31.6% of occupied homes in Washington Township heat with fuel oil, another 2.6% with bottled gas and 2.2% with wood. Only 55.8% burn utility gas. That split decides more about insulation work here than any other number: a third of the township pays a delivered-fuel price for every BTU that leaks out of it, and is shut out of the gas utility’s rebate program, which requires a gas account and gas heat.
The rest is rural and owner-occupied. 86.4% of the 2,619 housing units are detached and 8.6% attached, 95.0% single-family between them; there is nothing at all in buildings of three to nineteen units and only 0.6% in buildings of twenty to forty-nine. 85.4% of occupied units are owner-occupied, well above the 74.3% for Warren County. The township covers eighteen square miles of farm valley and ridge and wraps completely around the separate borough of Washington.
The median unit dates from 1976. 14.3% predates 1940, 16.8% is 1940s and 50s, 26.0% is 1960s and 70s, 23.7% is 1980s and 90s and 19.2% has gone up since 2000. 57.1% was built before New Jersey had a statewide energy code, and out on these roads that means a stone cellar, a chimney, and whatever a previous owner blew into the attic.
The houses we insulate in Washington Township
The 14.3% built before 1940 is the farm stock, scattered rather than clustered — around Port Colden and Changewater, out toward Brass Castle, Imlaydale and Pleasant Valley. A farmhouse of that age has usually been added to twice, so there are three roof planes, a knee-wall attic behind an upstairs bedroom, an unheated back room that used to be a summer kitchen, and a fieldstone cellar with an open sill. The framing is often balloon framed, so the wall cavities run from cellar to attic floor with nothing capping them and warm air uses them as a chimney. Knob-and-tube comes out before any wall is filled.
The 16.8% from the 1940s and 50s is capes and early ranches along the roads out of the borough. The cape’s weak point is the knee wall: a short stud wall with batts on the room side and no air barrier behind it, joist bays running out under the bedroom floor to an open eave, unbaffled slopes and a shallow flat attic on top. It was normal construction then, and it is why those bedrooms run cold.
The 26.0% from the 1960s and 70s — 463 units in the 1970s alone — is ranches, splits and raised ranches on one- and two-acre lots carved off the farms. Long low attics with loose-fill that has settled and been walked on, eaves wind-washed for the last two feet above the exterior wall, an unsealed hatch, a bedroom over the garage on open joist bays, and a band joist that was never sealed. On a house sitting in the open with no windbreak, wind-washing at the eaves costs more than it does on a sheltered street in town.
The 23.7% built in the 1980s and 90s and the 16.5% from the 2000s are the subdivision colonials on former farm ground. Their walls are already insulated. What they have instead is ductwork and an air handler in a vented attic, cathedral and tray ceilings framed without baffles, a bonus room over the garage, recessed cans in the ceiling plane and bath fans venting into the attic. Many also carry a propane tank in the yard rather than a gas meter on the wall.
Oil, propane, wood, and the house with no gas main
Eighteen square miles of township means a lot of road frontage with no gas main under it. 31.6% of homes here run on fuel oil, 2.6% on bottled gas and 2.2% on wood. That last figure means stoves and inserts, and a stove means a chase through the ceiling plane that has to be sealed with non-combustible material at the right clearance, not stuffed with insulation.
Delivered fuel changes the payback. An oil or propane house pays a delivered price for heat that can move sharply from one winter to the next, so the same air sealing and attic work that takes years to pay back on a cheap gas bill pays back faster on a tank. It also changes the diagnosis: an oil-fired boiler in a fieldstone cellar has a big flue, a chimney chase and a hot uninsulated distribution loop, so the cellar is often the first place we work.
And it changes the paperwork, which is the part homeowners get wrong. The Elizabethtown Gas program requires an active gas account and gas heat, so it is closed to every oil, propane and wood-heated house here. Those houses go through JCP&L instead, the electric utility for all of Warren County, which does not require you to heat with electricity. We say so on the phone, before anyone fills in an application at the wrong utility.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. In a balloon-framed farmhouse you can bury the attic floor in cellulose and the house will still pull cellar air up inside the walls and out at the eave.
In a Washington Township farmhouse the sequence is: cap the open stud cavities at the attic floor, seal around the chimney and the wood-stove flue with the right material and clearance, close the chase over the attic stair, seal the top plates where two roof planes meet over an addition, then take the knee-wall attic behind the upstairs bedroom — blocking at the eave, an air barrier behind the knee wall, baffles in the slopes. Last the sill and rim over the fieldstone cellar. Then the insulation goes in at depth. In a 1970s ranch the order runs top plates, hatch, chases, bath fans, baffles, depth, band joist.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Washington Township
Most of our projects run between $3,500 and $12,500. On an older farmhouse the number moves with the roof planes and additions, the length of knee wall, whether a floored attic has to come up, the state of the sill and whether knob-and-tube has to come out first. Insulation rebates in Washington Township
JCP&L is the electric utility for the whole township and Elizabethtown Gas is the gas utility where there is a main. With 55.8% of homes on gas and 31.6% on oil, the first question is simply which of the two bills you for heat.
JCP&L Whole Home Energy Solutions is the route for most houses out here. It pays up to $7,500 in rebates — $2,000 for a modeled five percent energy saving plus $200 for every percentage point above that, capped at half the project cost — and adds 0% on-bill financing of $2,500 to $25,000 over 36, 60 or 84 months up to $10,000 and 120 months above that. A contractor participating in the program does the audit, and JCP&L does not publish that fee. JCP&L’s Whole Home Energy Assessment is free for residential customers who own the home.
Elizabethtown Gas Whole Home Energy Solutions uses the same formula and adds 0% on-bill repayment of $2,500 to $25,000, up to seven years for a project of $10,000 or less and up to ten years above that. It requires an active Elizabethtown Gas account and gas heat, so it is open only to the gas-heated 55.8%, and Elizabethtown Gas offers those customers a free Whole Home Energy Assessment. A gas-heated house can go through either utility; the contractor’s program approvals usually decide which one leads.
For income-qualified households the work is free. JCP&L Home Weatherization for Income-Qualified Customers covers up to $14,000 of upgrades and $2,500 of health and safety repairs at no cost between 250% and 400% of the federal poverty guidelines, in one- to four-unit homes at least five years old; Elizabethtown Gas runs a matching program at the same limits, which in 2026 means $82,501 to $132,000 for a family of four. New Jersey Comfort Partners covers households at or below 250% of the guidelines, $82,500 for a family of four — but homes heated with oil, propane or kerosene are referred to the state weatherization office instead, which in this township is a third of the houses.
New Jersey’s IRA Home Energy Rebates have not launched. The state’s page says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Washington Township
57.1% of the township was built before New Jersey’s first statewide energy subcode of 1 January 1978, and 14.3% predates 1940 entirely. Warren County is climate zone 5A, the colder of New Jersey’s two zones, and an exposed ridge lot with no windbreak behaves colder still.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28 in a 5A county, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted until about 16 February 2027.
An existing house falls under New Jersey’s Rehabilitation Subcode: insulating the attic of an 1890s farmhouse does not oblige you to bring the rest of it to current code, and no blower-door test is required. Blown-in or batt insulation against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is the number the state considers right for this climate, and it is what we design to.
