Insulation Contractors in West Windsor, NJ

44.9% of West Windsor’s housing was built in the 1980s and 90s and another 31.9% has gone up since 2000. Only 23.2% of the township predates 1980. The median unit dates from 1990. This is a township of houses that already have insulation in their walls, and that changes what we are hired to do.

West Windsor farmed wheat, tomatoes, rye and potatoes until the last half of the 20th century, and that identity was only extinguished by the building boom of the late 1970s through the 2000s. The subdivisions that replaced the fields were built under an energy code, so their cavities are full. What they lack is an air barrier that works, ductwork inside the heated space, and a baffle in a cathedral slope.

So the work here is air sealing, ducts and roof geometry, not blowing fiberglass into a 1994 wall. The exceptions are the 3.4% that predates 1940, the farmhouses left in the old hamlets, and the townhouse and condo blocks near the rail station.

The houses we insulate in West Windsor

Of 11,563 housing units, 56.6% are detached houses and 8.8% are attached townhouses and duplex halves. Another 14.8% sit in buildings of ten to nineteen units, 5.2% in buildings of twenty to forty-nine and 5.9% in fifty-plus. 65.6% of occupied units are owner-occupied. The 1980s house is the largest single slice and the one we see most. Walls are 2×4 with R-11 to R-13 batts, the attic got R-19 to R-30 of blown fiberglass, and nobody sealed anything before the insulation went in. The leaks land in the same places every time: top plates, plumbing and flue chases, the dropped soffit above the kitchen cabinets, recessed cans, a bath fan terminating in the attic, the hatch, and the rim joist. A cathedral slope usually has batts jammed tight to the sheathing with no vent channel, so the drywall runs cold and the shingles run hot.

In the 1990s and 2000s houses, 18.0% and 21.2% of the township, the failure moves upstairs. The air handler and trunk duct sit in the vented attic, outside everything the insulation protects, and every foot of leaky supply duct heats the attic instead of the bedroom. Tray ceilings and coffers were framed with no air barrier at their corners, the bonus room over the garage has open joist bays under its floor and knee walls with bare backs, and the two-story foyer stacks the whole house’s pressure onto one ceiling plane. Anyone selling drilled-and-filled walls on a 2003 house here is selling the wrong job.

The 14.1% built in the 1960s and 70s is the ranch and split cohort that arrived before the boom, and it fails the way that stock always fails: a long low attic of settled loose-fill, wind-washed eaves with no baffle or blocking, a cantilevered bay, a bedroom over a garage with open joist bays beneath it. Those attics pay back fastest because they start from the least insulation.

The 3.4% that predates 1940 sits in the hamlets the township grew around and never consolidated into a downtown: Dutch Neck, Penns Neck on Washington Road, Edinburg, Grover’s Mill, Clarksville at Route 1 and Quakerbridge Road, and the village that formed around Princeton Junction station after the Camden and Amboy line was relocated in the mid-1860s. In a house that age we assume balloon-framed side walls open from cellar to attic, and knob-and-tube wiring until an electrician says otherwise. The wiring comes out first, and the first fix is fire-blocking those cavities at the attic floor, not adding depth on top.

Townhouses, condos and who owns the roof

Nearly three in ten West Windsor units are attached or stacked, and that cluster is where most of the 24.2% electric heat sits, in heat pumps and baseboard. It is why a townhouse owner and a detached neighbor two streets over can compare bills and get nowhere: different fuel, different envelope.

The failures in an attached unit are specific. The party wall often runs up into a common attic with nothing closing it at the ceiling line, so your air leaves into the neighbor’s attic space and theirs comes back. An end unit has a full exterior wall the interior units do not. A top-floor unit under a low-slope roof has no attic, only a shallow cavity, and a ground-floor unit over a slab or tuck-under garage loses heat through the floor.

What matters first is who controls the assembly. If the roof deck, common attic and exterior walls belong to a homeowners association, the useful first call is to the association, not to us. An owner can usually authorize the hatch, the party wall closure inside their own unit, the ductwork within their walls, and the ceiling plane of a top-floor unit if the association signs off. We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Add six inches of blown fiberglass on top of a 1988 attic floor that leaks at every top plate and chase, and you have a deeper leaky attic.

In the West Windsor house that dominates, a 1980s or 1990s colonial with the air handler upstairs, the sequence runs: seal the top plates, chases, cans and hatch; vent the bath fans outside; seal and insulate the ducts and the platform the air handler sits on; block the joist bays under the bonus room and put an air barrier behind its knee walls; baffle the cathedral slopes; close the garage ceiling. Then insulate the attic flat to depth, then the rim joist.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in West Windsor

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. Most of West Windsor is PSE&G for both electric and gas. A slice of the eastern township is billed by JCP&L for electricity while the gas stays PSE&G, so read the name at the top of each bill. With 72.2% of occupied units on gas heat, the rule is the same either way: start with whichever utility bills you for the fuel that heats the house, then confirm with the other.

PSE&G Whole Home Energy Solutions offers up to $7,500 in rebates toward air sealing, insulation and related work, plus 0% on-bill repayment of up to $25,000, over 7 years for projects of $10,000 or less and 10 years above that or for income-qualified customers. It starts with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets the fee for that assessment. PSE&G does not publish per-measure amounts. Separately, PSE&G’s Whole Home Energy Assessment is free for any PSE&G residential gas or electric customer in a home of fewer than five units, a walk-through with small items installed on the spot.

On the JCP&L side, JCP&L Whole Home Energy Solutions publishes its formula: $2,000 for a modeled 5% energy saving plus $200 for each point above that, capped at $7,500 and at half the project cost, with 0% on-bill financing of $2,500 to $25,000, plus a free Whole Home Energy Assessment for customers who own the home.

PSE&G Home Weatherization installs insulation, air sealing and duct sealing at no cost for households between 250% and 400% of the federal poverty level, and New Jersey Comfort Partners does the same at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four. The New Jersey IRA Home Energy Rebates have not launched — the state’s page says the programs are in development and not open for applications. Code and climate in West Windsor

Only 23.2% of West Windsor was built before New Jersey’s first statewide energy subcode of 1 January 1978, which is unusual in this county: three quarters of it was framed under some energy code. The argument here is rarely that there is no insulation. It is that the insulation was installed to the letter and the air sealing never happened. Mercer County is climate zone 4A, having moved from 5A in the 2021 code edition; the 2024 edition changed no New Jersey county.

New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it sets R-49 ceilings — the 2021 edition it replaced called for R-60 — walls at R-30 cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old 2021 code is still accepted until about 16 February 2027. R-49 is the number the state considers right for this climate, and it is what we design to.

An existing house falls under New Jersey’s Rehabilitation Subcode: insulating an attic does not require bringing the rest of the house to current code and does not require a blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance and needs no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job.

Our air handler is in the attic. Should we move it or insulate around it?

Moving mechanical equipment is expensive and usually unnecessary. The cheaper fix brings the attic ductwork inside the thermal boundary in effect: seal every joint and boot with mastic, insulate the trunk and branches, seal and insulate the platform the unit sits on, and close the leaks in the ceiling below so the attic is not pressurized by the house. In many 1990s and 2000s West Windsor houses, duct leakage is a larger loss than attic insulation depth, and it costs less to fix.
