86.3% of Cranford’s 9,619 housing units were built before 1980, one of the largest pre-code shares of any Union County town we cover, second only to Summit. 30.8% of the township — 2,963 units — predates 1940 outright, and another 40.1% went up in the 1940s and 50s. The median unit dates from 1951. Almost nothing here was built under an energy code, and that is the single most useful thing to know about a Cranford house.
The second is the fuel. Gas heats 79.9% of homes, one of the lowest gas shares of the towns on our county list, while 6.9% still burns oil and 3.0% runs on bottled propane. That matters for what a job costs to run and for which rebate program a house can actually use. 72.4% of the stock is detached and 78.4% is owner-occupied.
The houses we insulate in Cranford
The township was carved in 1871 out of Clark, Linden, Springfield, Union and Westfield, on ground where John Crane had built a mill along the Rahway River in 1720. The oldest housing follows the river and the railroad. The 1939 WPA guide described fine old Victorian houses lining the edge of the parkway on the riverbank, and those houses are still there, along with the frame two- and three-story houses that filled in around Cranford station on the Raritan Valley Line.
In that pre-1940 third we assume balloon framing until the sill plate says otherwise: wall cavities open from the cellar to the attic, plaster on lath, and knob-and-tube wiring that has to be replaced before insulation goes into a wall. We block those cavities at the top and bottom before dense-packing. The attic is usually a walk-up with a board floor, so the choice is either to lift boards, seal the plates and chases and insulate the floor, or to insulate at the roof line and bring the attic inside the envelope. The cellars are stone or early block with a bare rim joist and, in the oil-heated houses, uninsulated pipe running the length of the ceiling.
40.1% of the township is 1940s and 50s, with 23.9% in the 1950s alone. That is the cape and small colonial belt: knee walls with batts on the room side and nothing behind them, floor joists running under the knee wall out to an open eave, unbaffled 2×6 slopes, and a shallow flat attic over the middle. The 1960s and 70s added 15.4% in splits and larger colonials, each with a bedroom over the garage and a ceiling step between levels that was never sealed. Only 6.4% is 1980s and 90s and 7.3% has been built since 2000, so the post-2000 house with full walls and ducts in the attic is a small part of the work here.

The river and the lower level
The Rahway River meanders through the middle of this township, and the Olmsted Brothers laid out the Rahway River Parkway along it in the 1920s, so the greenway threads past Lenape, Nomahegan, Hampton, MacConnell, Hanson and Sperry parks. MacConnell Park was called the Peninsula in the Victorian era because the river nearly encircled it. Living on a river is a good part of Cranford, and it puts a large share of the housing stock on low ground next to water.
That changes basement work. If a lower level has taken water, we do not put closed cell foam or any fibrous insulation on a wall below the high-water line, because both hold water against the assembly and neither dries the way a wall next to a river needs to dry. The right treatment is to keep insulation above that line, seal and insulate the first-floor deck so the living space above stops losing heat downward, insulate the rim joist, and leave the below-grade walls able to dry inward. Mechanicals stay off the floor.
Where the basement is dry — and plenty of Cranford basements are, on the higher ground away from the river and its tributaries — the full basement treatment makes sense: rim joist first, then the walls, and a warm lower level that stops pulling heat out of the floor above. The walk-through decides which of those two houses you have, and we would rather find out before we quote than after we spray.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. In an 1890s Cranford house, the top of the exterior wall cavity where it opens into the attic is often the biggest single hole in the building, and no depth of loose-fill over it will change that.
The sequence in an older house: seal the wall cavity tops at the attic plane and their bottoms at the sill, close the stair and chimney chases, seal the plumbing stack, bath fans and any recessed cans, then insulate at the attic floor or the roof line. Then the rim joist. In a post-war cape it starts at the knee walls instead: block the joist bays at the eave, air barrier on the back of the knee wall, baffle the slopes, then fill knee walls, slopes and flat in that order.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Cranford

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. Insulation rebates in Cranford
Cranford is PSE&G for electric and Elizabethtown Gas for gas. For the 79.9% of homes on gas heat, start with Elizabethtown Gas, the utility that bills you for heat, and confirm with PSE&G; either utility’s Whole Home program can lead, and a contractor’s program approvals usually settle which.
A gas-heated Cranford house goes through Elizabethtown Gas Whole Home Energy Solutions, where the ceiling is $7,500 per project. That figure starts at $2,000 for a modeled 5% saving and grows by $200 a point beyond it, never passing half the cost of the job, and it comes with 0% on-bill repayment of $2,500 to $25,000 spread over seven years to $10,000 or ten years above. The account must be live and the heat must be gas. PSE&G Whole Home Energy Solutions holds the same $7,500 ceiling on the electric side, adds 0% on-bill repayment of up to $25,000, asks for a BPI-certified contractor enrolled in its program, and never states what an individual measure is worth.
Read that gas-heat requirement carefully if you are one of the 6.9% of Cranford homes on oil or the 3.0% on propane. The gas utility’s program is closed to you, and the route in is PSE&G’s electric-side program instead. New Jersey Comfort Partners, which does the work at no cost for households at or below 250% of the federal poverty guidelines, $82,500 for a family of four, refers oil, propane and kerosene homes to the state’s weatherization office rather than serving them directly. None of that changes the physics: a Cranford house on delivered fuel is paying the most per unit of heat in town, so it has the most to gain from a tight envelope even with no rebate attached.
Meet the income test and the work stops being a rebate and becomes free. From 250% to 400% of the federal poverty guidelines — $82,501 to $132,000 for a family of four in 2026 — Elizabethtown Gas Home Weatherization for Income-Qualified Customers covers up to $14,000 of upgrades and $2,500 of health and safety repairs, and PSE&G Home Weatherization serves the same range. Note also which visit is free: the Whole Home Energy Assessment walk-through costs nothing at either utility, while the deeper Whole Home assessment behind the rebate carries a contractor-set fee.
Neither federal route is live. The IRA Home Energy Rebates have yet to launch in New Jersey, which describes them as in development and not accepting applications. The Section 25C tax credit closed for anything placed in service after 31 December 2025, leaving no federal insulation credit for a 2026 job. Code and climate in Cranford
86.3% of this township went up before New Jersey’s first statewide energy subcode of 1 January 1978. Nearly a third of it was framed before 1940, when a wall cavity was simply left empty and an attic got whatever the builder had left over. Union County is climate zone 4A.
The state moved to the 2024 IECC on 17 August 2026. A house built new under it gets R-49 ceilings, where the 2021 edition had called for R-60, plus R-30 cavity walls or R-20 with R-5 continuous, U-0.30 windows for a 4A county, and air leakage held to 3.0 air changes per hour at 50 pascals. Anything filed complete under the earlier code runs until about 16 February 2027. R-49 is what the state considers right for this climate, and what we build to.
A house from 1905 or 1951 is judged by New Jersey’s Rehabilitation Subcode, not by that. Bringing an attic to depth does not oblige you to upgrade the rest of the building and does not call for a blower-door test. Batt or blown-in insulation against the interior finish is ordinary maintenance and needs no permit; spray foam needs one, which we pull with the job.
