air barrier on the back of the knee wall, baffle the slopes, then fill.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Clark
Most of our projects run between $3,500 and $12,500. In a Clark split the number moves with how many separate planes the house has: two attics instead of one, the wall between them, a garage ceiling and a band joist in the lower level all add area and setup. A ranch is usually the cheapest job in town because it is one big attic plane and one rim. A cape sits in between, priced on feet of knee wall and whether the slopes get filled. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Clark
Clark is PSE&G for electricity and Elizabethtown Gas for gas, the pairing across most of Union County. With 84.4% of homes on gas heat, start with Elizabethtown Gas, the utility billing you for the fuel you want to burn less of, and confirm with PSE&G.
Elizabethtown Gas Whole Home Energy Solutions pays up to $7,500 in rebates on a published formula: $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, and never more than half the project cost. It adds 0% on-bill repayment of $2,500 to $25,000, up to seven years for projects of $10,000 or less and up to ten years above that or for income-qualified customers. It needs an active Elizabethtown Gas account and gas heat, and it covers single-family houses, townhomes, condos and buildings under four units. Elizabethtown Gas also runs a free Whole Home Energy Assessment walk-through.
PSE&G Whole Home Energy Solutions is the electric-side route: up to $7,500 in rebates plus 0% on-bill repayment of up to $25,000, starting with an assessment by a BPI-certified contractor in PSE&G’s program, whose fee the contractor sets. PSE&G does not publish per-measure amounts. PSE&G’s own Whole Home Energy Assessment is free once a year to residential customers in homes of fewer than five units.
Income-qualified households do better than rebates. Elizabethtown Gas Home Weatherization for Income-Qualified Customers covers up to $14,000 in upgrades and $2,500 in health and safety repairs at no cost between 250% and 400% of the federal poverty guidelines, which in 2026 runs $82,501 to $132,000 for a family of four, and PSE&G Home Weatherization does insulation, air sealing and duct sealing free on the same band. New Jersey Comfort Partners covers the work at no cost at or below 250% of the guidelines, $82,500 a year for a family of four. Homes on oil or propane, which in Clark means 5.1% and 2.2% of households, are referred to the state’s weatherization office instead.
The New Jersey IRA Home Energy Rebates have not launched — the state’s own page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Clark
82.3% of Clark went up before 1980 and New Jersey’s first statewide energy subcode took effect on 1 January 1978, which means the entire post-war build-out of this township — both bursts — was framed with no insulation requirement behind it. Union County is climate zone 4A.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it calls for R-49 ceilings — the 2021 edition it replaced asked for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted until about 16 February 2027.
Your existing house falls under New Jersey’s Rehabilitation Subcode: insulating an attic does not require bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is what the state considers right for this climate, and it is what we design to.

Usually it is an air problem first. In a Clark split or bi-level the joist bays over the garage are open at the band, so outdoor air runs under that floor even when there are batts stapled up between the joists. We block and seal the bays at the band, seal the wall between the garage and the house, then insulate the ceiling tight to the subfloor with no gap left above the insulation. Nine times in ten the room stops being the cold one.
