Insulation Contractors in Essex County, NJ

The biggest block of housing in Essex County was framed before 1940: 29.1% of its 335,550 units, 97,638 houses and flats built when an exterior wall cavity was left empty on purpose. Another 24.0% went up in the 1940s and 50s and 21.9% in the 1960s and 70s, so 74.9% of the county was standing before New Jersey’s first statewide energy subcode of 1 January 1978. The median Essex unit dates from 1958.

The second number changes what the work is. Detached houses are only 32.8% of the stock, 109,985 of them, with another 7.7% attached. 48,180 units sit in two-unit buildings and 46,771 in buildings of three or four, 28.3% of the county between them, and 19.3% are in buildings of twenty units or more, including 41,799 in buildings of fifty-plus. 44.5% of occupied homes are owner-occupied. Gas heats 73.6% of occupied units, electricity 16.8% and oil 4.2%.

Geography sorts the rest. The county is flat in the east, at sea level where it meets Newark Bay, climbs the twin ridges of the Watchung Mountains, and drops into the Passaic River valley beyond, reaching 660 feet at points between Verona, North Caldwell and Cedar Grove. The flat eastern half is the dense one: Newark, the county seat and the largest municipality at 24.19 square miles, and the mill and railroad towns around it. The Essex County towns we work in

  • Nutley — one third pre-1940, one third post-war cape, and 20.6% two- to four-family on 3.42 square miles.
  • South Orange — 46.8% pre-1940 and 56.8% detached: big houses with third floors, plus apartments by the station.
  • Millburn — 87.7% built before 1980 and 34.3% before 1940: balloon-framed Short Hills houses that leak vertically.
  • Cedar Grove — 35.2% built in the 1950s alone: ranch attics, split-level stepped walls and 497 attached houses.

The houses across Essex County

The pre-war house is the county’s house, and it is balloon-framed. Montclair is 58.8% pre-1940, Maplewood 54.8%, South Orange 46.8%, Bloomfield 38.0%, Millburn 34.3%, Nutley 33.7%. In a house of that age the stud bays run from the sill plate to the attic floor with nothing blocking them, so every exterior wall works as a flue: cellar air enters at the bottom and leaves at the top plate, and whatever is lying on the attic floor sits in that draft. Add plaster on lath, a stone cellar with a bare rim joist, a walk-up attic or a finished third floor, and wiring old enough to be knob-and-tube in the cavities that need filling. The bays get blocked top and bottom before anything is dense-packed, and where the wiring is original an electrician goes first.

On the flat ground, and inside a good share of that same pre-war stock, is the two- to four-family. Newark is 40.9%, Bloomfield 27.2%, Maplewood 20.6%, Nutley 20.6%, Montclair 19.3%, West Orange 17.3%. An up-and-down two- or three-family is one envelope, not two. The stair chase runs from the cellar to the roof, open at every landing; the floor cavity between the flats is continuous front to back; and the roof over the top unit is usually low-slope, which is why there are two inches of something above that ceiling and no more. We price the building whole. Ownership decides whether that is possible: an owner on the first floor can approve the lot, a tenant upstairs cannot, and that is what Newark’s 24.1% owner-occupied share really measures.

Out past the ridges the post-war tract takes over. Cedar Grove is 46.4% 1940s and 50s, Livingston 38.5%, West Orange 34.6%, Nutley 31.4%, Millburn 30.3%. The cape from those years fails at the knee wall: batts on the room side with no air barrier behind, floor joists running out under the bedroom to an open eave, unbaffled slopes, and a shallow flat attic over the middle. The ranch fails across one long low attic where the loose-fill has settled to half its depth and the outer three feet of ceiling is wind-washed bare. The 1960s and 70s, 21.9% of the county and 25.5% of Livingston, brought the split-level: not one attic but two or three at different heights, an uninsulated stepped wall between them, and often a bedroom over an unconditioned garage.

Two things sit outside that. Nearly a fifth of the county, 19.3%, is in buildings of twenty units or more — South Orange 23.5%, Newark 21.1%, Bloomfield 18.8%, Montclair 14.3% — and that is where most of the 16.8% electric heat lives, on through-wall or baseboard units. A masonry envelope with no attic of your own and a board that owns the roof is not a retrofit one homeowner can order, and we say so on the phone, not after a visit. At the other end, 12.7% of the county has gone up since 2000, led by Newark at 18.0% and Livingston at 17.6%; those walls met the code of their day, so the job is the attic air handler and its ducts, the party wall, the garage ceiling and the bath fans. Oil is down to 4.2% countywide but clusters in the old western houses — Maplewood 10.1%, Montclair 7.5%, South Orange 6.3% — where the same scope pays back fastest.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a Montclair colonial’s attic to full depth, leave the tops of the wall cavities open, and the house keeps pumping cellar air up through its own walls and out the roof.

In the county’s pre-war house the order is: block every stud bay where it meets the attic floor and again at the sill, seal the chimney chase, the plumbing stack and the bath fans, air-seal any third-floor knee walls and dormer cheeks, gasket the hatch, baffle the slopes, insulate the plane, then the rim joist. In a two- or three-family the first move is the stair chase and the floor between the units. In a post-war cape it is blocking the joist bays at the eave and putting a rigid air barrier behind the knee wall.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Essex County

Most of our projects run between $3,500 and $12,500. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.

Insulation rebates in Essex County

The gas is PSE&G in all twenty-two Essex municipalities, and so is the electricity in twenty-one of them, including Newark, Bloomfield, Cedar Grove, Maplewood, Montclair, Nutley, South Orange and West Orange. Millburn is the exception: JCP&L electric, PSE&G gas. Livingston is split almost evenly, close to half the land area each, so a homeowner there reads the name at the top of the electric bill rather than asking a neighbor.

A house whose gas and electric come from two different companies can go through either one’s Whole Home Energy Solutions program. Start with whichever utility bills you for the fuel you are trying to burn less of — for the 73.6% of the county on gas heat, that is PSE&G — and confirm with the other. The ceiling is the same either way, up to $7,500 per project, and every project has to include air sealing alongside the envelope work the assessment calls for.

PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing, insulation and related work, plus 0% on-bill repayment of up to $25,000, over 7 years for a project of $10,000 or less and 10 years above that or for income-qualified customers. It is for owner-occupied homes of one to four units, which settles a lot in a county that is 28.3% two- to four-family. It begins with an assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets that fee. PSE&G publishes no per-measure amounts, so “up to $7,500” is as precise as anyone can be.

JCP&L Whole Home Energy Solutions, the route for Millburn and the JCP&L half of Livingston, does publish its formula: $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, capped at $7,500 and at half the project cost, with 0% on-bill financing of $2,500 to $25,000. Its audit is also done by a participating contractor at a fee JCP&L does not publish.

Note which visit is free. It is the lighter walk-through called the Whole Home Energy Assessment, which installs small items on the spot: PSE&G offers it to any residential customer in a building of fewer than five units, JCP&L to customers who own the home. The deeper Whole Home assessment behind the rebate carries a contractor-set fee. Below those sit the no-cost programs: PSE&G Home Weatherization installs insulation, air sealing and duct sealing at no cost for households between 250% and 400% of the federal poverty level; JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 in upgrades and $2,500 in health and safety repairs on the same band. New Jersey Comfort Partners works at no cost at or below 250% of the federal poverty guidelines, $82,500 for a family of four in 2026; the 4.2% of the county on oil, and homes on propane, go to the state’s weatherization office.

The New Jersey IRA Home Energy Rebates have not launched. The state’s own page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, whoever is still printing it on a flyer. Code and climate in Essex County

74.9% of Essex County’s housing was standing before 1980, and New Jersey’s first statewide energy subcode took effect on 1 January 1978. Three quarters of the county was framed with no insulation requirement at all, and whatever is in those assemblies was put there by a builder deciding how much to spend. Essex County is climate zone 4A; Morris and Passaic over the line are 5A.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.30 for a 4A county, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted for six months, until about 16 February 2027.

Existing homes fall under New Jersey’s Rehabilitation Subcode. Insulating an attic does not oblige anyone to bring the rest of the house to code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is what the state considers right for this climate, and what we design to.

Gas is PSE&G everywhere in Essex. Electricity is PSE&G in twenty-one of the county’s twenty-two municipalities, including Newark, Bloomfield, Cedar Grove, Maplewood, Montclair, Nutley, South Orange and West Orange. Millburn is on JCP&L, and Livingston is divided nearly in half between the two with no clean street-by-street rule to it. Your electric bill settles the question, and accounts close to a boundary are sometimes served across the line, so read the bill rather than a map.
