Insulation Contractors in West Milford, NJ

Only 46.9% of West Milford heats with gas. Passaic County as a whole is at 82.1%, so this township is the outlier: 28.5% of occupied homes burn fuel oil or kerosene, 8.2% burn bottled propane, 11.9% run on electricity and 2.6% still heat with wood. PSE&G holds the gas franchise, but the mains reach only parts of a township covering more than two-fifths of the county. For a good many houses the question is not the gas rate; it is how many fills you take a winter.

The rest of the numbers describe a township of houses on big lots: 10,522 housing units, 83.7% of them detached, 89.4% of occupied units owner-occupied, and a median unit built in 1969. 30.5% of the stock is 1960s and 70s, with 19.0% from the 1960s alone; 28.1% is 1980s and 90s; 23.6% is 1940s and 50s and 9.8% predates 1940. Only 8.0% has gone up since 2000, and just 1.2% in the 2010s.

That last number is the shape of the work here. Newark owns a large part of the township for the Pequannock River Watershed, 35,000 acres of water supply, and West Milford sits in the preservation area of the Highlands Water Protection and Planning Act of 2004. What is standing is what there is, and most of it burns something expensive.

The houses we insulate in West Milford

Before the war this was a resort. Trains came out of New York City to Charlotteburg, Newfoundland, Oak Ridge, Hewitt and Awosting, steamboats met them and carried people to the hotels around Greenwood Lake — nine miles long and 1,920 acres, half of it across the New York line — and road maps of the 1950s put the population at 2,000 in winter and 10,000 in summer. After the war, and for twenty years after, the summer places became year-round houses. That conversion is the 9.8% built before 1940 and much of the 23.6% from the 1940s and 50s, and it is still the hardest housing in the county to heat.

A summer cottage was built to be empty in January. The roof is often 2×4 or 2×6 rafters with a board ceiling nailed straight to them and no cavity worth filling. The walls can be tongue-and-groove boards with no sheathing and no stud cavity to dense-pack, so those get done from outside when the siding comes off. The floor sits on piers or a shallow crawl space cut into ledge, vented, with the plumbing in it. Then come the additions: a closed-in porch, a 1960s bedroom wing, a 1990s great room, each with its own little attic. Around Upper Greenwood Lake, Pinecliff Lake and Lindy Lake that is the common house, scoped room by room rather than by one attic number.

The 1960s and 70s cohort, 30.5% of the township, is the hillside house: the raised ranch and bi-level with a lower level cut into rock, and the contemporary with a cathedral ceiling. In the raised ranch the leak is the rim joist on top of the block wall, open along the whole perimeter above a lower level that is half underground and always cold. In the contemporary it is the cathedral slope, 2×8 rafters filled edge to edge with a batt, no baffle and no air barrier at the ridge, skylights punched through it. Those slopes are the most common closed-cell foam job we do here.

The 1980s and 90s houses, 28.1% of the stock with 16.1% from the 1980s alone, are colonials and contemporaries on full basements, and out here most heat with a boiler and baseboard rather than a furnace and ducts. Good news: no ducts in a vented attic losing heat. The job is the attic plane, where the top plates, chases and bath fans leak, the bonus room over the garage with its open joist bays, and the basement rim. Where there is a wood stove, the chimney chase through the attic gets sealed with the right materials at the right clearance, never with foam pushed against the flue.

Oil, propane and wood: what no gas main does to the math

28.5% oil and 8.2% propane means more than a third of West Milford pays for heat by the delivery instead of by the meter. A gas customer watches a bill; an oil customer watches a truck come up the driveway. The saving from air sealing and insulation shows up as fewer fills. The payback is usually shorter in an oil or propane house than in the gas house next door, which is the opposite of what most people assume.

It changes how we work, too. In a house with an atmospheric oil boiler in the basement, we look at where the boiler and the water heater draw combustion air before we tighten the shell around them. With a wood stove the same question applies, plus the chimney. In a crawl space with an oil line running through it, we seal and insulate around the line, not over it. It decides the rebate too: with no gas utility, the money runs through the electric side.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Foam a cathedral slope and leave the ridge and the skylight curbs open, and the room under it still runs cold with the thermostat calling.

In a converted lake house the order is: close the crawl space or pier skirt and seal its band; seal the joints between the original cottage and each addition, usually open into the walls; seal the top plates and chases in every one of the small attics; then insulate, closed cell where a rafter bay is all the depth there is, blown insulation where there is room to build depth. In a raised ranch it starts at the rim on the block wall; in a contemporary at the ridge and the skylight curbs.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in West Milford

Most of West Milford buys electricity from Rockland Electric, the New Jersey arm of Orange & Rockland. JCP&L serves a southern portion of the township and a small corner is on the municipal Butler Electric system, so check the bill. Gas, where a main reaches the road, is PSE&G.

If the house heats with oil, propane or wood, the electric utility is the route. Rockland Electric Whole Home Energy Solutions pays up to $7,500 in rebates and adds interest-free third-party financing, typically over seven to ten years; Rockland publishes no cap on that financing and it is not on-bill. Every project has to include at least attic air sealing and an attic insulation upgrade where one is called for, which is exactly what these houses need. It is open to existing one- to four-family homes and low-rise multifamily whose owner lives there, through a BPI-certified contractor participating in the program. Rockland states no free walk-through, so do not expect one.

If the house is on gas, PSE&G Whole Home Energy Solutions offers up to $7,500 in rebates plus 0% on-bill repayment of up to $25,000 over 7 or 10 years, and PSE&G’s Whole Home Energy Assessment is free for any PSE&G residential customer in a home of fewer than five units. On the JCP&L side of the township, JCP&L Whole Home Energy Solutions pays up to $7,500, with 0% on-bill financing of $2,500 to $25,000, and JCP&L’s own Whole Home Energy Assessment is free to residential customers who own the home.

For income-qualified households, Rockland Electric Home Weatherization does the work at no cost for households between 250% and 400% of the federal poverty level, which in 2026 starts at $39,901 for one person. New Jersey Comfort Partners covers households at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four — but it refers homes heated with oil, propane or kerosene to the state’s Office of Weatherization instead, and in this township that is a lot of houses.

The New Jersey IRA Home Energy Rebates have not launched. The state says they are still in development, so they are not available. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, whatever a flyer says. Code and climate in West Milford

64.0% of West Milford went up before 1980, and the summer cottages and the 1960s hillside houses both predate New Jersey’s first statewide energy subcode of 1 January 1978. A house built to be used in July was never required to hold heat in January. Passaic County is climate zone 5A, with Bergen, Morris and Sussex, and this end of the county is its coldest, highest ground.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60, and a complete permit application filed under the old code is still accepted until about 16 February 2027 — with walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28, and air leakage of 3.0 air changes per hour at 50 pascals. R-49 is the number the state considers right for this climate, and it is what we design to.

Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.
