Insulation Contractors in Scotch Plains, NJ

A third of Scotch Plains was built in a single decade. 33.3% of the township’s 9,037 housing units — 3,011 of them — went up in the 1950s, and another 16.6% followed in the 1960s and 10.5% in the 1970s. The median unit dates from 1959, the latest median of the Union County towns on our list, and 80.8% of the township still predates 1980.

That makes this a tract-house town rather than an old-village town: only 13.0% predates 1940. 75.7% of the stock is detached and 81.1% is owner-occupied, one of the highest owner shares we work in across the county. The houses are ranches, capes and, above all, split-levels, and the split-level is the assembly that brings us here most often.

The houses we insulate in Scotch Plains

The township sits on a ridge between the Watchung Mountains and the flat ground to the south and east, and the difference in elevation shows up in basements. On the higher northern ground toward Route 22 the cellars are dry and the work is all above the ceiling. Down toward the Ash Swamp, Willow Grove and the Robinson’s Branch of the Rahway River, crawl spaces and basements take water, and that decides materials: we do not put closed cell foam against a foundation wall that floods, and a wet crawl gets sealed and drained before anything is insulated in it.

The 1950s house is a cape or a long ranch. The cape fails at the knee wall — a short stud wall with batts on the room side, no air barrier behind it, floor joists running underneath out to an open eave, unbaffled slopes and a shallow flat attic over the middle. The ranch fails across one long, low attic where the loose-fill has settled to half its original depth, the top plates and chases were never sealed, and the insulation at the eaves has been blown back by wind so the outer three feet of every ceiling is bare. Both are simple, honest jobs when they are done in the right order.

27.1% of the township is 1960s and 70s, which is where the split-levels and bi-levels come from, along with the larger colonials of the 70s. 9.5% is 1980s and 90s: colonials with code-minimum wall insulation, a rim that leaks, recessed cans in the top-floor ceiling and, often, the air handler and its ducts sitting in the vented attic. 9.7% has been built since 2000, mostly larger houses replacing smaller ones on existing lots, and there the walls are already full — the work is ducts, cathedral slopes and the room over the garage.

The 13.0% built before 1940 is the old ground: the township was settled from 1684 by Scottish Quakers and served as a stage stop between New York and Philadelphia, and the Frazee House still carries the 1770s. In houses of that age we assume balloon framing and knob-and-tube until we see otherwise, block the wall cavities at top and bottom, and get the wiring replaced before anything fills a wall. Gas heats 86.4% of homes here, oil 3.8%, and the oil-heated houses tend to be exactly these older ones, where sealing the envelope pays back fastest.

The split-level and its four half-attics

A split-level has no single attic plane, and that is why so many of them are uncomfortable in a way the owner cannot pin down. Instead of one ceiling to insulate there are four or five separate spaces, and a contractor who blows the biggest one and leaves has fixed maybe half the loss.

The list runs like this. There is a small attic over the upper bedroom level, usually too shallow to stand in, reached by a hatch in a closet. There is a second, lower roof over the entry and living level, sometimes with no access at all. Between them is the step in the ceiling where the levels change: a short vertical knee section, framed and drywalled, that is almost never sealed or insulated and faces the upper attic directly. There is the bedroom or den over the garage, with joist bays running from the garage ceiling straight out to the exterior. And in a bi-level there is the lower level half below grade, where the band joist sits at ground height and the rooms are cold at the floor.

We scope all of them as one system. The step in the ceiling gets an air barrier and insulation on its back face. The garage ceiling gets sealed at every penetration and the joist bays get blocked at the exterior wall before the cavity is filled. Both roof cavities get their top plates, chases and cans sealed and are then brought to depth, and access gets cut where there is none, because a space you cannot reach is a space nobody insulated in 1965 either.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a Scotch Plains ranch attic to full depth over unsealed top plates and a bare chimney chase, and the house still runs warm air out of the ceiling all winter.

In a split-level the order is: seal the garage ceiling and block the joist bays under the room above it, seal and air-barrier the vertical step between the levels, seal top plates, the plumbing stack, the chimney chase, the bath fans and the recessed cans in both roof cavities, baffle the eaves, then insulate every one of those planes to the same depth. In the basement or lower level, seal and insulate the band joist last. Done in that order, the depth on the quote is the depth that performs.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Scotch Plains

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Scotch Plains

Scotch Plains is PSE&G for electric and Elizabethtown Gas for gas. With 86.4% of the township on gas heat, start with Elizabethtown Gas, the utility that bills you for heat, and confirm with PSE&G. Either utility’s Whole Home program can lead the project; a contractor’s program approvals usually settle which.

Under Elizabethtown Gas Whole Home Energy Solutions a project can earn $7,500. The rebate opens at $2,000 once the model shows a 5% saving and climbs $200 for every point past that, stopping at half the cost of the work. Alongside it runs 0% on-bill repayment of $2,500 to $25,000: seven years at $10,000 or less, ten years beyond. Gas heat and a live Elizabethtown Gas account are the entry conditions. PSE&G Whole Home Energy Solutions is the parallel electric route with the same $7,500 ceiling and 0% on-bill repayment of up to $25,000; it wants a BPI-certified contractor enrolled in PSE&G’s program, and it does not break the rebate down by measure.

Two visits share almost the same name, so check which one is being sold to you. The Whole Home assessment behind the rebate carries a contractor-set fee. The Whole Home Energy Assessment walk-through is free at either utility and puts small measures in on the spot.

For income-qualified households the work is free rather than rebated. In the band from 250% to 400% of the federal poverty guidelines — $82,501 to $132,000 for a family of four in 2026 — Elizabethtown Gas Home Weatherization for Income-Qualified Customers pays for up to $14,000 of upgrades plus $2,500 of health and safety repairs, and PSE&G Home Weatherization serves the same band. At or below 250%, $82,500 for a family of four, that job belongs to New Jersey Comfort Partners. Oil and propane homes are sent to the state weatherization office.

Do not budget for either federal option. The IRA Home Energy Rebates have not opened in New Jersey; the state still lists them as in development and closed to applications. The Section 25C federal tax credit ran out for anything placed in service after 31 December 2025, so a 2026 job carries no federal credit at all. Code and climate in Scotch Plains

80.8% of Scotch Plains was built before New Jersey’s first statewide energy subcode of 1 January 1978. The subdivisions of the 1950s and 60s that make up half the township had no insulation requirement behind them at all, which is why depths of three and four inches are still normal in attics here. Union County is climate zone 4A.

Since 17 August 2026 the state has been on the 2024 IECC. For a new house that means R-49 at the ceiling, where the 2021 edition asked for R-60; R-30 of cavity insulation in the walls, or R-20 with R-5 continuous outside them; U-0.30 windows in the 4A counties; and no more than 3.0 air changes per hour at 50 pascals. A complete application filed under the old code still stands until roughly 16 February 2027. R-49 is what the state considers right here, and what we design to.

Your split-level or ranch answers to New Jersey’s Rehabilitation Subcode instead. Adding depth to an attic does not trigger a whole-house code upgrade and does not call for a blower-door test. Blown-in and batt material against the interior finish is ordinary maintenance with no permit behind it; spray foam requires a permit, which we pull as part of the job.

In a 1960s split the joist bays under that room usually run from the garage straight out to the exterior wall with no blocking, so outside air washes under the floor whatever is stapled up there. We block the bays at the exterior wall, seal every penetration through the garage ceiling, then fill the cavity and put a proper air barrier on the finished side. If the room also sits under a low roof cavity, that plane gets sealed and insulated in the same visit.
