80.8% of occupied homes in East Brunswick are owner-occupied, one of the highest owner shares of the Middlesex towns we cover and well above the county’s 63.5%. That matters: the utility rebate programs are written for owner-occupied homes of one to four units, so almost every house we walk into here is one where the person deciding is the person who will feel it.
Of 17,524 units, 21.2% were built in the 1980s, the single biggest decade, and 31.4% in the 1980s and 90s together. 32.7% came in the 1960s and 70s, 20.5% in the 1940s and 50s, 10.8% since 2000, and 4.5% predates 1940. The median unit dates from 1974 and 57.8% of the township was standing before 1980. 65.1% is detached houses and 10.4% attached — 1,816 townhouse and duplex units.
Gas heats 85.5% of homes here, one of the highest gas shares of the towns we cover in this county, with 10.1% on electricity and only 2.1% on oil. There is no fuel-switching argument here. The case is the gas bill.
The houses we insulate in East Brunswick
The township was cut from North Brunswick and Monroe in 1860 and stayed farmland until the roads arrived. Its oldest fabric is in the southeast, the village of Old Bridge, whose historic district was listed on the National Register in 1977. The 785 units that predate 1940, 4.5% of the stock, sit in that corner and along the old crossroads — Dunhams Corner, Herberts Corner, Tanners Corner, Westons Mills. In houses that age we assume balloon framing and block the stud bays at the attic before anything is blown, and old wiring comes out before a wall gets filled.
The New Jersey Turnpike reached East Brunswick at exit 9 in 1952 and the population went from 5,699 in 1950 to 19,965 in 1960. That decade left 17.8% of the current stock: capes and small ranches on quarter-acre lots. The cape fails at the knee wall — batts on the room side with no air barrier behind, joist bays open to the eave under the bedroom floor, slopes with no baffles, a shallow flat attic. The ranch fails at the top plates and a single long attic of loose-fill that has settled below the joist tops.
18.6% went up in the 1960s and 14.1% in the 1970s, the years Brunswick Square Mall opened on Route 18. Those are the splits, bi-levels and expanded ranches in Fairview Knolls, Orchard Heights, Newton Heights and the Lawrence Brook sections. Two assemblies fail in nearly every one: the room over the garage, whose joist bays are open at the header so outdoor air runs under the floor, and the lower level, half below grade against an uninsulated foundation wall with the rim joist above it open into the garage.
21.2% arrived in the 1980s and 10.3% in the 1990s — the largest run in the township’s history and a different animal. Those colonials and townhouse rows have R-11 to R-13 walls and R-19 to R-30 attics, so nobody should be selling you blown-in walls. What was never done is the sealing, and what nobody thought about was the air handler, which sits in the vented attic on a plywood platform with the supply trunk beside it. Duct leakage up there heats the attic. In the 1,816 attached units the party wall runs into the attic open at the top — built to stop fire, not air — and we close it at the attic plate on your side. The 1,298 units in buildings of fifty or more are a different world: shared flat roofs, shared mechanicals, a board’s decision, not ours.
Farrington Lake, Lawrence Brook and the wet lower level
Water shapes the north and east of the township. Lawrence Brook runs the western border and has been widened by dams into Farrington Lake and Westons Mill Pond; the South River runs the eastern border by the old Old Bridge village, and the Manalapan Brook watershed covers much of the south. Streets in Farrington Lake Heights, Lawrence Brook Manor and Brookview sit close to that water, and so do their basements and crawl spaces.
The lower level near the brook is not the same job as one up on Route 18. Before quoting anything below grade we look for a tide line on the block, efflorescence, a sump that runs in April, or a crawl space with a torn vapor barrier over damp soil. Where we find them, the scope moves upward: seal the penetrations through the first-floor deck, seal and insulate the rim joist, insulate the floor above with something that can dry, and leave the wall alone. Fiberglass in a damp basement ceiling stops being insulation the first spring.
Where the lower level is dry — and most are — insulating the foundation wall and the rim is one of the better returns in a 1960s split, because that wall is usually bare block from slab to joists. A dry crawl space can be sealed and insulated properly, vapor barrier first. These two houses look identical from the street and get different scopes.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a foot of cellulose over an attic floor with open top plates and an open chimney chase and you have a thicker blanket over the same holes.
In an East Brunswick split the order is: seal the top plates, the plumbing and flue chases and the recessed lights in the upper attic, vent the bath fan outside, block and seal the joist bays under the room over the garage, seal the garage ceiling and the door to the house, then the rim joist and the cantilever. Then insulate — the attic to R-49, the garage ceiling, the rim. In a 1980s colonial the list starts at the air handler platform and the duct seams instead.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in East Brunswick
Most of our projects run between $3,500 and $12,500. In a split or bi-level the number moves with the garage ceiling, the cantilever and whether the lower-level wall is in the scope — and near the brook, whether that wall should be insulated at all. In an 1980s colonial it moves with duct footage and the ceiling area over sloped and tray ceilings. In a townhouse it is usually the smallest job: party wall, attic plane, rim. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in East Brunswick
Most of East Brunswick is PSE&G for both electric and gas. JCP&L serves roughly a fifth of the township, in the south, so those homes have two companies and two ways in. With 85.5% of homes on gas heat, start with the utility that bills your heating fuel and confirm with the other.
PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing, insulation and the envelope work the assessment calls for, plus interest-free on-bill repayment of up to $25,000, over seven years on projects of $10,000 or less and ten years above that or for income-qualified customers. It starts with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets that fee. PSE&G does not publish per-measure amounts. Its Whole Home Energy Assessment is a separate free walk-through, with small items installed on the spot, for any PSE&G residential customer in a home of fewer than five units.
On the JCP&L side, JCP&L Whole Home Energy Solutions publishes the arithmetic: up to $7,500, built as $2,000 for a modeled saving of five percent plus $200 for each percentage point above that, capped at half the project cost, plus interest-free on-bill financing of $2,500 to $25,000. Its own Whole Home Energy Assessment is free for JCP&L customers who own their home.
No-cost work sits underneath. PSE&G Home Weatherization and JCP&L Home Weatherization for Income-Qualified Customers cover households between 250% and 400% of the federal poverty guidelines, JCP&L publishing up to $14,000 in upgrades and $2,500 in health and safety repairs. New Jersey Comfort Partners covers households at or below 250%, $82,500 a year for a family of four in 2026; the 2.1% here that heats with oil is referred to the state’s Office of Weatherization instead. New Jersey’s IRA Home Energy Rebates have not launched — the state says they are in development and not open for applications.
The federal Section 25C tax credit ended for anything placed in service after 31 December 2025. There is no federal insulation credit on a 2026 job, whatever a contractor tells you. The rest is in our rebate guide.
Code and climate in East Brunswick
57.8% of the township was built before 1980, and the 1950s capes and 1960s splits went up before New Jersey’s first statewide energy subcode of 1 January 1978 — with no insulation requirement at all. Even the 21.2% from the 1980s met only a first-generation energy code, which is why those houses have adequate walls and inadequate attics. Middlesex County is climate zone 4A, along with Monmouth and Union.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is what the state considers right for this climate, and it is what we design to.
An existing house falls under New Jersey’s Rehabilitation Subcode. Insulating an attic does not require bringing the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.

Our 1985 East Brunswick colonial has ice dams every winter. Is that an insulation problem?
It is an air and duct problem that shows up as ice. Warm air leaking into the attic at the top plates, the chimney chase and the recessed lights, plus a leaking duct or an air handler in the attic, melts the snow over the middle of the roof; the water runs to the cold eave and freezes there. Adding depth alone can make it worse by hiding the leaks. Seal the bypasses and the ducts, get the soffit vents clear with baffles, then insulate the flat to R-49. The dams stop.
