45.0% of Barnegat’s 10,985 housing units have been built since 2000, and 28.6% of the township went up in the 2000s alone. Nothing else in this part of Ocean County is that new. The median unit dates from 1996, only 31.1% of the stock predates New Jersey’s first statewide energy subcode of 1 January 1978, and building has not stopped: 12.9% arrived in the 2010s and 3.4% since 2020.
The rest is older than the growth spurt suggests. 26.3% of the units are 1960s and 70s, 23.9% are 1980s and 90s, and 3.1% predate 1940 — the old village near the bay, settled long before the township changed its name from Union Township on 1 January 1977. 85.1% of the housing is detached, 4.2% attached, and there are 497 mobile homes. 88.8% of occupied units are owner-occupied.
The fuel numbers say the rest. Gas heats 81.1% of occupied homes, but 8.4% still burn oil — twice the Ocean County share — and another 1.4% run on bottled gas. Those are the houses on the roads where the gas main never went, and they are the ones where insulation pays back fastest.
The houses we insulate in Barnegat
Of the 10,985 units, 3.1% predate 1940, 1.7% are 1940s and 50s, 26.3% are 1960s and 70s, 23.9% are 1980s and 90s and 45.0% have been built since 2000. The decade shape matters: 23.9% of the township went up in the 1970s, then it slowed to 10.9% in the 1980s and 13.0% in the 1990s, then the 2000s added 28.6% in ten years.
The 1970s house is a ranch or a cape on a crawl space or a slab, most of it east of the Parkway toward the bay and along the older roads. The attic is shallow, the loose-fill has settled, the eaves have no baffles and the ceiling leaks at the hatch, the chases and the fixtures. A cape adds the knee walls: a short wall with insulation on the room side and no air barrier behind it, joist bays open to the eave so outdoor air runs under the bedroom floor, and unbaffled slopes above. If the house burns oil, everything in that list costs more per winter than it does next door on gas.
The 1980s and 90s houses, 23.9% of the township, are colonials and contemporaries with R-11 to R-13 walls and R-19 to R-30 over the ceiling. The walls are not the job. What fails is the vented attic with the air handler and duct trunk in it, the cathedral or tray ceiling with no vent channel, the bonus room over the garage, the recessed lights and the bath fan blowing into the attic.
The 344 units that predate 1940 are the old crossroads: Barnegat village near the bay, Cedar Bridge, Howardsville and the docks. Balloon-framed walls, an unfloored garret, a block or fieldstone crawl. We assume knob-and-tube until the attic proves otherwise, and old wiring comes out before insulation goes in. The 497 mobile homes are a different assembly again — a belly board under the floor, a shallow roof cavity, skirting the wind gets under — and the work there is the belly and the skirting, not the walls.
Half the township was built this century, and the walls are not the job
Barnegat grew by more than a third in the 2000s and kept growing after that, most of it in the subdivisions off Route 72 and CR 554 and in the Barnegat end of Ocean Acres, which the township shares with Stafford. If your house came out of that wave, its walls were insulated to the code of the day and filling them again is not the work. Anyone offering to blow your 2004 walls is selling you the wrong thing.
Here is what actually fails in those houses. The air handler and the duct trunk sit in a vented attic, outside the insulation, so duct leakage heats the attic instead of the back bedrooms. The tray and cathedral ceilings were framed with no vent channel, so the insulation in the slopes is wind-washed and the ceiling below runs cold. The bonus room over the garage has open joist bays under its floor, and the garage wall behind it was never air-sealed. Pull-down attic stairs are a hole in the ceiling with a thin plywood lid on it. Bath fans blow into the attic. Recessed lights leak air by the dozen.
That list is an air-sealing and duct job with some added insulation, a very different scope from what a 1970s ranch needs. Even the 3.4% built since 2020, framed to a much tighter standard, usually still has ducts running through a vented attic, and sealing and insulating those runs is worth doing on a house that is otherwise new.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow another eight inches over a 2003 ceiling with leaking ducts above it and you have insulated the leak.
In a post-2000 Barnegat house the sequence is: seal and insulate the duct runs and the air handler platform; seal the top plates, the chases and the wiring penetrations; gasket the pull-down stair or hatch; close the garage wall and the joist bays under the bonus room; vent the bath fans through the roof; baffle the tray and cathedral slopes so they can be filled; then bring the flat attic to depth. In a 1970s cape it starts at the knee walls instead: an air barrier behind them, blocking in the joist bays at the eave, baffles in the slopes, then the flat.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Barnegat
Most of our projects run between $3,500 and $12,500. In a post-2000 house the number is driven by duct footage, ceiling area and how many tray or cathedral slopes have to be baffled, not by walls. In a 1970s cape or ranch it is the feet of knee wall and eave to block, whether the slopes are being filled, and what is under the floor. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Barnegat
Barnegat is one of the Ocean County townships where the electric utility is Atlantic City Electric over most of the township, with JCP&L on the inland western side. Check the name on your electric bill before anyone applies for anything. Gas is New Jersey Natural Gas throughout, and with 81.1% of homes on gas heat that is where most owners start.
New Jersey Natural Gas Whole Home Energy Solutions — SAVEGREEN on the paperwork — is worth up to $7,500 per project, and the formula is public: $2,000 once a model shows a five percent saving, then $200 for each further percentage point, to a ceiling of $7,500 or half the job cost, whichever is lower. It carries 0% on-bill repayment of up to $25,000. Insulation and air sealing must be in the project, and it has to be installed by 30 June 2027. A residential gas account also brings a free Whole Home Energy Assessment once every twelve months.
Atlantic City Electric Whole Home Energy Solutions also pays up to $7,500, no more than half the project cost, with 0% financing of $2,500 to $25,000 through the program’s lender. It does not publish a per-measure formula, and it is written for single-family residences only. It states no free walk-through, so the free assessment here is the gas utility’s. On the JCP&L side of the township, JCP&L Whole Home Energy Solutions pays to the same ceiling with 0% on-bill financing of $2,500 to $25,000 and a free Whole Home Energy Assessment for customers who own their home.
For income-qualified households the work can be free: up to $14,000 of improvements and $2,500 of health and safety repairs through the Atlantic City Electric, JCP&L or New Jersey Natural Gas weatherization programs, and New Jersey Comfort Partners at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four. Comfort Partners refers homes on oil, propane or kerosene to the state weatherization office instead, which in Barnegat is the 8.4% on oil and the 1.4% on bottled gas.
New Jersey has not launched its IRA Home Energy Rebates. The state’s own page has them in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so nothing federal is available on a 2026 job. The rest is in our New York and New Jersey rebate guide.
Code and climate in Barnegat
Only 31.1% of Barnegat predates New Jersey’s first statewide energy subcode of 1 January 1978, the smallest pre-code share of the Ocean County towns we cover. That cuts both ways: fewer uninsulated shells, but a great many houses built to codes from 1996 to 2015 that are far weaker than today’s and that put the heating system in the attic. Ocean County is climate zone 4A, as are Burlington to the west and Atlantic down the coast.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals.
For a house already standing, New Jersey’s Rehabilitation Subcode applies: an attic can be insulated without bringing the rest of the house to code and without a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance and needs no permit; spray foam and other foam plastic insulation need one, which we pull as part of the job. R-49 is still what we design to, since that is the state’s number for this climate.
