North Bergen sits on the Hudson Palisades and is one of the hilliest municipalities in the United States — the cuesta on its west side gives it the second-most hills per square mile of any city in the country, after San Francisco. That single fact shapes the houses. On a slope, a building steps: the garage goes under the front rooms, the lower level is buried on the uphill side and fully exposed on the downhill side, and the foundation is a set of stepped walls that are half basement and half above-grade wall.
The numbers say who we work for. 33.1% of the township’s 25,024 units are two- to four-family buildings, 5,377 of them in two-unit buildings, and 22.8% are detached or attached houses. Another 32.0% sits in buildings of twenty or more, which is not our market: no attic, no cavity, and an envelope that belongs to a board or a landlord. 41.3% of occupied units are owner-occupied.
The stock is mid-century. The median unit dates from 1961, 26.7% went up in the 1960s and 70s — the largest cohort here — 29.1% predates 1940, 19.9% is from the 1940s and 50s, and 75.7% of the township was built before 1980. 70.7% heats with gas, 19.2% with electricity and 4.5% with oil, the highest oil share of the Hudson County towns we cover.
The houses we insulate in North Bergen
North Bergen was incorporated in 1843 out of the northern part of Bergen Township and then lost pieces of itself for fifty years, as Hoboken, Guttenberg, Weehawken, West New York and Union City broke away, leaving the axe-shaped township on the map today. What remains is a set of very different neighborhoods stacked at different elevations: the Racetrack section on the plateau between Bergenline Avenue and Kennedy Boulevard, Bergenwood on the steep western slopes, Woodcliff around North Hudson Park, New Durham down by the Bergen Turnpike and Tonnelle Avenue, Meadowview behind the Municipal Building among the cemeteries, Bulls Ferry on the waterfront and Babbitt out in the Meadowlands.
The 29.1% built before 1940 is frame two- and three-family housing on narrow lots, much of it with a flat or low-slope roof and a cockloft rather than an attic. Where that cockloft has depth we air seal the top-floor ceiling and fill it; where the deck sits almost on the joists, the insulation belongs above the deck at the next roof replacement and we will say so. In the older frame buildings we assume balloon framing until the wall proves otherwise, and we block the stud bays at the sill and the top plate before anything is blown in. Knob-and-tube wiring comes out before insulation goes into a wall.
The 19.9% from the 1940s and 50s and the 26.7% from the 1960s and 70s are the houses that made the hills legible: bi-levels and raised ranches with the lower level dug into the slope, splits with a bedroom over the garage, and two-families with a garage under the front. These have real attics, usually shallow and full of settled loose-fill with unsealed top plates and wind-washed eaves, and they have a second problem the flat-roofed stock does not: a floor over an unconditioned garage, and a lower-level wall that is below grade at the back and above grade at the front.
10.4% of the township has been built since 2000 and 13.8% in the 1980s and 90s. The newer houses and townhouses have full walls already; what fails in them is the party wall between units, the garage-under ceiling, the ducts and air handler when they sit outside the insulated shell, and cathedral slopes built without baffles.
Houses on the Palisades slope
A house on a steep street has a different heat-loss map from the same house on flat ground. The lower level is the part homeowners complain about, and it is usually three assemblies at once: a foundation wall fully below grade at the back, the same wall standing in open air at the front, and a band of framing where the two meet. Foam board or closed cell on the interior of the exposed section, air sealing at the band and the sill, and insulation in the rim between joists usually fix a room that has been cold for thirty years. The buried section is a different question and we check for water before anything goes on it — closed cell foam does not belong on a wall that takes water.
The garage is the other slope problem. On a hillside lot the garage is cut into the grade under the living space, so the floor above it is exposed to outdoor air on one side and cold masonry on the others. Those joist bays are usually open at the band and holding a batt that has slumped in its bay. We seal the ceiling plane, close the bays at the band, and then insulate.
Wind matters up here too. On the plateau and along the western slope the walls and eaves take more wind than a sheltered street does, and loose-fill at the perimeter of an attic gets wind-washed thin exactly where the ceiling meets the outside wall. Baffles and a wind block at the eave earn more in those attics than extra depth in the middle.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow eighteen inches over a ceiling whose top plates, chases and stair bulkhead are still open and the house leaks exactly as much as it did.
In a North Bergen bi-level or raised ranch the sequence runs top to bottom: seal the attic plane — top plates, plumbing stack, chimney chase, bath fans, recessed cans — baffle the eaves, then insulate the flat. Then the middle: the floor over the garage, sealed at the band and insulated. Then the lower level: the rim joist, the sill and the exposed section of foundation wall. In a pre-1940 two-family the same logic starts at the cockloft and the stair chase instead.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in North Bergen
Most of our projects run between $3,500 and $12,500. On a hillside lot the number moves with how much of the lower level is exposed wall rather than buried, whether there is a garage ceiling to close, attic area and headroom, and access — a steep street with no driveway changes how crew and material reach the roof. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in North Bergen
North Bergen is PSE&G territory for both electric and gas. 70.7% of occupied units heat with gas, so for most households the savings and the program sit on the same PSE&G account.
PSE&G Whole Home Energy Solutions offers up to $7,500 in rebates toward air sealing, insulation and related envelope work, plus 0% on-bill repayment of up to $25,000 — 7 years for projects of $10,000 or less, 10 years above that or for income-qualified customers. It is written for owner-occupied homes of one to four units, which is the 33.1% two- to four-family stock and the 22.8% that is houses. It starts with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program, who sets the fee for that assessment; PSE&G does not publish per-measure rebate amounts.
Income-qualified households pay nothing. PSE&G Home Weatherization carries the full cost of insulation, air sealing and duct sealing between 250% and 400% of the federal poverty level, and New Jersey Comfort Partners handles the same work at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four, in buildings of 1 to 14 individually metered units. PSE&G’s Whole Home Energy Assessment is free to any residential gas or electric customer in a building of fewer than five units. The 4.5% of the township on oil heat goes to the state’s weatherization office instead.
Ignore two things you may have heard about. The IRA Home Energy Rebates have not launched in New Jersey — the state lists them as in development and is not accepting applications — and the federal Section 25C credit ended for anything placed in service after 31 December 2025. Code and climate in North Bergen
75.7% of North Bergen was built before 1980, and the pre-1940 and post-war stock alike went up before New Jersey’s first statewide energy subcode of 1 January 1978. A 1961 bi-level was framed to a structural code and nothing more. Hudson County is climate zone 4A.
Since 17 August 2026 New Jersey has built new work to the 2024 IECC: R-49 ceilings rather than the R-60 the 2021 edition required, walls at R-30 in the cavity or R-20 with R-5 of continuous insulation, U-0.30 windows and 3.0 air changes per hour at 50 pascals. An application completed under the previous edition is honored until roughly 16 February 2027. R-49 is what we design to.
For a building already standing the governing document is New Jersey’s Rehabilitation Subcode. Under it, insulating an attic or cockloft neither forces the rest of the building up to current code nor calls for a blower-door test. Blown-in and batt material placed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastics require one, which we pull.

Our lower level is built into the hill and stays cold. What actually fixes it?
Three things, in order. Air seal where the framing meets the foundation, because the band at that joint is usually the leak. Insulate the rim between the joists. Then insulate the part of the wall standing in open air on the downhill side, which behaves like an exterior wall and is often bare block. The buried part matters less and gets checked for water first, since closed cell foam should not go on a wall that has taken water. Heat runs from a lower level are worth checking at the same time.
