Essex County is a place where people live within a few inches of each other, so the noise question here is usually about a neighbor rather than a road. Only 32.8% of the 335,550 housing units here are detached houses. Another 7.7% are attached, 14.4% sit in two-unit buildings, 13.9% in three- and four-unit buildings, and 19.3% in buildings of twenty units or more. That is most of the county sharing a wall, a floor or both, and sound insulation is what people look for once they can follow a conversation through one.
It is worth being plain about what it does. Insulation in a cavity absorbs sound; it does not block it. Filling an empty cavity is worth roughly 4 to 11 points of Sound Transmission Class. Changing how the wall is built is worth far more: in one manufacturer’s current test series, a 2×4 wall with batts and a single layer of 5/8-inch Type X each side rates STC 35, resilient channel on one side takes it to 48, and a second row of studs takes it to 56. We install the absorbing half — mineral wool and fiberglass batts, dense-pack cellulose, blown-in fiberglass and open cell foam. Channel, extra board and damping compounds are drywall and framing work, and we say which half a job needs first.
Where soundproofing insulation pays in Essex County houses
The floor between two flats. In Newark, 21.9% of units sit in buildings of three or four and 19.0% in two-unit buildings; Maplewood has 1,630 units in two-unit buildings, Bloomfield 2,984 in threes and fours, Montclair 1,691 and 1,405. In an up-and-down two- or three-family the floor cavity runs from front to back with nothing in it, and the stair chase links every landing. Filling those bays helps with voices, television and music. Footsteps are a different rating and a different fix, and the biggest move there is the covering on the floor above.
Apartment and condominium buildings. Buildings of twenty units or more hold 23.5% of South Orange, 21.1% of Newark, 18.8% of Bloomfield, 14.3% of Montclair and 12.3% of West Orange. In a condominium or co-op the association normally owns the wall and the floor-ceiling between units, so the first step is asking the board or managing agent in writing what may be changed. Give them the tested assembly, its report number and its rating, so they are approving something they can check rather than a product name.
Plaster partitions in the pre-war house. Montclair holds 9,446 units built before 1940, Maplewood 4,919, South Orange 2,857 and Nutley 4,037. Interior partitions in those houses are lath and plaster over empty bays, and in a balloon-framed house the bays carry sound up the building as readily as they carry air. Where the wall stays closed, cellulose or fiberglass is blown through small holes until the cavity is firm, and the holes are patched. Plaster keys break if the drilling is careless, so the holes go in from the side that is getting repaired anyway.
The office, the practice room and the bedroom over the garage. Livingston is 84.4% detached houses, Millburn 79.4% and Cedar Grove 68.5%, and in those houses the noise is internal: a home office beside a family room, a teenager’s drum kit, a bedroom over an attached garage where the door opens under the bed. The garage ceiling in New Jersey is a rated floor-ceiling assembly under living space, so we dense-pack those bays through it and patch, and anything penetrating that ceiling has to stay protected so it still works as a fire separation.
How we do soundproofing insulation in Essex County
The visit starts with what you hear and where, because voices, footsteps and bass are three problems and only one responds well to a filled cavity. Speech privacy is reachable: on the published guideline table, 40 is where privacy begins and 45 is where loud speech stops being noticeable. Footsteps depend mostly on the floor covering upstairs — on one tested wood floor, cushioned vinyl measured IIC 44 and thick carpet with a pad measured 70, with the same framing and batts underneath. Below about 125 Hz no rating describes what a subwoofer does, and a room built around one belongs with an acoustician first.
Then the material, chosen by what the cavity is. An open bay takes an unfaced mineral wool or fiberglass batt cut to fill it completely, because thickness with no gaps matters more than density. A wall that is staying closed takes dense-pack: cellulose at 3.5 to 4.5 pounds per cubic foot, fiberglass at 1.8 to 2.6, blown until the bay is firm so it cannot settle. A bay crowded with wiring, pipe and old blocking takes open cell foam, which measures a noise reduction coefficient of 0.65 at 3.5 inches. Closed cell is not a sound product and we do not sell it as one: the same test method puts it at 0.10.
Sealing is the part that decides whether the rest was worth it. One test pair showed the same partition at STC 46 sealed and STC 36 with a 1/8-inch gap running a foot. Outlet and switch boxes get plugged and sealed rather than left open, and back-to-back boxes in one bay are moved apart by an electrician. Recessed lights are holes in a ceiling and need a sealed enclosure in the joist bay. A duct running straight from one room into the next is a speaking tube for a heating contractor to reroute. The gap at the base of a wall gets a sealant that stays soft. The quote settles which of those are ours, so none ends up in nobody’s scope.
Opening a floor or a wall occasionally turns up insulation that is wet from an old leak, matted flat or fouled by rodents; that comes out under containment, gets vacuumed and bagged, and the leak is dealt with first. Mold growing on framing or sheathing is a remediation trade and belongs to a remediation company. Resilient channel, a second layer of board, damped panels and mass-loaded vinyl are the drywall contractor’s half, and that quote should name the tested assembly, its laboratory, its report number and its test date.
What soundproofing insulation costs in Essex County

Rebates for soundproofing insulation in Essex County
Be careful with expectations here. The utility programs pay for air sealing and the envelope insulation an assessment calls for, which means an interior partition between two bedrooms is outside them. Where a sound job also insulates an exterior wall, an attic or a floor over an unheated garage or cellar, that part of the work can sit inside a program. PSE&G supplies the gas in all twenty-two Essex municipalities and the electricity in twenty-one, Newark, Bloomfield, Cedar Grove, Maplewood, Montclair, Nutley, South Orange and West Orange included; Millburn is a JCP&L electric town with PSE&G gas, and Livingston is divided between the two companies almost evenly.
PSE&G Whole Home Energy Solutions pays up to $7,500 per project toward air sealing and insulation, with 0% on-bill repayment of up to $25,000 over 7 years for a project of $10,000 or less and 10 years above that or for income-qualified customers. It covers owner-occupied homes of one to four units and starts with an assessment by a BPI-certified contractor participating in the program. JCP&L Whole Home Energy Solutions publishes its formula: $2,000 for a modeled 5% saving plus $200 for each point above it, capped at $7,500 and at half the project cost, with 0% on-bill financing of $2,500 to $25,000. At lower incomes, PSE&G Home Weatherization and JCP&L Home Weatherization for Income-Qualified Customers work between 250% and 400% of the federal poverty level, and New Jersey Comfort Partners at or below 250%, $82,500 for a family of four in 2026. The state’s IRA Home Energy Rebates are in development and not open for applications, and the federal 25C tax credit ended for anything placed in service after 31 December 2025. Code and climate in Essex County
Two sets of numbers apply in this county, and for sound the first is the important one. Apartment and condominium buildings under the building code, the 2024 edition as adopted in New Jersey, need walls and floor-ceilings between dwelling units to reach STC 50 in a laboratory test, or a field rating of 45, with floor-ceilings also reaching IIC 50. Townhouses and two-family houses fall under the one- and two-family subcode, which adopts the 2024 residential appendix on sound transmission: STC 45 and IIC 45 between dwelling units, adjacent townhouse units included. Both require penetrations for piping, wiring and ducts to be sealed so the rating survives, and neither sets anything for walls inside one home. How either applies to an existing wall is the building official’s call.
The second set arrives whenever a sound job opens an exterior wall. Essex County is climate zone 4A, and under the 2024 IECC, adopted in New Jersey on 17 August 2026, a wall in new work takes R-30 in the cavity or R-20 plus R-5 continuous. Foam plastic in living space needs a thermal barrier such as 1/2-inch gypsum board over it. Existing houses come under the Rehabilitation Subcode: insulation other than foam plastic set against the interior finish is ordinary maintenance with no permit, while foam plastic needs a permit, which we pull as part of the job.
