33.0% of Sayreville’s 17,435 housing units went up in the 1960s and 70s, the largest single cohort in the borough, and the median unit dates from 1973. Add 20.0% from the 1940s and 50s and 7.0% from before 1940, and 60.0% of Sayreville predates New Jersey’s first statewide energy subcode of 1 January 1978.
The structure mix is mixed for a suburb: 51.5% detached, 13.9% attached, 11.5% in two- to four-family buildings and 7.1% in buildings of twenty or more. 62.6% of units are owner-occupied. Gas heats 82.8% of homes, electricity 10.9% and oil 3.2%, so the case here is almost always a gas bill.
Two things shape the work. Sayreville sits on the south bank of the Raritan River and on Raritan Bay, and its low-lying ground floods with storm surge, which decides what goes into a lower level and what does not. And this was a clay and brick town — Sayre and Fisher made brick here from the 1850s until the industry ended in 1970 — so in the older river sections a wall is sometimes solid masonry with no cavity to fill, and the insulation goes on the inside or not at all.
The houses we insulate in Sayreville
The 1960s and 70s third of the borough is the core of our work: ranches, split-levels and bi-levels in Sayre Woods, Laurel Park, MacArthur Manor and the streets around Ernston and Parlin. A split fails in a pattern you can predict from the driveway. The attic over the top level is a long shallow plane of loose-fill that has settled and was never sealed at the top plates. The bedroom over the garage sits on open joist bays that are colder than the garage itself. The short knee wall behind the upper hall has no air barrier on its back. The cantilevered bay over the front step is open to outside air.
The 20.0% built in the 1940s and 50s are capes and small ranches, and the cape has one dominant failure: the knee wall, with insulation on the room side, nothing behind it, and joist bays running out to the eave under the bedroom floor. The slopes above are usually 2×6 rafters with no baffle and the flat attic over them is shallow. That is the whole job in most Sayreville capes, and it is a bigger number on the bill than the walls.
26.2% went up in the 1980s and 90s, including much of the townhouse and attached stock that makes up 13.9% of the borough. Those units have code-minimum walls and an attic blown to R-19 or R-30, and they leak at the party wall running into the attic, the top plates, the recessed cans and the chase behind the second-floor bath. We scope a townhouse row unit as its own building, but we always look at whether the attic is divided over the party wall or open across two homes.
7.0% of the borough predates 1940: the older housing near the river and around Morgan and Melrose, the mill and plant era when Sayre and Fisher, the Raritan River Railroad and the DuPont works on Deerfield Road drove the town. In frame houses of that age we assume balloon framing and knob-and-tube wiring until we see otherwise, and the wiring comes out before anything goes into a wall. Where the wall is solid masonry there is no cavity, so the work is the attic floor, the cellar, the rim and any furred interior wall we can insulate without trapping moisture in the brick.
The bay side, storm surge and the lower level
The low ground near the Raritan River and the bay floods in a surge, and Morgan and Melrose sit closest to it. That changes the rules below the first floor. We do not put closed cell foam on a basement or crawl wall that has taken water, because foam that has been submerged holds it against the framing and hides what is happening behind it. Anything below the flood line gets materials that can dry, or gets left alone.
What we do instead is work the floor deck above: seal and insulate the first-floor assembly so the heated part of the house stops losing heat down into a space that will get wet again, seal the band joist and the utility penetrations, and treat the crawl space vents and hatch. On the bay side that scope is often the whole job, and it holds up after the next storm instead of having to be torn out.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Add batts over a split-level attic while the top plates, the chases and the garage ceiling stay open, and the bedrooms over the garage stay cold.
In a Sayreville split the sequence is: block and seal the joist bays over the garage, close the top plates and the plumbing and flue chases at the attic plane, put an air barrier on the back of the upper knee wall, gasket the attic hatch, baffle the eaves, then insulate the attic flat and the garage ceiling. In a cape it starts at the eave line under the knee wall. The rim joist in the basement comes last.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

Either program can carry the work; the gas program requires gas heat.
PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing, insulation and the envelope work the assessment calls for, plus 0% on-bill repayment of up to $25,000, over 7 years for projects of $10,000 or less and 10 years above that. The assessment is done by a BPI-certified contractor participating in PSE&G’s program, who sets the fee; PSE&G does not publish per-measure rebate amounts. Separately, PSE&G’s Whole Home Energy Assessment is free for residential customers in a building of fewer than five units.
If the house is heated electrically, JCP&L Whole Home Energy Solutions works the same way: up to $7,500, built as $2,000 at a modeled saving of five percent plus $200 for each point above that, never more than half the project cost, with 0% on-bill financing of $2,500 to $25,000. JCP&L’s own Whole Home Energy Assessment is free to residential customers who own their home.
For income-qualified households the work is free. PSE&G Home Weatherization and JCP&L Home Weatherization both cover insulation, air sealing and duct sealing at no cost between 250% and 400% of the federal poverty guidelines, with JCP&L publishing up to $14,000 in upgrades plus $2,500 in health and safety repairs. New Jersey Comfort Partners covers households at or below 250%, $82,500 a year for a family of four, and refers oil- and propane-heated homes to the state weatherization office — which matters for the 3.2% of Sayreville still on oil.
New Jersey’s IRA Home Energy Rebates have not launched; the state says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so treat any 2026 quote that promises it as wrong. Code and climate in Sayreville
60.0% of Sayreville was built before the 1 January 1978 energy subcode, which covers the brick-era houses, the post-war capes and most of the splits. Middlesex County is climate zone 4A, the milder of New Jersey’s two zones, and the attic target is the same as up north.
New Jersey adopted the 2024 IECC on 17 August 2026. New construction gets R-49 ceilings — the 2021 edition it replaced asked for R-60 — walls at R-30 cavity or R-20 plus R-5 continuous, windows at U-0.30 for a 4A county, and 3.0 air changes per hour at 50 pascals. Applications filed complete under the 2021 code are still accepted until about 16 February 2027.
Your house is not held to that. Existing homes fall under New Jersey’s Rehabilitation Subcode: insulating an attic does not trigger a whole-house upgrade and does not require a blower-door test. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit, while spray foam and other foam plastic insulation need a permit, which we pull. R-49 is the number the state considers right for this climate, and it is what we design to.
