Insulation Contractors in Newark, NJ

Only 24.1% of Newark’s occupied homes are owner-occupied, and 40.9% of its 121,604 housing units sit in two- to four-family buildings: 23,140 in two-unit buildings and 26,637 in buildings of three or four. That is the shape of the city. Most Newark residents rent, and most of what they rent is a floor of a frame two- or three-family on a narrow lot.

That settles what we can and cannot do here. The 17,739 units in buildings of fifty or more, from the Mt. Prospect Avenue towers to the apartment blocks near the Ironbound, are not a retrofit one owner can order, and a rented floor of a three-family is not ours either, because the tenant cannot say yes. Our Newark work is the 27,434 owner-occupied homes: the owner living downstairs in a two- or three-family, and the detached houses of Vailsburg, Ivy Hill, Forest Hill, Upper Roseville and Weequahic.

The median Newark unit dates from 1966, but that averages a 1900s two-family against a 2000s infill building. 23.6% of the stock predates 1940, 19.3% is 1940s and 50s, 23.2% is 1960s and 70s, 15.9% is 1980s and 90s, and 18.0% has gone up since 2000, the decade Newark led the state in building permits. Gas heats 70.7% of occupied units, electricity 19.9%, mostly the big buildings, and oil 2.9%.

The houses we insulate in Newark

Detached houses are 11.5% of Newark, 14,041 units, and another 14,161 are attached one-unit houses, 11.6%. They live on the high ground. The city rises from sea level at the bay to about 230 feet in the west, and the ridges of Forest Hill, High Street and Weequahic are where the wealthy built in the 19th and early 20th centuries. Forest Hill, around Branch Brook Park, holds a historic district of older mansions and colonial homes. Vailsburg, a borough of its own until Newark annexed it in 1905, and Ivy Hill, taken back from Maplewood in 1926, are the West Ward’s suburban streets; Weequahic and Clinton Hill are the South Ward’s.

Those detached houses are pre-war frame: foursquares, colonials and gable-front houses, balloon-framed with stud bays open from the sill to the attic, often with a finished third floor under the roof and knob-and-tube still in the walls. The attic floor is bare or holds a few inches of rock wool, the third-floor knee walls have nothing behind them, and the cellar rim is open. We block the tops of the wall bays at the attic first, and check the wiring before dense-packing a wall. The 1940s and 50s filled the remaining Vailsburg and Ivy Hill lots with capes, which fail at the knee wall and the eave.

The two- and three-family is the Newark house. An up-and-down two-family of the 1900s to 20s has a shared stair, a low-slope or flat roof over the top unit, one cellar with the heating plant and the rim, and balloon-framed side walls in the older ones. A three-family adds a floor and a third gas meter, and the stair chase runs the full height. We scope the building as one job, because the stair chase, the floor cavities between units and the roof are shared, and sealing one apartment’s share of them does nothing. The owner who lives on the first floor and rents above is our customer.

Then the new stock. 18.0% of Newark has been built since 2000, 12.1% in the 2000s alone, when the city led the state in permits. Much of it is infill multifamily on old lots, built under the energy codes of the 2000s and 2010s, so the walls are already full. What fails is the party wall open to the roof cavity, the flat roof with no ventilation path, ducts and air handlers in unconditioned space, bath fans blowing into the roof, and a garage-under first floor. That is an air-sealing and duct job, not a wall job.

Owners and renters: which part of Newark is our work

Newark lost more than a third of its population between 1950 and 2000, and 100,000 white residents left in the 1960s alone for the western suburbs of Essex. The housing they left became rental and stayed rental: 24.1% owner occupancy against 44.5% across the county. The frame two- and three-family carried the city through the abandonment of the 1970s and 80s, and it still does.

So the first question we ask a Newark caller is who owns the building and who lives in it. Own a two-, three- or four-family and live in one unit, and it is our work, with PSE&G’s rebate program open to you. Own a house on the ridge streets, the same. If you rent, the call belongs to your landlord; we will do a building for an absentee owner, but the rebate program will not, because it wants the owner in residence. Own a unit in a Mt. We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a three-family’s roof cavity full of cellulose and leave the stair chase open from the cellar to the roof, and the building still breathes like a chimney.

In a Newark two- or three-family the sequence runs bottom to top. Seal the cellar rim and the top of the foundation wall; seal the stair and plumbing chases where they pass each floor; seal the floor cavity between units where it meets the balloon-framed studs; at the roof, seal the top plates, the stack and the chimney, and close the party wall against the neighbor. Then insulate the roof cavity or attic floor and the rim. In a Vailsburg cape it starts at the knee walls instead.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Newark

Most of our projects run between $3,500 and $12,500. A two- or three-family is priced as one building; what moves the number is the roof area over the top unit, whether a flat roof is done from below or above, the number of chases, the count of balloon-framed bays to block, and cellar access. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Newark

Newark is PSE&G territory for both electric and gas, and PSE&G’s parent company is headquartered in the city. Its whole-home program is written for one- to four-unit homes the owner lives in: the owner-occupied two- and three-family and the detached house, not the towers and not the absentee-owned rental.

PSE&G Whole Home Energy Solutions offers up to $7,500 in rebates toward air sealing, insulation and related work, plus 0% on-bill repayment of up to $25,000, over 7 years for a project of $10,000 or less and 10 years above that or for income-qualified customers. It starts with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets the assessment fee. PSE&G does not publish what each measure pays, so “up to $7,500” is as precise as anyone can be.

PSE&G’s Whole Home Energy Assessment is free: a no-cost walk-through with small items installed on the spot, for any PSE&G residential customer in a home of fewer than five units. PSE&G Home Weatherization installs insulation, air sealing and duct sealing at no cost for households between 250% and 400% of the federal poverty level, or in a low- or moderate-income area, or enrolled in NJ SHARES.

New Jersey Comfort Partners does the same work at no cost for households at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four in 2026, in buildings of 1 to 14 individually metered units — which takes in a Newark three-family with its three meters. Homes heated with oil, propane or kerosene are referred to the state’s Office of Weatherization; 2.9% of Newark still heats with oil. Many owner-occupants here qualify on income alone, and we say so before we quote.

The New Jersey IRA Home Energy Rebates have not launched. The state’s page says they are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, whatever a door-hanger still says. Code and climate in Newark

66.1% of Newark’s units went up before 1980, and the two-families and pre-war houses this work is about predate New Jersey’s first statewide energy subcode of 1 January 1978 by half a century. Essex County is climate zone 4A; Bergen and Passaic to the north are 5A. Newark is a flat basin sloping to the Passaic, with the January freezing line running roughly along the Turnpike, and neither side of it is mild enough to skip the attic.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals. That is the standard the next infill three-family is built to.

Existing homes fall under New Jersey’s Rehabilitation Subcode: insulating an attic or roof cavity does not require bringing the rest of the building to code, and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is what we design to.
